About this file
This document is a Questions and Answers (Q&A) sheet for a Virtual Reality (VR) Training System solicitation by the Inter-American Air Forces Academy (IAAFA) at Joint Base San Antonio (JBSA) Lackland, TX. The procurement seeks three Operator XR/VR Training Systems to enhance realistic training scenarios for international military students, with key requirements including wireless headsets, simulated tactical weapons, and the ability to create and customize training scenarios. Contractors must provide a turnkey solution with hardware (headsets, laptops, controllers, tablet, case) and software, along with on-site training and 12-month support services.
The solicitation (FA301625Q0182) is issued by the Department of the Air Force Air Education and Training Command, with an offer due date of 18 August 2025 at 10:00 AM CST. The government has clarified that the system should be a commercially available product with manufacturers capable of producing extended reality/virtual reality systems that allow users to move and interact with crisis response scenarios using simulated weapons. The delivery timeline is flexible, with the originally requested date of August 27, 2025 (approximately 45 days post-award) being negotiable based on vendor quotes and capabilities.

QUESTIONS & ANSWERS: Cut-off date for contractor questions is 10:00 AM CST, 8 August 25.
Question 1: Do the Inter-American Air Forces Academy (IAAFA) expect a tethered XR/VR Training system? The offeror ONLY sells tethered headsets. For mobility, a 15m cable can be added
Wireless headsets are required.
Question 2: Would the offeror be required to provide and service the “Tactical Force Options”? Presumably, these are “off the Shelf” solutions that would just need to be provided and serviced. The offeror could work with another vendor or supplier on providing these but does not manufacture or provide these currently.
The offeror is required to physically issue to us the Tactical Force Options. These simulated weapons are specially configured such that the extended reality/virtual reality environment will detect them and interact with them.
1. Question 3: Lack of OEM/System Clarity The RFQ references an “Operator XR VR Training System or Equal,” but does not specify a manufacturer, model, or provide OEM documentation. Could you please confirm whether this refers to a commercially available product, a government-developed solution, or a placeholder designation? This will help us determine technical alignment and identify a suitable “equal” if applicable.
Government Response:
This is a commercially available product. There are various manufacturers who produce extended reality/virtual reality systems that can provide simulated crisis response scenarios. Users must have the ability to move in this environment and interact with the scenarios using their simulated weapon.
Question 4: Turnkey Hardware + Software Scope The requirement appears to include both hardware (headset, laptop, controllers, tablet, case) and software (immersive Security Forces training modules). Is the government expecting delivery of pre-developed content, or is the intent to acquire a platform for future scenario development/customization?
Government Response:
The product must offer the operators a method to create scenarios and tailor them to localized objectives to meet specific course requirements.
Question 5: Timeline Feasibility The requested delivery date of August 27, 2025—approximately 45 days post-award—is quite aggressive. If content customization or software configuration is required, we’d like to understand whether an off-the-shelf solution would be acceptable or if a waiver/extension may be considered.
Government Response:
The requested delivery date is just an approximation and can be adjusted according to the quotes provided with an expected delivery date.
Question 6: Support Services + Training Clarity The RFQ includes on-site training and a 12-month support agreement. Could you clarify the scope of these services? Specifically, are they limited to hardware setup and basic user training, or is ongoing technical and content support expected?
Government Response:
The service must include hardware setup, basic user training, and ongoing technical and content support as required.
