About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration Wage and Hour Division. The document establishes prevailing wage rates applicable to federal service contracts in eight Texas counties: Atascosa, Bandera, Bexar, Comal, Guadalupe, Kendall, Medina, and Wilson. Wage Determination No. 2015-5253, Revision 28, effective as of December 3, 2025, lists over 300 occupational classifications across multiple categories including administrative support, automotive service, food preparation, furniture maintenance, health occupations, information technology, instructional occupations, machine tool operations, materials handling, mechanics and maintenance, personal needs, plant and systems operations, protective services, recreation, stevedoring, technical, transportation, and miscellaneous occupations. Hourly wage rates range from $11.49 to $50.21 depending on occupation level and specialization. All occupations receive fringe benefits of $5.55 per hour (up to 40 hours per week or $222 weekly/$962 monthly) for health and welfare, with an alternative rate of $5.09 per hour for employees covered by Executive Order 13706 on paid sick leave. Additional benefits include two to four weeks paid vacation based on service length, a minimum of eleven paid holidays annually, and special provisions for computer professionals, air traffic controllers, weather observers, and hazardous pay differentials applicable to ordnance and explosives work.
The wage determination incorporates requirements from Executive Orders 13706 and 13658 regarding paid sick leave and minimum wage standards. Computer employees exempt under the Fair Labor Standards Act may be excluded from wage determination application if they meet specified compensation thresholds and primary duty requirements. Uniform allowance provisions require contractors to furnish uniforms at no employee cost and reimburse uniform maintenance at $3.35 per week or $0.67 per day. The document outlines conformance procedures requiring contractors to request additional classification and wage rate authorization using Standard Form 1444 when employing workers in positions not listed in the wage determination, with submissions required within 30 days of such employment and Department of Labor review and approval needed before compensating employees at proposed rates.
