STATEMENT OF WORK

737 TRG Airmen Training Complex (ATC)

DORM FURNISHINGS

1. DESCRIPTION OF WORK

1.1. General Requirements

The contractor shall provide all personnel, equipment, supplies, tools, materials, and all non-personal services necessary for purchase, assembly, and installation of the following metal fabricated furniture items for placement into Airman Training Complex (ATC) dormitory facilities. Most of all items will be grouped into “furniture sets” and installed as such. The remaining items will be placed in each of the dormitory office rooms. The items being acquired for the ATC is a metal bed frame, wall locker, and H-framed chair (in accordance with attached specifications). All items shall be installed in the 737 Training Group (TRG) ATC located at

Lackland AFB, Texas. Future ATC buildings could potentially be added to this requirement through modification and approval from the Contracting Officer.

1.2. Building Layout

ATC buildings 5 and 6 consists of 4 levels (or landings). Work shall be performed on the 2nd, 3rd, and 4th floors (or 1st, 2nd, and 3rd landings). There are 4 stairwells for access. The 2nd level (1st landing) is referred to the as Level-2 with four quadrants (2A, 2B, 2C, 2D) each quadrant has two (2) dorms that is then split into two (2) bays. The 3rd and 4th levels are referred to similarly.

1.3. Installation

For all but a few furniture items, the pieces will be installed and arranged as a “furniture set” or

“set”. Each set includes one (1) of each of the following items: Wall Locker (Appendix A), H-

Frame Chair (Appendix B), and Bed Frame (Appendix C). The Contractor shall place the furniture sets in their designated locations which is outlined in attachments Appendix E. *Each ATC will receive half the amount of allotted items as detailed below.* Each dorm within each building will hold 52 beds (26 to each bay). The remaining few items will be installed separately in each of the dormitory offices and the holdover room. Totals are as follows:

1.4. Delivery

The contractor shall be responsible for off-loading items from delivery vehicles and shall provide any additional equipment to accomplish the task. The contractor shall also be responsible for properly protecting the service entrance and flooring of each building in which the items are to be received. The facility is multi-story with one elevator but no specific loading dock available.

There are four stairwells available to the two upper floors where the dorm furnishings will be placed. The atrium attached to the dormitories will be the designated staging area. (See Appendix E)

1.6. Site Maintenance

The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian in the work area. The contractor shall collect all trash, debris, refuse, garbage, etc. (related to contractor personnel and this requirement). The after mentioned materials shall be removed from the site by appropriate means daily.

Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and doors in the event of an emergency or fire. Storage of materials shall be coordinated with the customer. The contractor shall be responsible for freight, unpacking, delivery, installation, and disposal.

1.7. Clean up

The Contractor shall also remove all packaging materials from JBSA Lackland TX and shall be responsible for any refuse containers needed for trash and packing materials. Lastly, the contractor shall be responsible for returning the facility to its original state prior to installation and repairing any damage caused by the contractor’s personnel or equipment.

1.8. Site Program Manager/Point of Contact (POC)

The Contractor shall designate an on-site project manager as the Site POC for individual projects.

The Site POC or alternate(s) shall be available during normal duty hours until project completion.

The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

1.9. Entry and Vehicle Control Requirements

Contractor shall comply with DAFFARS Clause 5352.242-9000, “Contractor access to Air

Force installations” which is hereby incorporated by reference if not otherwise included.

Contractor personnel shall comply with all on-base traffic.

1.10. Hours of Operation and Special Conditions

Work hours shall begin at 7:00 a.m. through 7:00 p.m., Monday through Friday, exclusive of

Federal holidays. At the option of the Government and with approval of the Contracting Officer, work may be permitted on Federal holidays, weekends, or after 4:30 p.m. at no additional cost to the Government.

1.11. Warranty

Manufacturer and Standard Commercial warranties for individual pieces shall be provided along with contact information as well as any operation manuals.

2. TESTING

Prior to installation, the Contractor shall submit product samples. A Government representative shall conduct an acceptability check of initial sample to ensure furniture selection will meet the

Government’s needs.

3. ACCEPTANCE

Upon completion of the work, the units shall be subject to a final acceptance by the Customer

POC and Contracting Officer and/or designee.

4. RECORDS MANAGEMENT

"The Contractor shall manage all data created for Government use or legally controlled by the

Government, in support of the functional activity or required by AF publication, IAW with the AF

Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN)

33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)".

5. CONTRACT MANAGEMENT

No changes in or deviation from the scope of service shall be affected without a modification executed by the Contracting Officer authorizing such changes.
