FA301622B0001 Repair Schofield Road Q&A #2
1) Please confirm that the Government will remove the concrete barriers currently placed across the old Binz Engleman Road (which will now be a walking path) at the two existing locations (far west at current gate, immediately west of the old bridge).
Government Response: Yes, the government will remove these barriers.
2) Will any portion of the new, temporary “construction” fencing need outriggers with barb wire similar to what is existing on the existing base perimeter security fence?
Government Response: No, the construction fence will not need barb wire because it is not required to be security rated.
3) Please clarify where openings can be allowed in the existing perimeter security fencing due to continuous presence of Security Forces during construction.
Government Response: Opening is allowed where the pedestrian path cross the fence line.
Refer to section 01 11 00, paragraph 1.3.1.18.a.6 for direction on opening in the fence line.
4) What is the required minimum height of the new, temporary “construction” fencing?
Government Response: The required minimum height is 6 ft. SOW will be updated with this information.
5) Amendment 03 documentation indicates that the temporary fencing is to be “anchored to ground.” Can you clarify if this means embedding the poles into concrete into the ground?
Government Response: It is up to the contractor for the means and methods of how the fence will be properly anchored. The fence must be properly anchored to meet the requirements outlined in EM 385‐1‐1 (see section 01 50 00, paragraph 2.3). The EM 385‐1‐1 discusses the amount of force the fence must withstand and the allowed deflection.
6) Amendment 03 documentation indicates to “provide temporary lighting for pedestrian path.” Please provide location where Government has determined sufficient power exists to pull temporary lighting power from.
Government Response: It is the contractor’s responsibility to determine how the lights will be powered in order to meet the requirement of UFC 3‐530‐01 and any floodplain restrictions (see section 01 11 00, paragraph 1.3.1.18.a.2).
7) Is there a requirement to align the new, temporary fencing inside or outside existing CPS power poles along the new pedestrian pathway?
Government Response: The fencing is to be placed so that CPS power poles are outside of the enclosed pedestrian path. SOW will be updated with this information.
8) Confirm what portions of the path are to be ABA compliant. The existing roadway to now be used as a pedestrian path appears to be too steep near Salado Creek bridge.
Government Response: The new temporary sidewalk to be constructed is the only ABA portion (see section 01 11 00, paragraph 1.3.11.18.a.7). Even though parts of the existing pedestrian path may not be ABA compliant, the new work must be constructed to meet ABA requirements.
9) Amendment 001 added new scope that included Lime treatment for the subgrade in the full depth repair areas. No prescriptive assumptions were given regarding the depth and percent of lime treatment that should form our basis of pricing. Please provide.
Government Response: The government cannot provide a mix design to the contractor. Refer to section 01 11 00, paragraph 1.3.1.iii for assumed subgrade depth, and local code for typical lime treatment methods.
10) For areas that will include Full Depth Repair, we will excavate and remove approximately 8” of aggregate base course. Can aggregate base course be recycled or is aggregate base to be treated like soil and require disposal as Class II Non‐Hazardous Waste at a TCEQ permitted facility? (Note: Disposal at a TECQ Permitted facility results in approximately $175K in additional disposal costs for the project)
Government Response: Yes, the aggregate base course can be recycled.
11) At the conclusion of the Schofield Road project will the temporary ABA compliant sidewalk be permitted to leave in place since it is constructed with Type B Asphalt. If not, what is the requirement for restoration of this area?
Government Response: See SOW section 01 11 00, paragraph 1.3.1viii, for updated roadway asphalt (type B & D) & updated sidewalk asphalt (type E).
For the expectation of restoration, refer to SOW section 01 11 00, paragraph 1.3.1.18 where it states: “After all temporary items are removed (post‐construction), all impacted slopes and vegetation shall be re‐established to pre‐construction conditions or better”.
12) Please identify the source for powering temporary lighting along the path. A power source will need to be available that can support the quantity of lights.
Government Response: See response #6
13) We are within the floodplain for the proposed rideshare portion of the project. Please confirm that construction of the temporary ABA compliant 5’ wide sidewalk will not require floodplain permitting since it will be temporary. Floodplain permits can take up to 12 months or longer to obtain before construction can begin. Please confirm that floodplain permitting is not required.
Government Response: Even though the SOW does explicitly mention permits that will be required, it should not be assumed to be an all‐inclusive list. The contractor is still expected to do their due‐diligence to verify the need for and obtain all required permits (see section 01 11 00, paragraph 1.3.1.j).
The government contacted the City of San Antonio and verified that floodplain permits are needed for any work that is in close proximity to or within the floodplain, and the permitting process has an estimated time of 45 Calendar Days.
14) If floodplain permitting is required, please confirm that the government will include the FAR clause for Economic Price Adjustment in the event the project has to sit for a long period while this permitting is obtained.
Government Response: No EPA clauses will be included in the solicitation or resulting contract.
The contractor is to base their proposal accordingly taking that into account.
15) If the sidewalk is required to be ABA compliant, based on the slope of this area, will handrails be required for the temporary sidewalk?
Government Response: Refer to ABA regulations for when handrails are required.
16) Please confirm that the temporary sidewalk will only need to be installed as indicated on attachment 13 ( +/‐ 420 LF).
Government Response: For estimation purposes, the sidewalk will follow the alignment shown in the exhibit provided in attachment 13/appendix F. The path can be modified after award, to a more ideal alignment, after further site investigation.
17) Per attachment 13 a temporary opening in to be made at the gate for the pedestrian path. There is a section of pavement missing at this area. Will this area need to be patched?Government
Response: The gap shall be filled with temporary asphalt sidewalk. SOW will be updated with this information.
18) Amendment 001 Q&A responses Q&A #1 indicates to assume all paint is positive for lead even though the Appendix D Environmental Report only indicates Yellow Lines as positive and that only those lines from the Gate to the Binz Englemann parking lot are positive. Following the Appendix D Report would result in approximately 2,606 LF of yellow line to be abated by manual means. By not following this report and also doing abatement of white edge lines and yellow lines outside of this area would result in approximately 7.714 LF of abatement or nearly 3 times the cost. Please confirm that all striping in the area of work should be abated versus just the yellow paint identified in the photo below provided in the environmental report.
Government Response: Contractor to abate the yellow lines staring at the checkpoint (mentioned in the Environmental Report), and continue abatement efforts going east until the end of construction limits at the property line (which is further east than the limits shown in photo above). SOW will be updated with this information.
19) Is solar powered lighting acceptable for the pedestrian walk way?
Government Response: If it is allowed per the UFC 3‐530‐01 : Interior and Exterior Lighting System Controls, then yes. It is the contractor’s responsibility to propose a lighting solution that meets the UFC 3‐530‐01 guidelines (see section 01 11 00, paragraph 1.3.1.18.a.2).
20) What is the height requirement for the temporary fencing?
Government Response: See response #4
21) Temporary lighting for pedestrian path is required, will solar powered lighting be acceptable? If not, can the government provide a location of the nearest power source?
Government Response: See response #19 & #6
22) With additional work added to scope, will period of performance for construction be extended?
Government Response: No, additional time will not be added because revision 2 to the SOW descoped some roadway repair. So, the time saved from the descope can be re‐allocated to the rideshare work.
If more time is needed, then the contractor must provide documentation supporting additional time is needed.
