INDUSTRY QUESTIONS AND ANSWERS
SOLICITATION FA301621R0010
JBSA BUS SERVICES
QUESTIONS:
1. “Can we see the add on routes for when things come up? And frequency?”
Response. Standard “routes” are only applicable to the shuttle bus requirements. Typically, shuttle bus routes will remain mostly unchanged, except for the addition or deletion of drop off and pick up points along the route. Add on runs are simply trips added to the SBS/WTS after it has been published and the contractor has up to 90 min to respond IAW PWS 1.4.1. These could be anywhere within the JBSA operating area and will be a pick-up/drop off. The route taken shall be the shortest route IAW PWS para
1.3.1. However, the government does not direct the route of travel except for specific shuttle bus routes.
2. “Is there a contract mechanism in place to cover down on the add on routes? Or do we have to do a contract modification for each instance ? ”
Response. Standard “routes” are only applicable to the shuttle bus requirements. Typically, shuttle bus routes will remain mostly unchanged, except for the addition or deletion of drop off and pick up points along the route. The SBS/WTS are the mechanism. If a run is added, the run would be provided and the requirement added to the schedule IAW PWS 1.4.1. The issued task orders, with CLINS as priced on the basic contract, will be the mechanism to cover expected runs and shuttles listed on the WTS/SBS each week as well as anticipated add-on requirements IAW PWS para. 1.10.1.1. and PWS para.1.4.1. (See solicitation CLIN 0X01 Price list Attachment 5).
3. “On Camp Bullis - Can't provide routes, but can we have mileage of routes?”
Response. There are no specific shuttle bus routes for Camp Bullis at this time. The service there is mainly pick-up or drop off (runs) type support. The average mileage is 30 miles (one-way) from JBSA-
LAK or FSH.
4. “What is the speed limit on each base?”
Response. The speed limit on JBSA installations is 30 miles per hour (mph) except for JBSA RND which is 25 mph. There are lower posted speed limits that apply and a limit of 10 mph when passing military training personnel on/near roadways.
5. “How is luggage transported to and from the airport? And how is luggage transported to and from field training exercises.”
Response. Currently, the luggage to/from airport and or field training exercises is transported mainly on the seat next to the passenger. For larger movements the government “may” opt to utilize a larger cargo truck (driven by government).
6. “Will there be transportation of any K-9 Units?”
Response. Yes, military working dogs [K-9s] will be transported IAW PWS para. 5.1.2.1. This excludes deployment of K-9 Units.
7. “The subject solicitation states task orders will be issued. Will the task orders be only issued for the routes listed in the solicitation?”
Response. Standard “routes” are only applicable to the shuttle bus requirements. The estimated CLINS’ quantities on the respective Task Order will cover all of the estimated quantities for all of the PWS requirements for the respective Task Order (Refer to solicitation CLIN 0X01 Price List attachment 5).
The on demand runs support movements of personnel across, within and to/from JBSA facilities are outlined on the PWS on Appendix A (WTS/SBS) and historical workload data Appendices attached to the solicitation.
8. “If the Task Orders be only issued for the routes listed in the solicitation, if yes, will the routes have a different period of performance?”
Response. Standard “routes” are only applicable to the shuttle bus requirements. The Government may issue task orders with a monthly, quarterly, and annual Period of Performance, and will include expected runs and shuttles listed on the WTS/SBS each week as well as anticipated add-on requirements IAW PWS para. 1.10.1.1. and PWS para.1.4.1.
Payment for services rendered in accordance with solicitation and PWS requirements will be based on the actual quantities used on the respective Task Order IAW example on PWS para. 5.3.4.1.
9. “Do a company’s licenses and certification transfer over to the prime under rule C.F.R. 125.2(g), which became effective November 16 2020? We are referring to the DOT and DTMO access.”
CFR 125.2 (g). Ref. Capabilities, past performance experience states that “ When an offer of a small business prime contractor includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award”.
Response. The DoD Bus Carrier approval is required by the Defense Travel Management Office
(DTMO).
The DoD Approved Bus Carrier requirement as stated in the PWS paragraph 1.1, and as stated in the solicitation are technical performance requirements for this performance based JBSA Bus Services requirement. This performance requirement is paramount for the safe bus transportation of DoD personnel.
Therefore all parties to include prime contractor, subcontractors, and parties to any proposed teaming arrangement performing the services as stated by the PWS shall be DoD approved bus carriers as indicated in the solicitation and the PWS. If the contractor is a Joint Venture (JV), to include a Mentor-
Protégé (M-P) relationship within a JV, then the Parties to the JV, not the JV itself, shall be DoD approved bus carriers as stated in the PWS paragraph 1.1.
10. “All parties within any proposed teaming arrangement to include subcontractors shall meet the requirements of an approved DoD bus carrier IAW the Defense Travel Management Office
(DTMO approval requirements and Performance Work Statement (PWS) paragraph 1.1. “
Does the mentor-protégé Joint Venture (JV) meets the requirements of an approved DoD bus carrier IAW the Defense Travel Management Office (DTMO approval requirements and
Performance Work Statement (PWS) paragraph 1.1.
Response. The DoD Bus Carrier approval is required by the Defense Travel Management Office
(DTMO).
The DoD Approved Bus Carrier requirement as stated in the PWS paragraph 1.1, and as stated in the solicitation are technical performance requirements for this performance based JBSA Bus Services requirement. This performance requirement is paramount for the safe bus transportation of DoD personnel.
Therefore all parties to include prime contractor, subcontractors, and parties to any proposed teaming arrangement performing the services as stated by the PWS shall be DoD approved bus carriers as indicated in the solicitation and the PWS. If the contractor is a Joint Venture (JV), to include a Mentor-
Protégé (M-P) relationship within a JV, then the Parties to the JV, not the JV itself, shall be DoD approved bus carriers as stated in the PWS paragraph 1.1.
11. “Can you verify that the estimated miles are correct on the Price List Attachment 5 for the initial 9-month period of performance?”
Response. Estimated miles for the initial 9- month have been corrected. Revised Price List Attachment 5
Amendment 4 has been published.
12. “There are two different price list Attachment 5’s. One attached to the SOW and a separate price list attachment 5 in the list of the solicitation documents; they are not same and is requesting different pricing information. Can you please advise which Price List Attachment 5 should be submitted with the proposal?”
Response:
-Price list attachment 5 on “PWS” has been removed. See Revised PWS.
-Price List attachment 5 in the list of the solicitation documents reflects the Price List for CLIN (Item)

13. How do we differentiate the routes between Fort Sam Houston and Lackland in accordance with Appendix A?
Response: The WTS/SBS on Appendix A is an example and the actual list will be provided to the contractor while identifying which site the workload will originate from as stated on PWS para. 1.3.1.
14. “It states that we are to "complete the necessary fill-in, certifications, and provisions [and to] complete only paragraph (b) of the provision FAR 52.212-3 if the Offeror has completed the annual representations and certification electronically via SAM.gov..."
I can confirm that we have registered our entity with SAM.gov and completed those representations and certifications; Therefore how would we go about filling out part (b) of the provision FAR 52.212-3? Would I simply need to print out a copy of the provision and fill out the requested section and include that in our proposal? Or is there a designated form that you can provide us? Please advise at your earliest convenience.”
Response: The Government will not provide any form as the 52.212-3 provision is included in the
Federal Acquisition Regulations (FAR), and at the System for Award Management. If the Offeror only needs to fill out paragraph (b) of the provision. A Printout copy of the provision and filled out accordingly would suffice the requirement.
