About this file
This is a Brand Name Justification document submitted by the 341st Recruiting Squadron (341 RCS) to procure one CellTech Flight Simulation Training Trailer. The justification supports restricting the procurement to this specific brand under the authority of 41 U.S.C. § 1901(a)(1), which permits brand-name specifications when the particular feature is essential to the Government's requirements and cannot be modified to meet agency needs.
The 341 RCS requires a fully integrated mobile recruiting and flight-simulation training trailer capable of safely transporting and operating flight-simulation equipment valued at approximately $40,000 per unit while simultaneously providing a functional platform for recruiting, training, and public engagement activities across multiple locations. The CellTech configuration is essential because it provides a purpose-built, manufacturer-integrated system incorporating structural, electrical, HVAC, stage, ramp, safety, storage, audiovisual, and simulator accommodations necessary to perform the mission without extensive post-delivery modifications. The trailer features critical interdependent specifications including rivetless assembly construction, hot-dipped galvanized 80 ksi steel panel skins, anti-corrosion primer and polyester topcoat, and coordinated placement of stage, ramp, raised deck, cabinetry, television mounts, simulator spaces, and generator storage to ensure proper weight distribution and transportation safety. The justification emphasizes that procuring an alternative trailer would require substantial post-delivery modifications including structural fabrication, electrical installation, HVAC relocation, and equipment integration, which would introduce additional cost and schedule risk, affect manufacturer warranties, compromise structural integrity and transportation safety, and create interface and warranty issues among multiple vendors. The CellTech configuration enables rapid deployment and operational readiness upon delivery, reducing TDY training requirements and mitigating risk of equipment damage from insufficient hands-on training.

BRAND NAME JUSTIFICATION
1. Brand Name Product Title: CellTech Flight Simulation Training Trailer
Brand Name Product Description: Customized Mobile Recruiting Center / Flight Simulation Training Trailer
2. Estimated Dollar Value of Proposed Requirement:
Purchase Request Number:
3. Justification:
a. The 341st Recruiting Squadron (341 RCS) has a requirement to procure one (1) fully integrated mobile recruiting and flight-simulation training trailer. The trailer will provide a transportable platform capable of supporting flight-simulation equipment, hands-on training, recruiting demonstrations, audiovisual presentations, and other recruiting and marketing activities at multiple locations.
The requirement is for a complete, manufacturer-integrated system rather than a standard commercial cargo trailer. The trailer must incorporate the structural, electrical, climate-control, stage, ramp, safety, storage, audiovisual, and flight-simulator accommodations necessary to perform the mission without requiring extensive post-delivery modification or integration.
b. IAW RFO 6.103-1 and under the authority of 41 U.S.C. § 1901(a)(1), the contracting officer must justify restricting consideration to an item peculiar to one manufacturer. A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. Brand-name specifications shall not be used unless the particular brand-particular feature, do not meet, or cannot be modified to meet, the agen
This contract action is for the procurement of a CellTech Flight Simulation Training Trailer configured to meet the 341 RCS mobile recruiting and flight-simulation training. The CellTech configuration is provides a purpose-built and integrated mobile platform incorporating the structural, electrical, HVAC, stage, ramp, simulator, audiovisual, storage, and transportation requirements necessary to support the intended mission.
such as seamless steel rivetless exterior panels that must be engineered and installed as part of the overall trailer configuration. Procuring a standard trailer or a configuration that does not incorporate these capabilities would require additional design, fabrication, structural modification, electrical work, equipment integration, and testing before the trailer could be placed into operational use.
The following information provides supporting rationale for this brand-name requirement:
CellTech Brand Name
The 341 RCS requires a mobile recruiting center capable of safely transporting and operating flight-simulation equipment while simultaneously providing a functional platform for recruiting, training, and public-engagement activities.
The CellTech Flight Simulation Training Trailer provides the integrated configuration necessary to support these requirements. The trailer must be capable of repeated highway transportation while protecting installed equipment and providing a stable operating environment once deployed.
The required CellTech configuration includes the following essential features and salient characteristics:
Rivetless assembly for heat retention / minimized moisture intrusion
Panel skins constructed from hot-dipped galvanized 80 ksi steel.
Anti-corrosion primer and polyester topcoat for heat retention / minimized moisture intrusion
These requirements are interdependent and must be properly engineered into the trailer. Structural placement of the stage, ramp, raised deck, cabinetry, HVAC equipment, television mount, simulator spaces, electrical components, generator storage, and exterior equipment must be coordinated to prevent interference between systems and to maintain proper weight distribution, transportation safety, equipment clearance, and personnel access.
Operational and Mission Considerations
The CellTech trailer will be used to provide standardized, hands-on training to personnel on specialized flight-simulation equipment and to support recruiting operations throughout the 341 RCS area of responsibility.
The mobile training capability is necessary because personnel and equipment are geographically dispersed. A purpose-built mobile training platform allows the Government to transport the training capability to personnel rather than repeatedly sending personnel TDY to centralized training locations.
The flight-simulation equipment supported by this requirement represents a significant Government investment, with individual equipment valued at approximately $40,000. Proper hands-on training is necessary to reduce the risk of equipment damage resulting from improper setup, operation, handling, or transportation.
Failure to obtain a trailer capable of supporting the required training configuration could result in increased TDY requirements, additional travel expenditures, reduced training availability, delays in personnel qualification, and an increased risk of damage to Government equipment.
Alternative Brand/Configuration Impact
Use of an alternative trailer that does not provide the required integrated configuration could require substantial post-modifications could include structural fabrication, reinforcement, electrical installation, HVAC installation or relocation, stage fabrication, safety railing installation, cabinetry installation, television mounting, raised-floor construction, simulator-space reconfiguration, and generator/awning installation.
Post-delivery modifications would introduce additional cost and schedule risk and could affect manufacturer warranties, structural integrity, weight distribution, electrical certification, transportation safety, and overall system reliability.
Additionally, separating the trailer construction and integration requirements among multiple vendors could create interface and warranty issues in determining responsibility for structural, electrical, HVAC, stage, ramp, and equipment-integration deficiencies.
The Government therefore requires the CellTech configuration to provide a complete, integrated, manufacturer-built solution capable of meeting the operational requirement upon delivery.
Summary
The 341st Recruiting Squadron requires a complete mobile flight-simulation training and recruiting capability that can be transported to multiple locations and rapidly placed into operation. The requirement extends beyond the procurement of a standard enclosed trailer and requires the integration of structural, electrical, HVAC, simulator, audiovisual, stage, ramp, safety, and storage systems into a single mobile platform.
The CellTech Flight Simulation Training Trailer configuration provides the required integrated capability and equipment, fold-down stage, loading ramp, safety systems, storage, and associated electrical and climate-control requirements.
Selection of a different trailer or non-integrated configuration could require additional engineering, fabrication, installation, testing, and modification after award and delivery. This could increase Government cost, delay availability of the training capability, create warranty and integration concerns, and jeopardize the required operational schedule.
The trailer is required to support upcoming 341 RCS training and recruiting requirements. Failure to obtain the required configuration could result in increased TDY training requirements and increase the possibility of damage to specialized flight-simulation equipment valued at approximately $40,000 per unit due to insufficient hands-on training.
Based on the operational requirements, integrated system configuration, seamless hot-dipped galvanized 80 ksi steel panel construction, transportation and safety requirements, equipment compatibility, and required mission requirement.
