About this file
This file is a Questions and Answers document for federal contract solicitation FA301626Q0175, a Total Small Business set-aside for the purchase of 164 office chairs for delivery to JBSA Lackland in San Antonio, Texas.
The government clarified six key requirements through this Q&A: (1) chairs must have a completely adjustable seat back with 7 inches of up/down movement for personalized lumbar support, which is a mandatory requirement rather than a guideline; (2) delivery will be to the loading dock on the backside of building 2058 at 250 Hall Blvd, JBSA Lackland, TX 78243, with no contractor responsibility for unloading, moving, or uncovering materials; (3) while a single shipment is preferred to minimize disruption to squadron operations, multiple coordinated shipments are permitted if the contractor provides advance notice; (4) the 10-page document limitation applies separately to each category of supporting documentation, including manufacturer brochures, warranty documents, and technical data sheets; (5) small businesses may serve as resellers and are acceptable offerors regardless of whether the specified chair manufacturer is a small business, and the non-manufacturer rule does not apply; and (6) the delivery location is confirmed as Lackland Air Force Base in San Antonio, Texas.

# Question Government Response
The Brand Name or Equal Justification references seven inches of adjustable seat-back movement, while the Statement of Need only requires an adjustable seat back supporting personalized lumbar support.
Is seven inches of seat-back adjustment a mandatory minimum requirement, or is it an example of an acceptable adjustment range?
A chair with a “7-inch completely adjustable seat back for personalized lumbar support” is our requirement. The statement of need BEGAN with a request for a chair with “adjustable seat back supporting personalized lumbar support” and was modified due to our discovery of a chair with a completely adjustable seat back. To be clear, the entire seat back of the ergoCentric chair adjusts up/down a full 7 inches, providing precise and personalized lumbar support
Please confirm whether the delivery location has a loading dock and whether the contractor is responsible for unloading the chairs from the delivery truck, moving them inside the facility, or removing the plastic coverings and shipping materials.
Per the Statement of Work (SoW), provided with the original contract documentation submitted to the 367 COG RA, section

May the 164 chairs be delivered in multiple coordinated shipments, or must the entire quantity be delivered in one shipment?
To minimize disruption of squadron operations, the preferred delivery method is a single shipment. Please advise WELL IN ADVANCE of delivery if this is not possible.
The instructions state that no individual document may exceed 10 pages.
Does this limitation also apply separately to manufacturer brochures, warranty documents, technical data sheets, and other supporting documentation?
Yes, limitation applies separately to manufacturer brochures, warranty documents, technical data sheets, and other supporting documentation.
Since the solicitation is set aside as a Total Small Business, does the fact that the specified office chair manufacturer is not a small business affect acceptable offerors, or are alternatives and/or subcontracting arrangements permitted?
