About this file

This is a Brand Name Justification document submitted by the 502d Communications Squadron for approval to procure specified brand-name materials for the City of San Antonio Valley High Drainage Project. The project involves installation of communications infrastructure as a self-help initiative conducted in coordination with the City of San Antonio.

The justification requests approval for three primary brands: Corning, Superior Essex, and PLP products. Table 1 lists brand-name materials requiring specific part numbers and quantities, including Superior Essex 600 pair 24 gauge copper cable (2000 FT), Corning closet connectors and cassettes (2-26 EA), and various PLP products such as silicone grommets, dome closures, and stainless steel filling flanges (3-8 EA each). Table 2 specifies alternative or equal materials for items including fiber optic cables, electrical tape, cable ties, splice connectors, cleaning wipes, and underground cable hardware (quantities ranging from 1-6000 units). The rationale for brand specification centers on existing base standards, technician familiarity with these products, and cost avoidance; procurement of alternative brands would require additional training, potentially causing network maintenance delays and costing the Government thousands of dollars. The 502d Communications Squadron commits to ongoing market research and vendor evaluation through meetings, product demonstrations, and catalog reviews to identify compatible alternatives for future acquisitions, with any viable options subject to extensive research and testing before implementation.

b. A clear concise statement of the facts justifying the brand name contract.

The 502d Communications Squadron (502 CS) is requesting approval for a Brand Name Justification for Corning, Superior Excess, and PLP material. Currently base standards are to use corning for the fiber, Superior Excess for the copper and PLP products for splice cases. These products will not require any training as technicians are already familiar with these products. If a brand of different name was used, it would require additional training for the technicians to become familiar with the item which may cause delays in maintaining the network circuits. Additional training will cost the Government thousands of dollars. Therefore, it is in the best interest of the Government to procure SUPERIOR ESSEX, Corning and PLP brand items to maintain the current OSP copper infrastructure, save the Government from spending additional money, and avoid unnecessary waste of man hours.

c. A statement of actions to be taken by the requiring activity to preclude the necessity for future sole source acquisition of the same supplies/services such as conducting a market survey to determine potential future sources.

Actions taken to remove or overcome barriers to decrease the use of brand-name items for subsequent acquisitions is limited as 502d Communication Squadron approval (subject to extensive research and testing) is required. However, 502d Communication Squadron will continue to evaluate the capabilities of other vendors and manufacturers though continued market research (meeting with other vendors, viewing demonstrations for other products, review of vendor catalogs) and present any viable information. Any future research and testing conducted by the 502d Communication Squadron will ultimately determine what is compatible and direct future purchases. Continued efforts in this regard will ensure that the Government is receiving the best value at a fair and reasonable price for compatible communication products.
