About this file

This document is a Questions & Answers file for Solicitation FA301625R0037 for JBSA-Randolph Tree Assessment, Trimming, and Removal Services. The solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) and involves tree assessment, trimming, and removal services at Joint Base San Antonio Randolph. Key details from the Q&A include clarification that contractors must provide hourly unit prices for tree trimming and removal, with a Do Not Exceed CLIN 0002 amount set by the government. The scope covers only dead/dying/diseased trees, excludes shrubs and bushes, and requires a contractor schedule that allows the Randolph housing office to coordinate with Public Affairs to brief housing residents about weekly work.

The government responded to several contractor questions, indicating that grid coordinates for trees are not available, only location maps will be provided, and a second site visit is not possible due to manpower limitations. Contractors are expected to include different variables in their unit pricing and bid on the trees identified in the Urban Tree Assessment. A site visit was scheduled for 15 May 2025, with base access requests required by 9 May 2025, and proposals to be submitted via email to specified government contacts.

Questions & Answers

JBSA-Randolph Tree Assessment, Trimming, and Removal

Service Solicitation: FA301625R0037

20 May 2025

1. With a Do Not Exceed CLIN 0002, an open CLIN 0001, and the way the PWS is written, this project becomes very subjective and very difficult to bid responsibly. Will the govt consider splitting this into 2 separate contracts. One for the assessment and one for the trimming and removal?

Government Response: The assessment should cost the same whether it is included with the trimming/removal or on a standalone contract. What the contractor needs to bid is the individual price for tree trimming, removal of large trees and removal of medium/small trees.

2. Are we just to bid what has been identified by the Urban Tree Assessment and shown on the Atch 2 Appendix A?

Government Response: Contractor is to provide an hourly unit price to include the extended price for the Certified Arborist Assessment of Tree Health and Atch 3 - CLIN 0002 Price List. CLIN 0002 Not to Exceed amount is set by the Government. Please refer to the instructions provided in 52.212-1 & 2.

3. Can we be provided grid coordinates for all the trees in Appendix A if those are the only ones we are to bid?

Government Response: Grid coordinates are not available; tree location maps provided.

4. Will the overgrown shrubs and bushes be included in this bid?

Government Response: No, this is for dead/dying/diseased trees only.

5. Will notifications be sent out to residents in the area when tree trimming will be conducted?

Government Response: The Randolph housing office will work in conjunction with Public Affairs to brief the housing residents of each week’s schedule. That is why the contractor’s schedule is so important to the flow of the work.

6. The CLIN 0002 price list (Atch 3) is not accurate. Tree diameter is one aspect of price but so is location. Can we be provided an updated price list reflecting the change or eliminate the price list all together as it will not be the same every time? We are already accounting for the cost in CLIN 0002.

Government Response: Contractor shall include different variables in his unit pricing. No change will be made to the price list.

7. Can the govt mark all the trees identified in the Urban Tree Assessment (Atch 2) and conduct a second site visit so the contractors can bid accurately?

Government Response: Not possible due to manpower availability.
