1 Attachment 2 Bid Schedule
CLIN 0002, 1002, and 2002 have the language that Repairs Includes Labor, QTY 2, as FFP. Can you please clarify how Repairs are to be priced in initial solicitation? IAW Attachment 3 does not specify how this can be priced in a firm-fixed manner, rather it states an estimate is to be provided. Please clarify what the "unit of issue", "quantity" are related to in terms of repair. Are we quoting labor for the entire year - or - are we quoting an hourly rate? Typically, repair line
CLINs 0002, 1002, 2002 are estimated amounts set aside for repairs. Currently, there are only 2 hoists the require repair (one hoist that needs a replacement cable and one with a bad motor/break that needs replacing)
2 Attachment 3 Performance Work Statement Is Load Testing Required of all Slings/Shackles as well as the Lifting Devices? Load Testing between 100%-125% on slings & shackles are typically outside of industry standard.
Hoists and lifting devices require and annual weight load test, but the slings only require load load testing if they have been repaired or parts replaced. The only exception are the Bootstraps sling that has to be tested annually.
3 Attachment 3 Performance Work Statement In the Equipment List it appears there are Jack Stands as well as Jack Stand Testers. Can the Jack Stand Testers in the equipment list be used to test the Jack Stands?
There is one hoist for the Jack Stand Tester, and it allows up and down movement of an i-beam that is used to test the aircraft jacks. We have 2 trailers that we use to get the jack stands out to the aircraft and each trailer has a hoist that raises and lowers a ramp. The hoists have to weight load checked, but not the jack stands themselves.
4 Attachment 3 Performance Work Statement
What is the soonest expiration of annual date within the equipment list (i.e. how soon upon notification of award is contractor required to be on-site to conduct annual inspection, PM, and load testing?). We note that the Period of Performance of the initial year is April 28, 2023-April 27, 2024.
The government is requesting that the contractor start within 30 days of the award of the contract. The equipment's annual inspection expired at the end of August 2023.
6 Attachment 3 Performance Work Statement Can TO 35D3-3-84-1 & TO 35D6-1-106 be available as attachments to this solicitation for review?
No, in accordance with section 5.1.1 of the PWS, the government will either provide or assist the contractor with Air Force published TO's, AFI's and other DoD publications which may not be readily available to the contractor through other means.
7 Are water bags allowed to be used for Load Testing? Yes 8 If Water Bags are allowed, where is water hook up located by each facility (i.e. hydrant)? Yes
