About this file
This document is a Responses to Questions document for a Department of the Air Force solicitation (FA301625Q0232) for a pool shade structure project at Randolph Air Force Base. The key details include a small business set-aside contract to be awarded on sam.gov, with the quote submission deadline extended to 1:00pm CDT on 15 September 2025. The government will make a single award for the entire project scope, with a 120-day anticipated delivery timeframe after receipt of order.
Specific project requirements include installing a canopy with strict color specifications mandated by the Cultural Resource Office - the canopy must be maroon with a beige frame. The project has several unique constraints: no heavy machinery will be allowed on the pool deck, the pool will be closed during construction, and underground utility lines are present. The government will assist the contractor in obtaining necessary dig permits, and no additional permits are required for column installation. Vendors were provided with underground utility line maps and advised about historical preservation requirements for the site.

RESPONSES TO QUESTIONS
FA301625Q0232
1. Can the response submittal time be delayed to September 16, 2025, to allow vendors adequate time to incorporate information from the site visit and the USAF’s responses to questions to be released later this week?
GOVERNMENT RESPONSE: The government will extend the due date for quotes to 1:00pm CDT, 15 September 2025
2. Will the USAF make only one award for the entire scope for both CLIN’s?
GOVERNMENT RESPONSE: The government will only make one award for this requirement.
3. Page 1 of the solicitation requests a GSA contract number, if any. Is the government’s intent to award this contract under an existing GSA Schedule?
GOVERNMENT RESPONSE: No, the government’s strategy is to award this on sam.gov to a small business set-aside.
4. Page 1 of the solicitation requests a Delivery / Period of Performance Timeframe. Since the projected delivery is 120 days ARO, what start date should the contractor assume for the timeline and delivery?
GOVERNMENT RESPONSE:
The contractor should indicate in this block how many days after receipt of order it will take them to complete this project. A specific date is not needed.
5. During the site visit, there was conversation about the color of the canopy. Will the USAF make color a Salient Characteristic? Since the technical evaluation will only be acceptable or unacceptable, does that mean color will not be factor for consideration?
GOVERNMENT RESPONSE:
Due to requirements from the Cultural Resource Office and the Historic designation of the building, the canopy should be maroon and the frame should be beige. Any deviation from this color scheme will not be permitted by The Cultural Resource Office and will be deemed unacceptable.
6. Are there any Pool Operating hours during the anticipated performance period that could affect the ability to perform the construction at the facility?
GOVERNMENT RESPONSE:
No, the pool will be closed for the season.
7. May we review the previous structure’s approved installation plan. Specifically, we are seeking clarification regarding the pole foundations. We want to confirm that the concrete was poured separately for each pole rather than as one continuous slab, so that when we dig we do not encounter unexpected concrete.
GOVERNMENT RESPONSE:
Included are the as-builts for the pool. They do not show the shade structure; it was installed during a remodel after the pool was constructed.
8. Will there be adequate access for a bobcat or similar equipment at the installation site?
No Bobcat or heavy machinery will be allowed to operate on the deck of the pool. Only outside of the pool fence line.
9. Are there any underground utility lines or obstructions we need to be aware of?
Included is a map of active water lines, gravity fed sewer lines, underground electrical lines, and gravity fed storm water lines.
Solid Green- Sewer gravity Service
Dashed Blue- Water Service Line
Dashed Red- Electrical Underground Primary
Dashed Purple- Storm Water Gravity
10. Who is responsible for marking or confirming the location of underground lines before digging?
GOVERNMENT RESPONSE:
A government Civil Engineer representative will assist the contractor in getting the necessary dig permits for Randolph AFB once awarded.
11. Is a permit required to install the column? If so, who is responsible for obtaining the permit if needed (contractor or customer)?
No permit required for installing the columns.
