Quote Response Date: The Quoter shall respond to this RFQ by Thursday, 5 Mar 2026 at 4:00 P.M. CST to be considered timely via email to the Points of Contacts below:
a) Contract Specialist: Marilyn L. Hockersmith, Email: marilyn.hockersmith.1@us.af.mil
b) Contracting Officer: Lt Brandon Woodrum, Email: brandon.woodrum.6@us.af.mil
Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is issued. The Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.
Basis for Award. Procedures in FAR 15.103-2, Lowest Price Technically Acceptable (LPTA) Approach, is applicable to this procurement. 502d CONS will issue a purchase order to the Offeror who is determined to offer the Best Value to the Government and proposes the lowest evaluated price meeting or exceeding the requirements for acceptability.
Best Value Determination. For this procurement, the Best Value determination will be made based on the LPTA quote. While price will be a significant factor in the evaluation of quotes, the final contract award will be based on the LPTA – a combination of lowest price and technical acceptability. The Government will award a purchase order resulting from this RFQ to the responsible Quoter who complies with all the terms and conditions of the RFQ and whose quote is deemed technically acceptable, quotes the lowest price, and has been determined to be a responsible contractor in accordance with FAR Part 9, Contractor Qualifications.
mailto:marilyn.hockersmith.1@us.af.mil mailto:brandon.woodrum.6@us.af.mil
IN ORDER TO BE FOUND TECHNICALLY ACCEPTABLE, THE QUOTER MUST:
• Provide a total proposed cost for CLIN 0001 through CLIN 0007;
• Provide golf cart images of proposed carts with quote submittal;
• Provide the year of each proposed golf cart within quote submittal to verify it is no more than five (5) years old;
• Provide Rental Protection Plan details; and
• Make an affirmative statement that Offeror will fulfill all the requirements stated in the Statement of Work (Attachment 2).
The following process will be followed:
i. Quotes will be ranked based on the total quoted priced submitted for CLIN 0001 through CLIN 0007.
ii. If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total quoted price.
iii. The Technical Evaluator will evaluate each quote for technical acceptability identified in the rating’s chart below. To be deemed technically acceptable, the Quoter must be rated as Acceptable. The failure of an Quoter to meet any or all the technical criteria will result in a technically unacceptable rating and be ineligible for award.
iv. The Contracting Officer will determine Quoter to be a responsible contractor in accordance with FAR Part 9, Contractor Qualifications.
TECHNICAL ACCEPTABILITY
The Government will evaluate the quotes for technical acceptability assigning ratings as outlined in the chart below. The failure to meet all the technical criteria will result in a technically unacceptable rating and will render the quote ineligible for award. • Provide Rental Protection Plan details; and
