TASK ORDER
TASK ORDER PROCEDURES
The pricing vehicle for Task Orders issued under this contract will be the Bid Schedule. When the Government requires work under this contract, a proposal will be requested from the Contractor. The Contractor will prepare a proposal using the prices from the proposed Bid Schedule. Most Task Orders will be issued as a ―lump sum.‖ The
Task Order price will be a product of the required tasks, quantities, units of issue, price per unit and the total, plus the negotiated price of any non-prepriced items (NPIs). The following procedures will be used for Task Orders under this contract:
a. The Government will provide to the Contractor a Request for Proposal (RFP) with a Statement of Work (SOW) describing the work to be performed, which may include special instructions and conditions, a material submittal register; and if applicable a not more than (could be less than) thirty-five percent (35%) design drawing. The
Contractor will not be reimbursed for any Pre-Task Order costs including proposal preparation and attendance during negotiations or site visits.
b. The Contractor shall respond to an RFP within three (3) working days by visiting the proposed site in the company of the Contracting Officer and Government Inspector. The purpose of this site visit will be to establish a clear understanding between the Contractor and the Government of what work is required in the Task Order. On-site changes may be made to the SOW or drawings at this time if the contractor or the government identify items of work that have been left out, or for any other reason which remains inside the scope of the project.
c. The line item listed on the bid schedule shall serve as the basis for establishing the value of the work to be performed.
d. The Contractor’s proposal must be submitted within fourteen (14) calendar days of the site visit, and must be supported by necessary documentation to indicate that adequate engineering and planning to accomplish the requirement has been performed. For example, documentation may include sketches or drawings, calculations, catalog cuts, specifications, etc. The contractors proposal shall not indicate additional overhead, profit, bond premiums, insurance, or any additional costs including, but not limited to, compliance with environmental laws, tax laws, protection or movement of Government property, and engineering services, as these are included in the established unit prices.
e. The Contractor’s Proposal package for each Task Order will include the following as a minimum:
1. Statement of Work
2. Cost Estimate (Excel spreadsheet or equivalent document)
3. Documentation and Calculations (working drawings, specifications, etc.)
f. To substantiate appropriate equipment or material selection/sizing, component assembly, and price estimation for the work to be accomplished, the contractor shall supply the following calculations as a minimum with his proposal
(if applicable):
1. Site Work: Run-off calculations (if not matching existing)
2. Structural: Framing/loading calculations for new members
3. Mechanical: Mechanical calculations (if applicable)
4. Gutter/Downspout: Quantity/sizing calculations
g. Upon receipt of the contractor’s proposal, the Government will review the proposal for completeness. The
Government will negotiate all line items, quantities, non-prepriced items (NPIs), and performance times with the
Contractor within a reasonable time from receipt of the proposal.
h. Non-Prepriced Items (NPIs). NPIs must be within the basic intent and general scope of the contract and will be negotiated prior to Task Order issuance. Every effort will be made to minimize the use of Non-prepriced items
(NPIs). An NPI will not be approved simply because it is more convenient. Every effort will be made to use line items provided in the bid schedule.
i. The Contractor must complete and acquire government approval of a final Task Oder package (in accordance with attached statement of work) prior to start of work unless otherwise identified by the Contracting Officer.
j. If conditions arise where a Task Order may need to be modified, the contractor shall inform the Contracting
Officer as soon as possible. Modifications to task orders can only be issued by the Contracting Officer.
PERIOD OF PERFORMANCE
Delivery or performance shall be specified in each task order issued under the terms of this contract. Individual task order performance periods will be negotiated in accordance with contract clause, Ordering Procedures, located in
Section I, Contract Clauses.

Fingerprinting (or other biometric data collection) of the employee will be conducted at the Visitors Center. A pass will not be issued until two forms of ID are presented, a background check has been conducted and fingerprints have been obtained. 14 SFS has procedures in place to handle these steps should the background checks system be inoperable.
G. Non-routine delivery drivers. Non-routine delivery drivers are drivers requiring access to the installation less than three (3) times in a twelve (12) month period. This will be tracked by a database maintained by the Visitors
Center. A delivery driver making more than three (3) deliveries in a twelve (12) month period, will be required to comply with the requirements in Paragraphs C, D, and E above. At the time of delivery, the Visitors Center will contact the recipient of the delivery, and they will report to the Visitors Center to validate the delivery. Once the delivery driver has been validated by the delivery recipient, the delivery driver will present two forms of ID (at least one US Government-issued ID and one photo ID) to the Visitors Center. The 14 SFS Control Center will run the criminal history background. The Visitors Center willthen issue an AF Form 75 that will be valid only for the length of time required for the driver to make their delivery and depart the installation. The delivery recipient will escort the delivery vehicle to its destination and then back off the installation. Drivers of time-sensitive deliveries, such as concrete and asphalt, will identify themselves to the Visitors Center personnel upon arrival. The Visitors Center will then give them priority over any other waiting personnel. This entire process will be expedited to the maximum extent possible. Time-sensitive deliveries such as asphalt and concrete will always be given the highest priority at the Visitors Center/vehicle checkpoint over all other incoming deliveries. However, access will not be allowed until the entire process has been completed successfully. After normal duty hours, the passes will be issued at the Main
Gate and will only be valid until the next duty day.
H. Background checks will be considered valid for a period of twelve (12) months for contractors working on
Columbus AFB without a break in service. In the event of a break in service greater than six (6) months, the contractor will have to resubmit a request for a background check.
I. Contractor/subcontractor employees shall report all lost, stolen or missing based issued passes or ID cards (AF
Form 75, AETC Form 58, BLAZE cards or Common Access Card) to 14 SFS immediately upon discovery. All AF
Form 75 and/or BLAZE cards will be turned in at the completion of stated contract, termination of employee, barment from base, release from contract, and/or government termination of contract. Failure to follow stated procedures may prevent contractor/subcontractor from further qualifying for base access.
PHYSICAL SECURITY
a. Contractor/subcontractor personnel gaining access to the installation will conduct all work during the days and hours of Monday – Friday, 0730-1630, unless otherwise specified in the contract or as approved by the Contracting
Officer. Contractor/subcontractor personnel will not be allowed to access other base facilities unless specified in the contract.
b. Contractor/subcontractor persnnel will adhere to vehicle inspections when entering and exiting the base and applicable traffic laws.
c. Retired DoD personnel and dependents who are employed by a contractor may not use their sponsorship privilege for the contractor’s or subcontractor’s benefit.
d. Keys. If contractor/subcontractor is issued keys for a Government furnished facility and/or equipment, it is the sole responsibility of the contractor/subcontractor to safeguard against reproduction and theft.

Contractor/subcontractor shall ensure facility is secured and all lights are turned off at the end of the work day. Any equipment, whether government issued or private property, must be secured in a manner to afford it reasonable protection from theft.
