About this file

This is a Questions and Answers document for Air Force Solicitation FA302026Q0123, a Request for Quotes (RFQ) for a Parade Field DV Stand Sound System at Sheppard AFB, Texas. The document clarifies key technical and contractual requirements for prospective small business offerors. Regarding infrastructure, the Government has confirmed that no existing poles or mounting locations are available for the 10 exterior speakers (only 2 poles currently exist), no conduit exists between the equipment control location and speaker locations, and approximately 4,200 linear feet of cable will be required to reach all speaker positions. The Government expects underground conduit installation to reach all sides of the parade field and requires contractors to remove and dispose of existing sound equipment. Lifts and elevated access equipment will be necessary for installation, and contractors must provide electrical permitting, structural engineering, and licensed electrical work if the Government is unable to provide these services.

The performance requirement specifies audio output between 80 and 100 decibels at the farthest audience locations, with 90 decibels as the optimal range. Offerors must submit quotes with a detailed cost breakdown, manufacturer names and model numbers, product data sheets, an installation or system-design narrative, a delivery and installation schedule, and country-of-origin information. The requirement is subject to DFARS 252.225-7001, requiring domestic end products, and the SBA Nonmanufacturer Rule does not apply. Site visit attendance was not mandatory for quote eligibility. The RFQ closes at 12:00 PM CST on September 21, 2026, with questions due by 12:00 PM CST on September 17, 2026. The Government anticipates awarding a single Firm Fixed Price contract with a required 60-day completion and installation schedule following award.
