About this file

This is a Questions and Answers document for federal contract opportunity FA302026Q0007, addressing clarifications on the design, fabrication, and delivery of training aid tabletops and 3D printed scale models of airfield layouts.

The Government requires contractors to develop four complete airfield training tabletops measuring 72 inches by 30 inches, each featuring a full-length runway with actual textured terrain (not printed wrap images) and associated 3D printed scale models including vehicles, equipment, and structures. Models must conform to scales specified in Attachment 5, with acceptable uniform scales ranging from 1:72 (preferred) to 1:144, depending on fit requirements. All small components (landing gear, antennas, rotor blades) may utilize alternative durable materials to prevent breakage during repeated classroom handling. Finishes must appear realistic and professional consistent with military-standard appearances, with airbrushing achieving professional results suitable for durability under everyday use. Contractors should propose lead times as part of quotations and provide CAD mockups for customer review prior to fabrication. No CAD files, Government standards, artwork files, color references, or specific finish guidance is provided; contractors must assume realistic military-standard finishes consistent with recognizable platforms. The tables must be self-supporting with their own legs, foldable in halves (including legs) for storage between classes, and stored at the same facility without requiring custom transport cases. Quantities specified represent totals for the full set of four models. No Government-established Not-to-Exceed amount exists, no ITAR restrictions apply as these are training aids and commercial fabrication items, and Line 33 (Large Area Maintenance Shelter) has been removed from the scope.

Questions and Answers

FA302026Q0007

Q: Due to scale, are you open to not having the entire length of the runway so that we are able to increase the scale of the models?

A: The runway should extend the full length of the table. It should allow them to practice doing markings.

Q: Could you please provide at least the CAD files for this item?

A: We do not have any CAD files. All attachments are included in the solicitation.

Q: Is the image realistic or actual bumpy terrain?

A: Rather than having a printed wrap image, it should have actual texture.

Q: How much detail do you want to see in the coloring of the objects?

A: Airbrushing doesn’t need to be extreme detail but needs to look realistic, professional and be able to withstand use.

Q: Is the quantity of vehicles and other accessories per model or for the full set of 4 models? For example, is the total RFP for 50 Hesco blocks or 200?

A: Quantity is the total of each item for the full set. Referencing your example, it would be 50 EA HECO barriers total.

Q: Is there a specified required delivery date for the completed tabletops and 3D printed models, or should offerors propose lead times as part of their quotation?

A: Please propose lead times as a part of your quote.

Q: If all CAD assets are to be developed from scratch, does the Government anticipate conducting a design review or approval checkpoint prior to production/printing, or should the contractor proceed directly from internal validation to fabrication?

A: Please provide CAD mockups as a part of your quotation for review by our customer.

Q: Are there specific Government standards, artwork files, color references, sheen requirements, or marking guidance that must be followed for aircraft, vehicles, tents, and labeled items? Or should offerors assume realistic military-standard finishes consistent with recognizable platforms?

A: We do not have any specific standards to provide. The finishes should be realistic military-standard consistent with recognizable platforms. The finish should also be durable to withstand everyday use.

Q: Is there a Government-established Not-to-Exceed (NTE) amount associated with this requirement that offerors should be aware of?

A: No.

Q: Since the models will be used repeatedly in classroom training scenarios, we want to confirm if the Government prefers these small components to be reproduced using another material, rather than extremely thin resin parts, in order to improve durability during repeated handling.

A: The Government does not require a specific fabrication material. Contractors may use materials that best support durability and handling. Small features (landing gear, antennas, rotor blades, etc.) may be produced using alternative materials if necessary to prevent breakage. All pieces must be durable enough for repeated classroom handling.

Q: Could you please confirm whether this requirement is expected to fall under ITAR controls, or if it is considered a standard commercial fabrication requirement?

A: This requirement is not subject to ITAR restrictions. The requested items are training aids and commercial fabrication items rather than controlled defense articles.

Q: Can you confirm whether the expectation is to maintain the tower strictly at 1/64 scale, or whether the primary objective is a durable and recognizable representation suitable for classroom training?

A: The Government will accept a uniform scale between 1:72 and 1:144. Preferred scale is 1:72 because it allows vehicles and equipment to be large enough for students to manipulate during training. However, vendors may propose 1:144 if necessary to ensure the entire airfield layout fits appropriately on the tabletop surface. Primary requirement:

models must be large enough for students to pick up, reposition, and clearly identify during training scenarios. Please reference Attachment 5- Scale Dimension Table for dimensions for each model.

Q: Is the intent to have different scales for the model pieces and each airfield?

A: Yes, the models will be of the scale specified in Attachment 5- Scale Dimension Table and the tables will be 72 in x 30 in with the full airfield scaled to fit.

Q: Are the tables expected to be sectioned into halves or quarters for transport?

A: We would like the tables to be in halves if possible (including legs and foldable for storage purposes in between classes).

Q: What is the preferred transport method for the terrain boards? Since the surfaces will have actual applied terrain detail, they cannot be stacked or compressed. Are they expected to be transported in custom cases?

A: The tables will be stored in the same facility. We expect the tables to be foldable and storable. We don’t need them to be transported in custom cases.

Q: Do the tables need to be self-supporting with their own legs, or will the end client be placing them on existing furniture at the facility?

A: The tables must be self-supporting with their own legs.

Q: The Large Area Maintenance Shelter appears in Attachment 5 with dimensions, but it was not listed as a line item in the original RFQ. Can you confirm whether this is within the scope of the work?

A: Line 33 has been removed from attachment 5.
