About this file

This document is a Questions and Answers (Q&A) file for an Alterations and Fittings contract solicitation. The document contains 15 questions and answers from potential offerors, addressing various aspects of the contract such as site visits, employee requirements, contract quantities, and proposal submission details. Key highlights include a site visit held on 27 August, a proposal due date of 16 September 2025, and a contract structure with two ordering periods - the first period (11 Lot) being a one-month phase-in period for a potential new contractor, and the second period (12 Lot) being a full year. The government consistently defers detailed operational specifics to the offerors, indicating they want contractors to determine their own staffing, scheduling, and operational approaches. All offerors, including the incumbent, must submit the same documentation, with specific instructions to provide back page 2 of the financial disclosure form with their proposals.

Q# Question Answer

Can we have access to view fitting the process for an

½ day when there is a full flight schedule?

No, the government held a site visit on 27 Aug during which all in attendance had the opportunity to walk the floor and witness part of the fitting process.

What is the average monthly invoice to the government during the past 12 months for this contract?

The government is unable to provide average monthly invoices on an ongoing contract.

How many full-time employees does the current contractor have on site?

While the government is unable to provide this information, it is up to each offeror to determine the appropriate number of employees required to perform the contract.

How many part-time employees? (those working less than 25 hours a week).

While the government is unable to provide this information, it is up to each offeror to determine the appropriate number of employees required to perform the contract.

What is the average hourly rate the current contractor is paying its employees to include the wage benefit?

The government is unable to provide this proprietary information, please reference wage determination attached to the solicitation.

Has the current contractor failed to perform under this contract? If so, in what ways?

The government is unable to provide this information on an ongoing contract.

Is there an estimated time for the service coats to be back in stock?

There are currently no shortages with the service coat.

Stock availability does not impact fulfillment of the contract requirements.

Does the government anticipate any other garment shortages?

Cannot be determined at this time.

How does the contractor handle employee scheduling to cover full flight schedules (holidays, overtime, weekends)?

While the government is unable to provide this information, it is up to each offeror to determine the appropriate scheduling coverage of employees required to perform the contract.

What challenges does the current contractor face in meeting the requirements of the contract?

The government has no record of any performance challenges impacting the current contract. All requirements are being met.

What certifications, clearances, or qualifications are required for staff?

Any certifications, clearances, or qualification required will be addressed in the Performance Work Statement.

Attachment 2, The quantities for "Alterations and

Fitting Services" vary per ordering period (e.g., 11 LOT for OP1, 12 LOT for OP2). Can the government provide an explanation for the quantity variances between ordering periods?

The quantity in ordering period 1 (11 Lot) is shortened to allow for a one month phase in period for any awardee who is not the current incumbent, compared to ordering period 2 (12 Lot) which is for the full year. If the incumbent were to receive the award, the contract would state 12 Lot for all ordering periods, no phase in would be required.

Attachment 5, As the incumbent contractor, do we still need to submit a completed Financial Disclosure

Release Authorization as a new bidder would, or are any of these requirements waived?

All offerors must submit all requested information in accordance with the solicitation for evaluation.

Alterations and Fittings Q&A

The document states that the financial disclosure form is a sample and "does not get submitted as part of the proposal". It also states that "The offeror is instructed to complete, sign and submit page 2 of this form as part of its proposal submission". We request clarification on which part of the document, if any, is required with the proposal.

According to attachment 5, it is required that the offerors provide back page 2 only with their proposals.

The proposal is due by Tuesday, 16 September 2025.

Given the short turnaround, will the government consider a one-week extension for the proposal submission to allow for a more detailed pricing submission?

At this time the government is not processing an extension.
