About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity FA301626Q7060, a FY 26 Blanket Purchase Agreement (BPA) for Air & Mold Testing services.

The BPA covers Indoor Air Quality (IAQ) and Mold Assessments across 11 different military installations, with a maximum award to three responsible contractors. The scope includes typical IAQ surveys combined with mold assessments, with pricing negotiated between the Contracting Officer and individual vendors. Line items include IAQ Mold assessment (0001), Temperature/Relative Humidity and Photos (0005 and 0006), Thermal Imaging (0006), and Mold Protocol (0011), with a combination package (0012) consisting of line items 0001 and 0011. For items 0005 and 0006, the price quote covers services for areas up to 1,000 square feet. The BPA call order limit is NTE $2,500.00 per order, with unit prices valid for a minimum of one year from award date. Vendor quotes should be negotiated and refreshed every 12 months. The government will only request mold protocols when visible mold exceeds 25 contiguous square feet, with remediation handled separately by individual units using their own funding. Historical usage data shows the Toxic Management Program has used the BPA on 15 separate occasions over the past 24 months across five installations (BUL-1, KFA-2, LAK-2, RND-7, SAM-3). The current incumbents are Astex Environmental Services, AEHS Inc., and STC Environmental Services. No site visits are planned as the BPA covers multiple installations with call orders issued as needed.

Quotes should be negotiated between 502 CONS and the vendor. I would recommend having the vendor provide quotes every 12 months. It may not be in the best interest of the government for the vendor to project costs for services 5 years into the future.

What is the historical number of projects completed as a whole at all 11 locations for the previous 24 months? Also, can

Past 24 months the Toxic Management Program has used the BPA on 15 separate occasions; BUL-1, KFA-2, LAK-2, RND-7, SAM-3.

Pricing line 0011 calls for a mold protocol, if the government is asking for a mold protocol per TDLR standards created by a MAC, will the government then we asking for bids on a mold remediation, and if so, how will the subsequent inspections be handled during a MRC project by the MAC? Page 2

B

The Toxics Management Program only asks for a mold protocol if the visible mold covers an area that exceeds 25 contiguous square feet and to advise the building owner (unit) on what material(s) to have repaired/replaced. It is completely left to the unit to hire a vendor of choice to perform remediation and use its unit funding.

This is a stipulation that we, the Toxics Management Program, has no control over. This is a rule that has been dictated due to the use of the GPC to compensate the vendor for services rendered.

Is there a site visit planned for this requirement?

No site visits are planned. BPA covers multiple installations and facilities and call orders will be made as needed so a site visit is not feasible.

On the 11 different locations listed, how many potential building will be covered by square footage?

In a normal situation, the Toxics Management Program will only contact a vendor if there is visible mold that exceeds the 25 contiguous square foot threshold. The main reason for hiring a vendor is to collect samples and analyze the type(s) of mold present because the Toxics Management Program does not have the capabilities to perform such tasks. In most cases if the area exceeds the threshold, I will request a Protocol to pass on to the building owner in the event remediation is necessary.

Has this requirement been issued in the past, if so under what title, and when INDOOR AIR QUALITY (IAQ) & MOLD ASSESSMENTS, June 2021
