About this file
This is an Amendment 02 Questions and Answers document for solicitation FA301625Q0020, updating the quote submittal deadline to January 28, 2025 at 1:00 PM CST. The file clarifies requirements for four separate latrine trailers to be placed at different JBSA entry points (Camp Bullis, Randolph, Chapman, and Growdon), with each trailer requiring a minimum of one toilet, one urinal, and one sink. Surface placement varies by location (gravel, concrete, or grass).
Key clarifications include: this is a new requirement with no incumbent; electrical hookups will be provided but water must be supplied by the contractor; weekly servicing is required; contractor passes will be issued for access; digital photos/brochures are acceptable for trailer samples; and there are no ADA requirements. The government will not provide specific shift information for security reasons, though Chapman gate operates 24/7. Contractors have 48 hours to identify maintenance issues, with flexibility for repairs requiring parts orders.

AMENDMENT 0002
QUESTIONS (Q) & ANSWERS (A)
As a result of the Q&A the due date and time for quote submittal is 28 Jan 2025 at 1:00PM CST.
Q1. Is this a new request or is there an existing contract? If this is not a new requirement, can you please provide the previous contract number?
A1. This is a new request, there is no prior contract.
Q2. Are you looking for (4) separate trailers containing (4) latrines, or is this for (1) trailer with 4 latrines onboard?
A2. Minimum Government needs are four (4) separate located trailers with at least one (1) toilet, one (1) urinal and one (1) sink per trailer.
Q3. Can you please explain how many shift hours each of the 36 users will be assigned? Can you please let us know if the personnel will be operating 24/7/365?
A3. For security reasons we will not provide shift hours information and only one gate – Chapman, is open 24/7.
Q4. Will water be supplied by the Government?
A4. No.
Q5. Will this requirement need a single or double occupancy trailer?
A5. At least one (1) toilet and one (1) urinal per trailer.
Q6. Could you please provide the address details for all four sites?
A6. Camp Bullis 5013 Fort Sam Houston, Randolph, South Gate is off Lower Seguin Road, Chapman Bldg 108 Medina Base Rd and Growdon is Bldg 1213 Growdon Rd.
Q7. Could you confirm whether the trailers will be placed on grass, concrete, or another type of surface at the designated locations?
A7. Camp Bullis gravel, Randolph concrete, Chapman grass, and Growdon concrete. Location photos included.
Q8. The PWS 1.3.2 shows weekly use. Is it possible for you to provide how many hours a day? As an example for Camp Bullis, usage for 36 per week could be very different if they are only on the site for one 8hr shift per day over 5 days per week versus those 36 users are on site for 12 hours each day over 7 full days per week.
A8. The estimated numbers are removed from the PWS via this Amendment. Shift information cannot be provided for security reasons.
Q9. Is there a nearby water hose spigot (within 50 ft) of each location where the trailers will be placed?
A9. No.
Q10. Are there any ADA requirements?
A10. No.
Q11. Is there water access on site at each location to fill the fresh water tanks?
A11. No.
Q12. Will CaC cards be issued?
A12. Contractor passes will be issued.
Q13. Is there a certain male/female ratio for stalls required?
A13. A minimum of one (1) toilet, one (1) urinal per trailer, per location.
Q14. Will 2 stall restrooms trailers be sufficient at all locations?
A14. A minimum of one (1) toilet, one (1) urinal per trailer per location.
Q15. Will the government provide utility hookups for the latrine trailers, or is the contractor responsible for complete installation and connection?
A15. Electrical is available at all locations. Water will need to be provided by vendor.
Q16. Are there financial penalties for delays in replacing or repairing inoperable trailers beyond the 48-hour period stated in the PWS?
A16. The request for 48-hours is to identify the issue, if the repair cannot be done within 48-hours due to parts order etc., that is understandable.
Q17. For the trailer sample submission requirement, can digital photos or brochures suffice, or is a physical sample necessary?
A17. A physical sample is not required, digital photos, brochures, etc. will suffice.
Q18. Is there flexibility in proposing alternative service schedules to optimize efficiency at the four entry points?
A18. Upon award, if necessary this will be available for discussion and consideration.
