Aviation Support Equipment Load Testing
23 August 2023
1.0 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2.0 The Government intends to award a Firm-Fixed Price purchase order for one (1) Aviation Support
Equipment Load Testing (including incidental services Storage, Maintenance and Transportation
(Delivery/Pick-up)) in support of Joint Base San Antonio (JBSA) – Lackland AFB, TX in accordance with (IAW) the provided Performance Work Statement (PWS) (Attachment 3). All responsible and capable sources are encouraged to participate.
3.0 Notice to the Quoters. In the event issues pertaining to this RFQ package cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel this RFQ requirement at no additional cost to the Government. In the event the Government cancels this solicitation, the Government has no obligation to reimburse the quoter for any costs
4.0 Solicitation Number: FA301623U0205 is issued as a Request for Quote (RFQ).
5.0 This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular
(FAC), No. 2023-04 Effective June 2, 2023. DFARS, No. 2023-04 Effective July 20, 2023.
6.0 NAICS: The North American Industrial Classification Systems (NAICS) Code for this requirement is
811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic)
Repair and Maintenance.
7.0 Site Visit. A site visit will be conducted on Wednesday, 30 August 2023 at 10:00 AM Central
Daylight Time. No phones or cameras will be allowed as vendors will be accessing a secure area. No pictures may be taken.
7.1 All contractors who plan to attend, must confirm before Tuesday, 29 August 2023 at 2:00 PM CDT by sending an email to Tina Johnson at tina.johnson@us.af.mil and Carmen Ridener at carmen.ridener@us.af.mil.
7.2 All individuals attending the site visit will meet at

7.3 Attendance at the site visit is NOT mandatory to quote on this requirement but it is strongly recommended.
7.4 Access: JBSA Lackland, TX is not an open base, and you must have a valid ID. Anyone who does not have the necessary identification to enter the base must fill out Attachment 5 and send back to both Tina Johnson at tina.johnson@us.af.mil, or Carmen Ridener at carmen.ridener@us.af.mil no later than Tuesday, 29 August 2023 at 2:00 PM CDT. No late submissions will be accepted. It is contractor’s responsibility to confirm that base pass requests have been received by 502 CONS.

Arrive at Lackland AFB Luke Gate Visitor Center an hour before the site visit to pick-up your base pass.
8.0 Submittal of Questions: To ensure a level playing field for all offerors, we will not be answering questions at the site visit. However, we will allow all questions to be submitted in writing following the site visit. Please submit all relevant and related questions to tina.johnson@us.af.mil and carmen.ridener@us.af.mil. The deadline to submit questions will be Tuesday, 5 September 2023 at
2:00 PM CDT. No questions beyond this deadline will be accepted. Following the deadline, the
Government will compile all appropriate/ relevant questions to the requirement and follow-up with vendors with all questions and answers.
9.0 Date of Submission of Quotes: Please respond to this RFQ no later than Wednesday, 13
September 2023 @ 12:00 PM Central Daylight Time, to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the
Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.
Special Notes and Instructions:
10.0 Basis for Award. 502 CONS/JBKAC will issue a purchase order to the quoter who is determined to offer the best value to the Government. The Government intends to make one (1) single award from the solicitation contingent on the availability of funds. Failure to acknowledge Amendments will result in your quote not being considered for award. Contract type shall be Firm Fixed Price
(FFP).
11.0 Quoters shall provide one (1) electronic quote consisting of:
i. Completed Clauses and Provisions Document (Attachment 1).
ii. Bid Schedule and Vendor Information (Attachment 2);
iii. Capability Statements and detailed information regarding past projects with similar scope of work as this requirement;
iv. Completed Base Access Request by noon on Tuesday 29 August 2023.
11.1 Bid Schedule: The Government intends to award a firm-fixed price purchase order for this requirement. Contractors must complete the Bid Schedule and Vendor Information
(Attachment 2) and include the unit, extended and total prices for each CLIN in the schedule. If a CLIN item is not separately priced (NSP), please annotate unit price as zero (0) and place
"NSP" in the extended price column.
11.2 Submission of Quotations: This RFQ includes fillable provisions (See Clauses and Provisions
RFQ FA301623U0205- Attachment 1) requiring contractor completion and submission with your quote.
Note: Quotes should include the quoter's best pricing, inclusive of all discounts, as there may not be another opportunity to offer further discounts.

12.0 Amendments: It is the quoter's responsibility to check SAM.gov for amendments issued against this RFQ and respond accordingly. Quoters are strongly advised to submit their quotes well in advance of the closing date and time to mitigate the risk of technical difficulty and ensure that the complete quote is timely received. Late submissions, modifications, revisions, and withdrawals of quoters will be handled in accordance with FAR 52.212-1(f). Hard copies of the quote are not required and will be accepted.
13.0 Period for acceptance of quotations. The quoter agrees to hold the quoted prices firm until 30
September 2023.
14.0 There are NO contract financing arrangements requirements for this acquisition.
15.0 Interchanges. The government intends to award a purchase order without interchanges with respective vendors/quoters. The government, however, reserves the right to conduct interchanges if deemed in its best interest. Under appropriate circumstances, interchanges can be an effective method to improve the Government's evaluation of Offerors' quoted approaches and may reduce acquisition cycle time. Interchanges may be written, email, phone call, etc., or any method which would accurately capture the contemporaneous sharing of information between the Government and the Offerors. Interchanges may also be oral conversations between the Government and the Offerors.
16.0 MANDATORY SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: To be eligible for award, registration with the System for Award Management (SAM) must be current.
There are no exceptions. To register or apply please visit the SAM website at http://www.sam.gov.
If you are not registered, you may request an application at (866) 606-8220 between the hours of 6 am – 8 pm (Eastern Time). SAM registration must be completed prior to award. NOTE: In addition, please ensure you provide company information as requested in Attachment 1.
