Q1: Who is the incumbent contractor?

Q2: What is the value of the contract?
A2: The current contract is valued at approximately $5.3M.
Q3: I don't find a detailed informa�on of L&M for Price, Technical and Past Performance?
A3: Please see Addendum to 52.212-1 Instruc�ons to Offerors—Commercial Products and Commercial Services star�ng on page 47 of the solicita�on and Addendum to 52.212-2 Evalua�on—Commercial Products and Commercial Services star�ng on page 52 of the solicita�on.
Q4: How will Price VS Past Performance balance?
A4: Please see 52.212-2(a) star�ng on page 54
Q5: Can the past performance of Key Personnel and Company Officers be used for Experience with Mowing these acres and Tasks, BASH?
A5: Please see Addendum to 52.212-2 paragraph 4
Q6: What if we don't have past performance within the past 3 years, do we receive a neutral?
A6: Yes, if no recent/relevant performance is available
Q7: Can you help me get a path to win?
A7: No, 10 U.S.C. 3201 and 41 U.S.C.3301 require, with certain limited excep�ons, that contrac�ng officers shall promote and provide for full and open compe��on in solici�ng offers and awarding Government contracts.
Q8: Would you increase the Past performance from 3 years to 7 Years?
A8: No, the Contrac�ng officer has determined 3 years is the �me period during which past performance references are considered relevant
Q9: Is the current contractor using any sub-contractors for the work?
A9: No
Q10: Can por�ons of the work be subcontracted?
A10: Yes, under certain kinds of set-aside contracts, small business prime contractors are required to perform minimum levels of work. Subcontrac�ng limita�ons are part of the governing rules and responsibili�es that all contractors should be familiar with. Q10A: If so, does the union have any regula�ons on subcontrac�ng?
A10A: The Collec�ve Bargaining Agreement (CBA) is solely an agreement between the company and the union; not the government. Atachment 3 of the solicita�on contains the current agreement.
Q11: Do we need an Oklahoma pes�cide license to apply herbicide at the remote air field?
A11: No, the remote air field is not sprayed do to lease agreement.
Q12: Can we store equipment on base?
A12: No, facili�es and floor space are not provided
Q13: Is there weed control on contract?
A13: The Service Provider shall control weeds through execu�on of a weed control program appropriate for the area to maintain a professional appearance. Maintain grounds made barren where weeds are removed to the level of care of the surrounding area.
Q14: Does the service provider spray on the airfield?
A14: No, however the Service provider may spray herbicides on base proper and Lake Texoma to eliminate grass from rock, curbs and sidewalk areas as needed.
Q15: 1) The current CBA agreement ends 3/30/25. Are we to use the wage and fringe rates of the CBA agreement that are applicable a�er the expira�on of the CBA Agreement on 3/30/25 or use SCA wages for the remaining op�ons?
A15: The Government cannot instruct on how to formulate pricing. The SCA Wage Determina�on and CBA Union Agreement are both relevant to this requirement. In past experiences, if one expires, a new agreement will be executed. The SCA Wage Determina�on is governed by the Department of Labor and the CBA is an agreement between the Union and the Service Provider.
