About this file

This is a Questions & Answers document for RFQ FA301626Q0022 issued by 502 CONS/PKBB at JBSA Lackland, Texas for TacMed Manikins procurement. The cutoff date for contractor questions was 10 AM CST on 25 March 2026.

The document addresses two substantive contractor inquiries. Question 1 concerned Paragraph 3.4 of Attachment 1, which required contractors to remove all shipping and packaging materials and leave the site clean with recycling required. The government clarified that this requirement is not necessary since these are commodities rather than services. Question 2 addressed NAICS code eligibility, where a contractor registered under NAICS 423490 (Other Professional Equipment and Suppliers Merchant Wholesalers) and related secondary codes inquired whether they could respond to an RFQ requiring NAICS 339999 (All Other Miscellaneous Manufacturing) with a 500-employee small business size standard. The government required the company to add NAICS 339999 to their SAM.gov profile and maintain small-business status under that specific NAICS code to be eligible to quote. Questions 3, 4, and 5 are listed but contain no submitted questions or government responses.

QUESTIONS & ANSWERS:

Cutoff date for contractor questions is 10 AM CST, 25 March 2026.

Question 1: Paragraph 3.4 of Attachment 1 discusses the unpacking and disposal of packing materials. "3.4. Site Maintenance and Clean Up: The contractor is responsible for removing all shipping and packaging materials, and for leaving the site clean. Recycling is required."

This is not traditional for our normal sale of this product to USG customers. I wanted to clarify that this requirement is valid and that we will need a team on base to do the unpacking and disposal.

Gov’t Response: No, we do not need this requirement in Paragraph 3.4 of Attachment 1 as these are commodities and not a service.

Question 2: In the attached RFQ it states that company must hold NAICS Code 339999 (All Other Miscellaneous Manufacturing) and size standard is of 500 employees. Technical Laboratory Systems, Inc. would like to respond to this RFQ but we are currently registered under the primary NAICS Code 423490 (Other Professional Equipment and Suppliers Merchant Wholesalers) and Secondary NAICS Codes are 423840 (Industrial Suppliers Merchant Wholesalers) and 423830 (Industrial Machinery and Equipment Merchant Wholesalers) and are all considered small businesses as we have less than 500 employees. Would you please advise if our current codes are acceptable to submit to this RFQ or should we add 339999 to our current SAM.GOV profile?

Gov’t Response: Please add NAICS 339999 to your current SAM.gov profile. The company must maintain this NAICS code and be considered a small-business for that NAICS to quote on this requirement.
