About this file
This is a Questions and Answers document addressing clarifications submitted by prospective offerors regarding the 82 TRSS-Parade Field DV Stand Sound System solicitation (FA302026Q0123) at Sheppard Air Force Base, Texas.
The document clarifies key infrastructure and installation requirements for the sound system project. Regarding infrastructure, no existing poles or mounting locations are available for the 10 exterior speakers (only 2 poles currently exist on the parade field), no conduits exist between the equipment/control location and speaker locations, and contractors must plan for approximately 4,200 feet of cable runs to all speaker locations. Underground conduit installation is expected to reach all sides of the parade field, and a dig permit will be required. The Government confirmed that adequate AC electrical service exists at the primary equipment/control location via an existing window unit. Contractors are responsible for removing and disposing of existing sound equipment, and lifts or elevated-access equipment will be necessary for installation. Regarding technical specifications, the audio performance requirement is 80–100 decibels SPL (optimal at 90 dB) for the farthest audience locations, and direct burial is acceptable for audio cables. The document confirms that DFARS 252.225-7001 domestic end-product requirements apply, TAA compliance does not apply, and contractors may propose two options (one based on Government design and one alternative design to optimize costs and sound quality). The contractor must provide electrical permitting, structural engineering, and licensed electrical work if the Government cannot. Required quote deliverables include cost breakouts, manufacturer names/model numbers, product data sheets, installation/system-design narratives, delivery/installation schedules, and country-of-origin information. The procurement is a small-business set-aside (NAICS 334310, 750-employee standard) with a 60-day completion period following award.
