About this file
This is a Questions and Answers (Q&A) document for RFP# FA301626R0020 issued by the Department of the Air Force, 502D Air Base Wing, Joint Base San Antonio.
The Q&A addresses seven key inquiries regarding an 8-station shower trailer procurement. On configuration, the Government confirmed preference for four stations on each side divided by a wall to control pedestrian traffic and designate separate male and female restrooms. Regarding the period of performance, the Government clarified that the 4-month base period may begin on either the delivery date (May 21, 2026) or the contract award date, with the pool season ending September 7th providing sufficient time for trailer pickup. For removal costs, the Government confirmed that removal and demobilization charges in CLINs 0003, 1002, and 2002 are one-time charges executed at the conclusion of the total performance period; these CLINs are mutually exclusive, and contractors are not required to remove and re-deliver the trailer between option periods. On technical specifications, ADA compliance is not required, and wastewater tank capacity larger than the 1,100-gallon minimum (such as 1,500 or 2,000 gallons) is acceptable. Site conditions specify the shower trailer will be stationed on asphalt at Building 503/Pool Aquatic Center with standard tow-in delivery (no crane offload required). Finally, regarding service obligations, the Government confirmed that contractors must deliver two services within any affected week containing a Federal holiday, even if a service call is rescheduled to the next business day.

RESPONSES TO QUESTIONS
RFP# FA301626R0020
1. What exactly is meant by 4 on each side? Is something like this acceptable? (See below)
GOVERNMENT RESPONSE: Even though it would work, we would prefer having the other setup with four stations on each side divided by a wall. See attached picture from last year. This ensures that we control of pedestrian traffic and designated restrooms for male and female restrooms.
2. Period of Performance Start. The RFQ states the trailer must be fully operational by 5:00 PM CT on May 21, 2026, and the base period is 4 months. Does the 4-month base period of performance begin on
(a) the delivery/operational date of May 21, 2026, or (b) the date of contract award? This affects pricing of the monthly rental bundle
GOVERNMENT RESPONSE: The period of performance can start either date (Delivery or Award Date) the pool season ends on September 7th gives the contractor plenty of time to coordinate trailer pick up.
3. CLIN Removal Structure. CLINs 0003, 1002, and 2002 each charge for "Removal: 8-Station Shower Trailer." Please confirm whether removal is charged once at final demobilization, or whether the contractor is expected to remove and re-deliver the trailer at the end of each period. If the latter is intended, please confirm reinstallation CLINs are not required.
GOVERNMENT RESPONSE: Removal/Demobilization is a one-time charge to be executed at the conclusion of the total performance period. CLINs 0003, 1002, and 2002 are mutually exclusive. The contractor is not expected to remove and re-deliver the trailer between option periods. Reinstallation CLINs are not required.
4. ADA Compliance. The SOW does not explicitly require ADA-compliant fixtures or wheelchair accessibility. Please confirm whether ADA compliance is required or preferred for this requirement.
GOVERNMENT RESPONSE: ADA compliance is not required.
5. Wastewater Tank Capacity. The salient characteristics specify a minimum 1,100-gallon wastewater holding tank. Please confirm this is a hard minimum, and that larger capacity units (e.g., 1,500 or 2,000 gallon) are acceptable.
GOVERNMENT RESPONSE: Wastewater Capacity: larger capacity units are acceptable.
6. Site Conditions. Please confirm the staging surface at BLDG 503 / Pool Aquatic Center (concrete, asphalt, gravel, soil) and whether the delivery vehicle will require crane offload or standard tow-in.
GOVERNMENT RESPONSE: Site Conditions: Shower Trailer will be stationed on asphalt and delivery will be standard tow-in. See attached location picture for reference below.
7. Holiday Service. The SOW states service calls on Federal holidays will be rescheduled for the next business day. Does this rescheduling reduce the 2x/week service count for that week, or does the contractor remain obligated to deliver two services within the affected week?
8. GOVERNMENT RESPONSE: Contractor will be obligated to deliver two services within the affected week.
