About this file

This is a Brand Name Justification document submitted by the 502d Communications Squadron for the City of San Antonio Valley High Drainage Project, a self-help project conducted in coordination with the City of San Antonio.

The justification supports procurement of brand-name materials from three manufacturers: Corning, Superior Essex, and PLP. Table 1 specifies seven items requiring exact brand compliance, including 2,000 feet of Superior Essex 600-pair 24-gauge copper cable, two Corning closet connector housings, 26 Corning CCH splice cassettes, and four PLP silicone grommet kits, PLP dome closures, PLP cable trays, and PLP stainless steel filling flange kits. Table 2 lists 20 additional items specified as "brand name or equal," including 5,500 feet of Corning fiber optic cable, 4,144 feet of Corning loose tube cable, electrical tape, fabric innerduct, cable markers, labeling tape, cable ties, fiber protection sleeves, cleaning supplies, connector cleaners, duct seal, cable hooks, splice connectors, measuring tape, and a cable pulling swivel. The 502d Communications Squadron justifies this procurement based on existing base standards and technician familiarity with these products. The rationale emphasizes that substituting alternative brands would necessitate additional training, causing network maintenance delays and incurring thousands of dollars in unnecessary government costs. The requiring activity acknowledges that future sole-source acquisitions may be precluded through continued market research, vendor meetings, product demonstrations, and catalog reviews, with any viable alternatives subject to extensive research and testing before adoption.

b. A clear concise statement of the facts justifying the brand name contract.

The 502d Communications Squadron (502 CS) is requesting approval for a Brand Name Justification for Corning, Superior Excess, and PLP material. Currently base standards are to use corning for the fiber, Superior Excess for the copper and PLP products for splice cases. These products will not require any training as technicians are already familiar with these products. If a brand of different name was used, it would require additional training for the technicians to become familiar with the item which may cause delays in maintaining the network circuits. Additional training will cost the Government thousands of dollars. Therefore, it is in the best interest of the Government to procure SUPERIOR ESSEX, Corning and PLP brand items to maintain the current OSP copper infrastructure, save the Government from spending additional money, and avoid unnecessary waste of man hours.

c. A statement of actions to be taken by the requiring activity to preclude the necessity for future sole source acquisition of the same supplies/services such as conducting a market survey to determine potential future sources.

Actions taken to remove or overcome barriers to decrease the use of brand-name items for subsequent acquisitions is limited as 502d Communication Squadron approval (subject to extensive research and testing) is required. However, 502d Communication Squadron will continue to evaluate the capabilities of other vendors and manufacturers though continued market research (meeting with other vendors, viewing demonstrations for other products, review of vendor catalogs) and present any viable information. Any future research and testing conducted by the 502d Communication Squadron will ultimately determine what is compatible and direct future purchases. Continued efforts in this regard will ensure that the Government is receiving the best value at a fair and reasonable price for compatible communication products.
