About this file

This is a Request for Quote (RFQ) for the procurement of a FY26 Simulator Trailer, issued by the U.S. Air Force (FA3016 502 CONS CL) on August 26, 2026, with an offer due date of August 31, 2026 at 12:00 PM. The solicitation number is FA301626Q02470001, and the requirement is for one CellTech Cargo Trailer in accordance with specified salient characteristics. This is an unrestricted acquisition with a firm fixed price (FFP) contract type and Lowest Priced Technically Acceptable (LPTA) evaluation methodology. Delivery is required on or before November 16, 2026, FOB Destination to Lackland AFB, TX (DoDAAC: F2MJRG). The acquisition is classified as Product Service Code 2330 with NAICS code 336214 and a size standard of 1,000 employees.

Evaluation will be based on two technical factors: (1) Brand Name compliance with salient characteristics, and (2) on-time delivery capability by the specified date. All quotes must be technically acceptable in both areas to be eligible for award; failure to meet any technical criterion results in disqualification. Quoters must provide unit pricing for all line items, confirm the ability to meet the delivery date, and submit detailed pricing information per the salient characteristics. The Government reserves the right to conduct interchanges with offerors providing the highest potential for best value. Quoters must maintain firm pricing for 30 calendar days from the offer due date. Payment will be processed through Wide Area WorkFlow (WAWF) with routing to DoDAAC F87700 (Pay Official), FA3016 (Issue/Admin), and F2MJRG (Inspect/Ship To). The solicitation incorporates FAR and DFARS clauses by reference, including requirements for electronic payment submission, item unique identification, and various compliance certifications related to covered defense telecommunications equipment, whistleblower rights, and labor standards.

The Government intends to make one (1) single award from the RFQ. Failure to acknowledge Amendments will result in your quote not being considered for award. Contract type shall be Firm Fixed Price (FFP).

3. Best Value Determination. Best value will be based on the lowest price that is determined to be fair and reasonable and who is deemed responsible in accordance with RFO 9.104. By submitting a quote to the Government, the contractor concedes that all required parts shall be done IAW the attached Salient Characteristics (See Attachment 3) at the firm fixed price that the contractor notes within the submitted quote.

i. Acceptability. The Government shall first review all quotes for acceptability. To be considered Acceptable, the contractor must submit at a minimum:

A. Confirm that the required delivery date will be met.

B. Submit all requested information to include detailed pricing information in accordance with the Salient Characteristics.

Contractor quotes that fail to meet the above criteria for acceptability may be considered "Not Acceptable" and shall not be evaluated further.

The Government intends to evaluate quotes and award a purchase order without interchanges, however, reserves the right to conduct interchanges or seek clarification(s) if the Contracting Officer deems it in the best interest of the Government.

Interchanges allow the Government to exchange information with one, some, or all offerors that provided quotes in response to the solicitation. The Government reserves the right to hold interchanges with offerors/quoters that have the highest potential to offer the best value. These issues may be technical or price, contract documentation, or any other matter in the government's evaluation process.
