About this file

This document is a Questions and Answers (Q&A) response for a temporary fencing installation solicitation for Joint Base San Antonio (JBSA) Lackland AFB Air Show Program 2026, dated 4 March 2026.

The solicitation is a total small business set-aside, meaning only small business concerns are eligible for award. This is a new requirement with no incumbent. Regarding subcontracting, the prime contractor must be a small business concern if subcontracting is pursued, and no subcontracting plan is required. On technical specifications, the government has clarified that 3.5-foot high barrier fencing is not an acceptable substitute and will not meet technical requirements where 4-foot fencing is specified.
