FA3022-13-R-0007, Base Network Telephone System, Potential Offerors Questions & Answers
1. Q. There is no clear writing requirement in section 52.212-1, instruction to offerors. Are proposals to be single space/double space? Any min/max in page numbers?
A. See Amendment 0002 to see changes to 52.212-1.
2. Q. Is this a services or construction requirement?
A. This is a services requirement; the Davis Bacon Act will not apply.
3. Q. Can you provide number of users?
A. In the Performance Work Statement (PWS), it may not be explicit but you will have to provide a proposal based on the workload estimates in Appendix 1.
4. Q. How should the solicitation be submitted? I shard copy preferred and how many copies does the Government want?
A. See Amendment 0002 to see changes to 52.212-1.
5. Q. A Top Secret Clearance cannot be given until a Top Secret Clearance contract is awarded, will an interim be provided in the meantime to the apparent awardee?
A. Yes
6. Q. What is the Government expecting Fee For Service and Special Projects to be?
A. Once the customer cuts a work order, they will decide whether it is a Fee for Service or Special Project requirement. These CLINs are in place as a way to segregate funds.
7. Q. Are Monthly Maintenance and Work orders separate?
A. Yes.
8. Q. Does the Government have an equipment and installation performance specifics document?
A. No.
9. Q. When are certifications for IT positions required?
A. No later than the first day of work but the sooner the better.
10. Q. Are there incumbents?
A. Yes.
11. Q. Are you 100% staffed?
A. We are staffed but it is upon the contractor to determine how many employees will be needed to meet the requirements of the PWS.
12. Q. Are you looking for cross training between the base network control center (BNCC) and base telephone system (BTS) service?
A. This is not in the PWS but can be completed if the contractor chooses.
13. Q. Is VOIP done by the BTS?
A. Currently the Government performs this function but the awardee will be performing this function as specified in the PWS.
14. Q. The PWS cites 24/7 support, what is access like after hours?
A. If there are fails/breaks the Government will not pay overtime to fix things the contractor is in charge of. There is a Preventative Maintenance Inspection (PMI) window on Saturday from 0800-1200 CST but there will be no overtime unless there is an outage.
15. Q. Is traffic survey required twice a year or as requested?
A. Only as requested.
16. Q. When are Past Performance Questionnaires (PPQ) due?
A. PPQs should be sent to at least three references. The completed PPQs should be submitted from the references directly to the Contracting Officer. Reference POCs shall send the completed PPQs via email to eric.gonzalez.8@us.af.mil or jacqueline.littlefield.1@us.af.mil with a courtesy copy to erc.heaton.1@us.af.mil.
17. Q. Does a Joint Venture (JV) need approval from the Contracting Officer prior to proposal submission or approval before award? And do you require approval from the Small Business Administration (SBA) for the 8a JV?
A. Yes the JV will need CO approval and SBA approval.
18. Q. If the 8a partner is the majority owner of the JV, what percentage of the work must be performed by the 8a partner?
A. In accordance with Federal Acquisition regulation 52.219-14, the contractor (majority owner) must perform 50% of the work. No more than 50% can be contracted out.
19. Q. How many military, civilian and contractors work to provide the existing services for the listed requirement?
A. Offerors will refer to workload estimate in Appendix 1 of the PWS.
20. Q. What are the job titles and pay grades for each person identified A. The Government will not divulge this information.
21. Q. Are there any annual maintenance contract’s (phone system, network equipment, etc) that will have to be paid for by the awardee? If so how much?
No
22. Q. What was the total amount spent in fiscal year 2012 for the operation and maintenance of the proposed systems?
The BNTS requirement is a consolidation effort of both the BTS and BNCC. Therefore, the Government cannot accurately portray the total price to perform the requirement. Doing so would require including the contract value of each requirement separately and result in a skewed overall anticipated price.
23. Q. On average for fiscal year 2012, how many work-orders were placed for services listed in the proposal?
24. Q. How many active phone lines are generated from the phone system and how many network switches are installed? How many hard-wired network points are being provided and how many wireless access points are installed?
3602 phone lines, 134 network switches, 9900 hard-wired ports (not all are active), 148 wireless access points
25. Q. How many customers are being served by the services listed in this proposal?
2700 estimated
