About this file
This is a Statement of Work (SOW) for a Parade Grounds Pro Audio System Installation at Sheppard Air Force Base (SAFB), Wichita Falls, Texas.
The 82nd Training Wing requires the purchase and installation of a complete commercial-grade Public Address (PA) and Pro Audio sound system at the base parade grounds to replace existing capabilities and provide high-clarity sound, speech reinforcement, and wireless microphone coverage during military ceremonies, parades, and official functions. The contractor must deliver and fully install a turnkey audio and public address system within 60 calendar days after contract award, performing all work in accordance with commercial standards and base facility guidelines. Required deliverables include 12 hardware line items: one Digital Signal Processor (DSP), one AC Power Sequencer/Conditioner, one System Master Key Switch, four Multi-Channel Commercial Audio Power Amplifiers, one Remote Power Module, one Weatherproof/NEMA-Rated Enclosure Box, ten High-Output Commercial Weather-Resistant Speakers, one Wireless Receiver Antenna Distribution Kit, one Professional UHF/Digital Wireless Handheld Microphone System, one Ceremonial Presentation Podium, one Remote Master Volume Control Panel/Wall Station, and one lot of Direct Burial/Weather-Rated Audio Wire with conduit fittings and hardware.
Technical specifications require mounting ten exterior speakers at designated points across parade grounds to ensure uniform sound pressure levels and intelligible voice reproduction, with all external equipment rated to withstand adverse weather conditions and winds. The contractor must program and calibrate the DSP for equalization, gain structuring, acoustic feedback suppression, and limiting to prevent distortion, configure output delay times and zone leveling to optimize coverage without echo or phasing, position and test wireless antenna equipment for continuous RF coverage across the operational footprint, and conduct comprehensive on-site operator training with the Wing Military Training Leader Office. Final inspection will verify all twelve hardware items are mounted and operational, demonstrate complete functional capability of wireless microphone and speaker distribution without defects, and confirm successful completion of Government operator training.
