Non-Complex Construction (NC2) IDIQ Solicitation Questions & Answers

1. Question: I was provided a unescorted base access form and I was hoping you could provide me with the sponsor/sponsor information I should be filling in.

Answer: Base Access Forms are no longer required for a site visit or preproposal conference. The site visit was held virtually using the provided YouTube hyperlink and all preproposal conference questions were submitted electronically. See Amendment 2 Section L para 1.6.

2. Question: We are interested in bidding this contract, but would like to know about references as stated in Paragraph 2.4.2. RELEVANCE states that the government may consider as relevant efforts performed for agencies of federal, state, or local governments and commercial customers. In view of the current coronavirus situation that has closed schools, universities and other commercial entities and curtailed operations at federal, state and local government agencies, how will customer references be handled?

These times may make the effort difficult.

When should the SF30 Amendments be returned to the Government?

Answer: Section L para 3.3 Volume III Past Performance requirements remain unchanged. All instructions shall be followed for the past performance submission. The Government will perform due diligence when conducting evaluation of customer references.

The SF30 Amendments that require offeror signature shall be provided with proposal submission.

3. Question: In light of the current situation in our country and the probability that flights would be cancelled (I am coming from out of town), will there be any other options or arrangements made for the meeting, like video conferencing? So much has changed in just a few weeks everything feels unsettled.

4. Question: Just confirming job walk 3/23/20 at Ft Sam Walters gate.

5. Question: Due to the nature of possibly contracting the Coronavirus, we respectfully request that the

Site Visit scheduled for the subject Solicitation be postponed to a later date in April. Any consideration in this matter will be greatly appreciated.

6. Question: Should we fill out the bottom of the base access form with our names our just send the information in an email to you?

Answer: Base Access Forms are no longer required for a site visit or preproposal conference. The site visit was held virtually using the provided YouTube hyperlink and all preproposal conference questions were submitted electronically. See Amendment 2 Section L para 1.6.

7. Question: Attachment 11 instructions to offerors paragraph 3.1.1 (b) states offerors must have an aggregate bonding capacity of at least $8,000,000.00. Attachment 12 evaluation factors for award section

2.4.2 in the chart titled PAST PERFORMANCE RELEVANCE RATINGS – the highest rating states that the offeror has to show they can “manage at least six (6) concurrent contracts/task orders of similar scope and complexity with an aggregate value equal to or greater than $2.8M annually.” We can meet the highest relevancy rating noted but do not currently have $8 million aggregate bonding. We believe this level of bonding unfairly eliminates companies who can be considered “very relevant” in past performance for the contract. Will the government lower the aggregate bonding level to $2.8 million which is all that is required for the highest relevancy rating so small businesses like us ‐ who meet this highest level will be able to participate in this contract?

Answer: The bonding requirements and the past performance relevancy assessment are separate and distinct. The required aggregate bonding capacity remains unchanged.

Per RFP FAR clause 52.216-19 Order Limitations, “Order Limitations (Oct 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) Maximum order. The Contractor is not obligated to honor-

(1) Any order for a single item in excess of $5,000,000.00;

(2) Any order for a combination of items in excess of $8,000,000.00; or

(3) A series of orders from the same ordering office within 30 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.

Per RFP Section G para 15b (i) Failure to provide competitive proposals for at least 80% of TOPR requests over a twelve month period of performance may result in off ramping of an active IDIQ contract holder.

Based on the requirements of FAR 52.16-19, lowering the aggregate bonding capacity from $8M creates an undue risk for offerors and the NC2 Program.

8. Question: Section L – 3.1.1 Your sentence reads “Executed Standard Form 1442/Seed Project Basis of

Estimate/Letter from Surety/Signed Teaming Agreements, if applicable.”

a. “Seed Project Basis of Estimate” is asked for in Volume 2. Please clarify

Answer: See revised Section L, dated 31 March 2020, posted to beta.sam.gov on 1 April 2020. A redacted Basis of Estimate for the Seed Project is required in Volume II and a non-redacted Basis of

Estimate is required in Volume IV.

9. Question: Section L – 3.1.1. (a) You state “Submit the SF 1442 and all pages originally in the RFP”.

Please confirm that you are wanting us to include all 54 pages of the RFP.

Answer: Submit the Standard Form 1442 and all pages originally included in the RFP. Attachments are not included in this requirement.

10. Question: Section L – 3.2.3 (d) – For the 4 positions listed, are you wanting resumes? If no, are the positions to have their names at least inserted? And also, are these positions to be filled on every task order?

Answer: Per Section L para 3.2.3 and Section M para 2.3.3 offerors shall provide a personnel overview that shows offeror’s personnel have achieved the minimum qualifications. The contractor’s key personnel who will be involved in the day-to-day operations of this contract and subsequent task orders shall include, as a minimum, personnel qualified in the areas identified. Resumes and employee names shall not be submitted.

Per attachment basic contract specifications Div 01 11 00 para 1.1.1 a. The contractor will be required to furnish all labor, materials, equipment, and personnel necessary to estimate, manage, and accomplish the individual task orders awarded under this contract. Task orders will be in support of real property maintenance, repair, alteration, and minor construction across all of Joint Base San Antonio. The means and methods for industry to manage/staff the program labor and supervision will not be dictated, but the responsibilities/positions of Program Manager/Project Manager, Project Superintendent (See FAR

52.236-6 for applicability per task order), Quality Control Manager, and a Site Safety and Health Officer shall be performed.

11. Question: Please clarify if you are looking for different projects for L.3.3.1 & L.3.3.2, or is it okay if they are the same?

Answer: Recency (3.3.1) and Relevance (3.3.2) shall be done for the same projects. The intent is to assign an integrated past performance confidence assessment rating by reviewing references for Recency, Relevancy, and Quality. Please refer to Section M para 2.5.

Clarified Answer: Each past performance reference shall include a one (1) page Recency summary sheet, two (2) page Relevancy summary sheet, and two (2) page PPI Sheet. Total number of pages per past performance reference is five (5) pages.

12. Question: And is L.3.3.3. supposed to have PPQs & PPI sheets for all of the projects listed in L.3.3.1

& L.3.3.2?

Answer: Recency (3.3.1) and Relevance (3.3.2) shall be done for the same projects. The intent is to assign an integrated past performance confidence assessment rating by reviewing references for Recency, Relevancy, and Quality. Please refer to Section M para 2.5. PPI sheets shall be provided for each reference to evaluate quality.

Total number of pages per past performance reference is five (5) pages. The Government will coordinate the completion of the PPQ sheets.

13. Question: L.3.3.3 – “Quality” makes reference to PPQs. Are you wanting those to be sent directly to you? If CPARS is already on file, can that be used in lieu of PPQ?

Answer: The Government will coordinate the completion of PPQ sheets. Completed CPARS do not fulfill the requirements of Section L para 3.3. Section L para 3.3 states, “The Government reserves the right to obtain data from other sources such as the Contractor Performance Assessment Reporting System

(CPARS) and the Past Performance Information Retrieval System (PPIRS), but it’s the responsibility of the offeror to provide no more than six (6) total recent and relevant past performance references”.

14. L.3.3.3 – “Quality” PPI sheet (attachment 17 – a .pdf document) is to be completed, yet it is a .pdf that doesn’t expand.

a. Can you provide a WORD document of this form?

b. Question: And it makes reference to “Natures of Business areas involved” and “Required levels in

Business Technology” what does that apply to?

Answer: The word document PPI Sheet will be provided. The “Nature of Business” will provide the project description and the “Required Levels in Business Technology” will explain the complexity of work.

Clarified Answer: The word document PPI version is different than the PDF version. This was an administrative oversight. Please use the updated word document version.

15. Question: L.3.2 (d) – Basis of Estimate. You are asking for the unit costs/total cost to be redacted.

We’ve only ever redacted our name, please clarify what is supposed to be redacted.

Answer: A redacted Basis of Estimate for the Seed Project is required in Volume II and a non-redacted

Basis of Estimate is required in Volume IV. Company name and all costs should be redacted from

Volume II submission.

16. Question: L.3.2.3 (d)(ii) & (iii) – States that the Super can manage up to 8 projects at a single installation but the SSHO needs to be at each project site at all times. Please clarify, if we had 8 task orders going at one time, we would then have to have 8 SSHO’s (fully qualified) and have one at each project to be in compliance?

Answer: Correct, JBSA sees safety for individual as one of the priority objectives. A SSHO shall be provided at each work site at all times to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor and to implement & administer the

Contractor's safety program and government-accepted Accident Prevention Plan. However, A SSHO may serve as the Quality Control Manager or Superintendent but not all three positions concurrently.

17. Question: Please confirm if the site visit is still scheduled for that date, and advise what we need to do in order to register. I am assuming that we need to submit Attachment 9 Base Access Request Form to you directly, but if there’s any one else to contact, please let me know.

18. Question: In accordance with Section L, Paragraph 2.1 of the RFP, we are requesting the code required to upload source selection documents from the DoD SAFE website.

Answer: In order for Offerors to create a drop-off in DoD Safe, they must receive a drop-off request from the Contracting Officer or Contract Administrator. A drop-off request is valid for 14 days. Send an e-mail to the Contracting Officer and Contract Administrator within 14 days of the date your proposal is ready to submit. Once we request a drop-off for you in DoD Safe, you will receive an email from the DoD Safe website with the information you need for upload of documents.

19. Question: Are Offerors required to complete both Section A and Section B of the PPQ (Attachment

18) and include in our proposal?

Answer: As stated on the PPQ form, offerors are to complete Section A only.

20. Question: In order for the Government to coordinate the completion of PPQs with our references, are

Offerors only to include the first page of the PPQ in our proposal?

Answer: Offerors may only submit page 1 of the PPQ in proposals. As stated on the PPQ form, offerors are to complete Section A only.

21. Question: If all four pages of the PPQ are required in our submission, can they be excluded in

Volume III’s 30-page limitation?

Answer: The PPQ submission will not be included in the Volume III 30-page limitation. Offerors may only submit page 1 of the PPQ in proposals.

22. Question: The RFP uses the terms contract and project in reference to the past performance section.

Please clarify if Offerors are required to submit similar IDIQ contracts/programs or individual task orders/projects as evidence of past performance?

Answer: Per Section L para 3.3 and Section M para 2.4, “Offerors shall provide adequate past performance information on completed or current contracts considered most relevant in demonstrating the ability to perform the proposed work as identified within the specifications. Offerors must provide recent and relevant past performance information. Offerors are required to explain what aspects of each contract are deemed relevant to complexity and magnitude as related to the requirements of this solicitation”.

Additionally Section M para 2.4.2 (i) states, “If an offeror chooses to list an IDIQ or Basic Ordering

Agreement (BOA), the relevancy submission shall list recent and relevant awarded task orders with awarded dollar amounts. If a stand-alone contract is selected as a relevancy submission, then offerors shall describe how the effort meets the relevancy criteria desired and the Government may evaluate in the aggregate to make a determination of relevancy”.

23. Question: Section L, Paragraph 3.3.1 of the RFP states, “A progress report signed by a Government

Contracting Officer or Non-Federal Government equivalent must be provided to prove actual completion percentage.” Is this required for featured IDIQ contracts/programs that have multiple completed individual task orders?

Answer: Per Section L para 3.3.1 and Section M para 2.4.1, “Ongoing projects may be used as long as they are at least 80% complete as of the date of issuance of this solicitation (A progress report signed by a

Government Contracting Officer or Non-Federal Government equivalent must be provided to prove actual completion percentage)”.

24. Question: Is the PPI form (Attachment 17) to be used as a template for each of our featured past performance summaries?

Answer: Per Section L para 3.3.3 (b) and Section M para 2.4.3, “The offeror shall provide a complete

Present/Past Performance Information (PPI) Sheet for each reference (see Section J, Attachment 17). All information provided in the Present/Past Performance Information (PPI) Sheet should be recent and relevant”.

25. Question: If required in Volume III, are the progress reports excluded from the 30-page limitation?

Answer: Yes, if a progress report is submitted it will be excluded from the 30-page limitation.

26. Question: With regard to Section L, Paragraph 3.1.1(a) of the RFP, are Offerors to include all pages of the original RFP including all attachments?

Answer: Submit the Standard Form 1442 and all pages originally included in the RFP. Attachments are not included in this requirement.

27. Question: With regard to Section L, Paragraph 3.1.1(a) of the RFP, please clarify if Offerors are to include all pages of the original RFP, or only those pages of the RFP requiring fill ins?

Answer: Submit the Standard Form 1442 and all pages originally included in the RFP. Attachments are not included in this requirement.

28. Question: Are we correct in our understanding that there will be five active contractor awards (1

SDVOSB, 1 WOSB, and 3 TSB)?

Answer: Per Section Section M para 3.3 Step 7, “The Government may award up to five (5) active IDIQ basic contracts to the five (5) highest rated offerors. Of the 5 highest rated offerors, one will be a WOSB and one will be a SDVOSB. The next top two (2) offerors will then receive inactive IDIQ basic contracts

(up to 5 active and 2 inactive contract awards)”. This is a total small business set aside with active reserves for a WOSB and SDVOSB.

29. Question: In light of the COVID‐19 Pandemic, will the Government be providing a virtual option for attending the Seed Project Site Visit on March 31st?

30. Question: Volume I- Executed Contract Documentation/Supporting Documentation (a)_ we are asked to submit the SF1442 and all pages originally included in the RFP. Including over 50 pages of the original RFP seems like a waste of paper. Can the offerors only submit the SF1442 minus the additional

50+ pages?

Answer: Offerors shall follow the requirements of Section L para 3.1.1 (a).

31. Question: Do to an over demand of PPQ requests for our clients, can the offeror include previously completed PPQs or CPARS in lieu of requesting a new PPQ?

Answer: The requirements of Section L para 3.3Volume III Past Performance remain unchanged. Section

L para 3.3.3 (b) also remains unchanged and states, “The offeror shall provide a complete Present/Past

Performance Information (PPI) Sheet for each reference (see Section J, Attachment 17). All information provided in the Present/Past Performance Information (PPI) Sheet should be recent and relevant”.

Completed CPARS do not fulfill the requirements of Section L para 3.3. Section L para 3.3 states, “The

Government reserves the right to obtain data from other sources such as the Contractor Performance

Assessment Reporting System (CPARS) and the Past Performance Information Retrieval System

(PPIRS), but it’s the responsibility of the offeror to provide no more than six (6) total recent and relevant past performance references”.

32. Question: Subfactor 3- Management Plan and Qualifications (iii) Quality Control Manager (QCM)_ the offer is asked to provide a personnel overview that shows our personnel have achieved the minimum qualifications. The QCM must have a minimum of three years’ experience in construction and at least

(2) years of hands-on construction. However, on page 133 of the Base Contract Specifications the QCM must be a graduate of a four-year accredited college or university. Please confirm if the QCM must have a degree from a four-year accredited college or university?

Answer: It is not required to have a degree from a four-year accredited college or university in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science if an individual is with a minimum of three (3) years' experience in construction and at least two (2) years of hands-on construction as a QC Manager. The requirement of a four year accredited college or university program with a minimum of 10 years’ experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction

Manager applies to an individual without a minimum of three (3) years' experience in construction and at least two (2) years of hands-on construction.

33. Question: Can the government provide a word version of Attachment 11, PPI Sheet?

Answer: Yes a word document version of the PPI sheet will be provided.

34. Question: Inquiring on intent to award to set asides. Does the government only intend to award two

(2) contracts, one (1) WOSB and one (1) SDVOSB? Or, does the government intend to award contracts to just Total Small Business companies in addition to the WOSB and SDVOSB?

Answer: Per Section Section M para 3.3 Step 7, “The Government may award up to five (5) active IDIQ basic contracts to the five (5) highest rated offerors. Of the 5 highest rated offerors, one will be a WOSB and one will be a SDVOSB. The next top two (2) offerors will then receive inactive IDIQ basic contracts

(up to 5 active and 2 inactive contract awards)”. This is a total small business set aside with active reserves for a WOSB and SDVOSB.

35. Question: Reference Attachment+1+-+NC2+IDIQ+Base+Contract+Specifications, page 131/132 of

397, paragraph 1.5: At one location within this paragraph, it states: “The QC Manager must report to an officer of the firm and not be subordinate to the Project Superintendent or the Project Manager.” Later in paragraph 1.5, it states: “The QC Manager must report to the Project Superintendent.” We believe the former to be correct, that is, the QCM must report to an officer of the firm who is not the PM or superintendent, as is also stated in paragraph 1.6.1.1. Can you confirm?

Answer: Confirm that the former to be correct. The QC Manager must report to an officer of the firm and not be subordinate to the Project Superintendent or the Project Manager.

36. Question: Reference Attachment+1+-+NC2+IDIQ+Base+Contract+Specifications, page 133 of 397, paragraph 1.6.1.2.: In this paragraph we are given two divergent requirements for qualifications of the

QC Manager.

• In the first subparagraph, we are told the QCM must have five years of combined experience in specific positions.

• In the second subparagraph, we are told the QCM must be a graduate of a four year accredited college or university program and must have 10 years of combined experience in the same specific positions.

Can you clarify the qualifications for the QCM?

Answer: Refer to Answer of Question #32. The four-year accredited college or university program requirement and 10 years’ experience as a Project Superintendent, QC Manager, Project Manager, Project

Engineer or Construction Manager is to apply to individual whom is short of a minimum of three (3) years' experience in construction and at least two (2) years of hands-on construction.

37. Question: Reference Attachment+1+-+NC2+IDIQ+Base+Contract+Specifications, page 137 of 397, paragraph 1.7.1.1., paragraph k.: It appears that we do not have the complete requirement in this paragraph as the last sentence which appears is not complete. Can you provide the complete paragraph

Answer: The complete paragraph is as follows: LIST OF DEFINABLE FEATURES: A Definable

Feature of Work (DFOW) is a task that is separate and distinct from other tasks and has control requirements and work crews unique to that task. A DFOW is identified by different trades or disciplines and is an item or activity on the construction schedule. Include in the list of DFOWs, but not be limited to, all critical path activities on the NAS. Include all activities for which this specification requires QC

Specialists or specialty inspection personnel. Provide separate DFOWs in the Network Analysis

Schedule for each submittal package.

38. Question: Reference Attachment+13+-+NC2+IDIQ+Seed+Project+Specifications, page 6 of 366, paragraph 3.2.2: It appears we are missing some information in this paragraph as the subparagraphs are missing D., E., and F. Can you please provide the missing information?

Answer: Subparagraphs D, E and F were removed from the specifications. There is no missing information in paragraph 3.2.2.

39. Reference Attachment+11+-+Section+L+Instructions+to+Offerors, page 9, paragraphs 3.3.1 –

Recency and 3.3.2 – Relevance: In the first paragraph, we are allowed one page per reference. In the second paragraph we are allowed two pages per reference. Other than the additional comments regarding performance issues allowed in the second paragraph, both paragraphs require us to submit identical information. Given that we can provide no more than six projects, we would only be able to provide three projects for recency evaluation and three projects for relevancy evaluation (or some other number that adds to six or less). It is our experience that individual past performance projects are typically rated jointly for recency and relevancy. Can you please revise this section to allow for up to six projects using the criteria from paragraph 3.3.2, plus a three-year recency factor, then evaluate those references for both recency and relevancy?

Answer: Per Section L para 3.3 and Section M para 2.4, “The offeror shall provide no more than six (6) total recent and relevant past performance references. The offeror shall provide at least three (3) recent and relevant past performance references from the prime contractor”. Section M para 2.5 states, “As a result of the recency, relevance and quality assessments of the references provided, offerors will receive an Integrated Performance Confidence Assessment Rating (see table below). There is no order of precedence between recency, relevance and quality. Collectively, past performance factors will be evaluated to comprise the Integrated Performance Confidence Assessment Rating. This analysis is subjective in nature but the Government intends to identify the offerors with recent, relevant and quality past performance”. The paragraphs questioned remain unchanged.

40. Question: On page 1 of the SF 1442, in Block 10, we are told to submit “Section I: Complete appropriate certifications.” Section I is contract clauses. We are further told to submit “Section K:

Complete all appropriate and applicable Representations and Certifications.” As Section K is where we submit certifications (and representations), are there any certifications in Section I that we need to submit with Section K?

Answer: Section I includes fill in clauses where applicable. These clauses require offerors to fill in information and they must be submitted with the proposal.

41. Question: If we are current in our SAM.gov registration, are we required to submit any

Representations & Certifications beyond FAR 52.204-8 Annual Representations and Certifications through subparagraph (i) where we certify that Paragraph (d) applies?

Answer: 52.209-7, Information Regarding Responsibility Matters, and 52.222-22, Previous Contracts and

Compliance Reports, require fill-in information from the offeror. FAR Clause 52.204-8, Annual

Representations and Certifications says that if 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies. Since 52.204-7 is included in the solicitation, so offerors current in SAM can certify in subparagraph (i) that paragraph (d) applies. 52.209-7 and 52.222-

22 still require fill-in information.

42. Question: If the response to the previous question is “no”, do you want us to submit just the completed Section K matter from pages 45 – 49 of the solicitation?

Answer: Not applicable

43. Question: Finally, whatever we are required to submit, in which volume do you want it submitted?

Answer: As stated in Section L, Volume I instructions, submit the Standard Form 1442 and all pages originally included in the RFP. The clauses are a part of the original RFP and will be returned as a part of the Volume I requirements.

44. Question: We cannot locate a requirement to submit Section B - Supplies or Services and

Prices/Cost. We believe this Section is required. Can you confirm this and provide direction where to insert it in the proposal?

Answer: Offerors are not required to fill in Section B CLINs. The applicable CLIN values will be the

IDIQ ceiling.

45. Question: Reference Attachment+17+-+Past+Performance+Information+Sheet+(PPI): May we convert this document into a MS Word file to aid in completing it? It would be submitted in the proposal as PDF pages.

Answer: A word document version of the PPI sheet will be provided.

Clarified Answer: The word document PPI version is different than the PDF version. This was an administrative oversight. Please use the updated word document version.

46. Question: Reference Attachment+21+-+Subcontractor+Consent+Letter: Are these letters generated by our subcontractors only for those projects (if any) submitted in Volume III? Alternatively, are they generated by each of our proposed major subcontractors (those who are anticipated to perform >20% of the construction work)?

Answer: The Subcontractor Consent Letter must be signed by the subcontractor on any project the offeror submits as a past performance reference. All Teaming Partners must have a signed Subcontractor

Consent Letter.

47. Question: Bid bond: Per the Solicitation, we understand the bid bond is 20% or $2,000,000.00, whichever is less. Are we to assume that the Bid Bond is based on the Seed Project, and if so, what is the specific Bid Bond amount? Please advise.

Answer: The bid guarantee is for the B2792 Exterior Repair Seed Project, which has a projected project magnitude of between $500K and $1M. The Bid Bond is 20% of your proposed price for the Seed Project or $2,000,000.00, whichever is less.

48. Question: Volume 2 – Technical: Management Plan and Qualifications; Personnel Overview. We understand you want us to include a Personnel Overview of key personnel who will be involved in the day-to-day operations and TOs. Do you want us to include individual resumes for key personnel, or just an overview of the Team? Please advise.

Answer: Per Section L para 3.2.3 and Section M para 2.3.3, “The offeror shall provide a personnel overview that shows offeror’s personnel have achieved the minimum qualifications. The contractor’s key personnel who will be involved in the day-to-day operations of this contract and subsequent task orders shall include, as a minimum, personnel qualified in the areas identified below”. Resumes and employee names shall not be submitted.

49. Question: We understand that part of the deliverable requirements are to upload an electronic copy using the DoD SAFE website https://www.arl.army.mil/www/safe.cfm. We understand, and are therefore requesting access to the SAFE website in order to upload our final submission once it is prepared. Or is there a formal process or form we must submit in order to request access to the site? Please advise.

Answer: In order for Offerors to create a drop-off in DoD Safe, they must receive a drop-off request from the Contracting Officer or Contract Administrator. A drop-off request is valid for 14 days. Send an e-mail to the Contracting Officer and Contract Administrator within 14 days of the date your proposal is ready to submit. You will receive an email from the DoD Safe website with the information you need for upload of documents.

50. Question: I am inquiry for a list of interested vendors for the above mentioned solicitation. I recall in

FedBizOpps, you could retrieve a list of interest vendors for partnering opportunities. Could you please provide some insight in how I get a list of interested firms.

Answer: Offerors must log into beta.sam.gov to view the interested vendors list.

51. Question: Page 5 of Attachment 11 (Section L), paragraph 3.1.1(a) states, "Submit the Standard Form

1442 and all pages originally included in the RFP..." There are 54 pages in the file titled Solicitation+-

+FA301620R015 alone. Would the government consider eliminating the requirement to submit "all pages originally included in the RFP"

Answer: Submit the Standard Form 1442 and all pages originally included in the RFP. Attachments are not included in this requirement.

52. Question: If we are required to submit "all pages originally included in the RFP" with our Standard

Form 1442, can you please clarify which pages are to be returned, as there were multiple files issued with the solicitation?

Answer: Submit the Standard Form 1442 and all pages originally included in the RFP. Attachments are not included in this requirement.

53. Question: Block 10 of the SF 1442 shows that we are to complete the appropriate certifications of

Section I; however, there is no mention of this requirement in Sections L or M. Can you please clarify whether or not we need to submit Section I within Volume I?

Answer: Yes, all required fill-in clauses and provisions listed in Section I require offerors to complete.

54. Question: If we are to include Section I, is it acceptable to include ONLY the pages where information is provided, rather than the entire section?

Answer: Submit the Standard Form 1442 and all pages originally included in the RFP. Attachments are not included in this requirement.

55. Question: Due to the current situation, would the government consider eliminating the need for an

Original binder and allow us to upload our proposals directly to the DoD SAFE website?

Answer: The requirement for 1 hard copy will not be waived.

56. Question: Page 9 of Attachment 11 (Section L), paragraph 3.3.1 states, "A progress report signed by a Government Contracting Officer or Non-Federal Government equivalent must be provided to prove actual completion percentage)". I have never seen a progress report like this before. Is there a required format for the progress report?

Answer: Per Section L para 3.3.1 and Section M para 2.4.1, “Ongoing projects may be used as long as they are at least 80% complete as of the date of issuance of this solicitation (A progress report signed by a

Government Contracting Officer or Non-Federal Government equivalent must be provided to prove actual completion percentage)”. There is not a required progress report template for the Recency past performance submission.

57. Question: Page 9 of Attachment 11 (Section L), paragraph 3.3.1 states, "A progress report signed by a Government Contracting Officer or Non-Federal Government equivalent must be provided to prove actual completion percentage)". Since this section is limited to one page per project effort, can the progress reports be EXCLUDED from the one-page limit?

Answer: Yes, if a progress report is submitted it will be excluded from the 30-page limitation.

58. Question: Page 10 of Attachment 11 (Section L), paragraph 3.3.3(b) states, "The offeror shall provide a complete Present/Past Performance Information (PPI) Sheet for each reference (see Section J, Attachment 17). All information provided in the Present/Past Performance Information (PPI) Sheet should be recent and relevant." Given the current situation it may be difficult to receive a completed PPI from our clients. Would the government accept a previously completed PPQ and/or CPARS evaluation in lieu of Attachment 17?

Answer: The requirements of Section L para 3.3Volume III Past Performance remain unchanged. Section

L para 3.3.3 (b) also remains unchanged and states, “The offeror shall provide a complete Present/Past

Performance Information (PPI) Sheet for each reference (see Section J, Attachment 17). All information provided in the Present/Past Performance Information (PPI) Sheet should be recent and relevant”.

Completed CPARS do not fulfill the requirements of Section L para 3.3. Section L para 3.3 states, “The

Government reserves the right to obtain data from other sources such as the Contractor Performance

Assessment Reporting System (CPARS) and the Past Performance Information Retrieval System

(PPIRS), but it’s the responsibility of the offeror to provide no more than six (6) total recent and relevant past performance references”.

59. Question: Page 8 of Attachment 11 (Section L), paragraph states, "If the offeror claims there is no past performance, then that status must be identified to the Contracting Officer in the Volume III Past

Performance Summary Page". I can't find a Past Performance Summary Page. Can you please clarify?

Answer: If the offeror claims there is no past performance, then provide a summary page documenting this position. The summary page format is not dictated.

60. Question: Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 35 29 - Occupational

Safety and Health, Paragraph 1.4.1.1 states that the SSHO must have, "Level 2: A minimum of 3 years safety work on similar project. 30-hour OSHA construction safety class or equivalent within last 3 years";

however, these qualifications are not required in Attachment 11 - Section L Instructions to Offerors, Paragraph 3.2.3(d)(iv). Can you please confirm that the SSHO ONLY needs to meet the requirements in

Attachment 11 - Section L?

Answer: Per Section L, Paragraph 3.2.3(d)(iv), the SSHO and Alternate SSHO must have the required training, experience and qualifications in accordance with USACE EM 385-1-1 section 01.A.17 and all associated sub-paragraphs. In USACE EM 385-1-1, the SSHO, as a minimum, must complete the 30-hour OSHA General Industry safety class or the 30-hour OSHA Construction Industry safety class, and have the proof of employment for five (5) years of continuous construction industry safety experience in supervising/ managing general construction, or five (5) years of continuous general industry safety experience in supervising/managing general industry, or 4 years of experience if the SSHO has a Third-

Party, Nationally Accredited SOH-related certification. JBSA believes SSHO must meet the minimum of the Specifications, Section 01 35 29, "Level 2: A minimum of 3 years safety work on similar project. 30-hour OSHA construction safety class or equivalent within last 3 years".

61. Question: Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 45 00, second paragraph under Paragraph 1.5 states, "The QC Manager must report to the Project Superintendent". This statement contradicts other statements about who the QC Manager should report to. Can you please delete this sentence?

Answer: See Answer for Question #35, the QC Manager must report to an officer of the firm and not be subordinate to the Project Superintendent or the Project Manager. The statement "The QC Manager must report to the Project Superintendent" will be deleted.

62. Question: Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 45 00, Paragraph

3.5.2.2 states, ".. but may have duties as project superintendent in addition to quality control." Does this mean that is acceptable to double-hat the Project Superintendent and QC Manager?

Answer: Yes, A Project Superintendent can be QC Manager or SSOH but not all three positions concurrently, as long as the individual’s qualifications meet the role requirements.

63. Question: Can you please confirm that the QC Manager and CQC System Manager positions mentioned in Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 45 00,are the same individual?

Answer: The QC Manager and CQC System Manager can be the same individual or assigned to two different individuals. In the case of QC Manager and CQC System Manager are assigned to the same individual, he/she shall report to someone higher in the Contractor’s organization but not to the project manager as part of the requirement in Section 01 45 00, para 3.3.2.a.

64. Question: Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 45 00, Paragraph

1.14.1 states that the QC Manager and CA must conduct an inspection of the work and develop a punch list; however, Paragraph 3.9 in that same section states that is the CQC System Manager who performs this task. Can you please clarify?

Answer: In the case of QC Manager and CQC System Manager are assigned to the same individual, both statements are correct. In the case of QC Manager and CQC System Manager are assigned to two (2) different individuals, either one has the responsibility to conduct an inspection of work and develop a punch list. Overall it is part of the Quality Control Organization’s responsibility with the qualified individual to complete the task.

65. Question: Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 45 00, second paragraph under Section 1.6.1.2 states that the QC Manager must be, "A graduate of a four year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science, with a minimum of 10 years experience as a Project Superintendent, QC Manager, Project Manager, Project

Engineer or Construction Manager on similar size and type construction contracts which included the major trades that are part of this Contract." This requirement is vastly different from the requirements outlined in Attachment 11 - Section L. Would the government consider removing the extra requirements in Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 45 00?

Answer: Refer to Answer of Question #32 and #36. The extra requirements in four-year accredited college or university program requirement and 10 years’ experience as a Project Superintendent, QC

Manager, Project Manager, Project Engineer or Construction Manager is to apply to individual whom is short of a minimum of three (3) years' experience in construction and at least two (2) years of hands-on construction.

66. Question: Attachment 1 - NC2 IDIQ Base Contract Specifications, Section 01 35 29 states that the

Safety and Health Manager must be [an Industrial Hygienist certified by the American Board of Industrial

Hygiene] [a safety professional certified by the Board of Certified Safety Professionals] [a health physicist certified by the American Board of Health Physicists]. Typically, our Safety and Health

Manager does NOT have to be a Certified Industrial Hygienist (CIH) too. Would the government please consider deleting this requirement?

Answer: Per Section 01 35 26, Para 1.7, the statement uses the term “or”. Thus, the Safety and Health

Manager must be an Industrial Hygienist certified by the American Board of Industrial Hygiene, a safety professional certified by the Board of Certified Safety Professionals, or a health physicist certified by the

American Board of Health Physicists. In another word, either a designated Certified Safety Professional

(CSP) or Certified Health Physicist (CIH).

67. Question: Regarding the Past Performance Information sheet (posted to betaSAM on 4/1/20). Does the Government want Offerors to use this sheet to provide recent and relevant information for each past performance reference? Or are Offerors allowed to provide separate sheets (1 page for recency and 2 pages for relevance as stated in Section L) to address the information described on the PPI? Please clarify as there does not appear that enough space was provided on the PPI sheet to provide the necessary information.

Answer: Per Section L para 3.3.1 and 3.3.2 offerors must provide a summary for Recency not to exceed one page and a summary for Relevancy not to exceed two pages.

The one page summary will be used for Recency, two page summary for Relevancy, and the PPI submission for the Government to review quality. Per Section M para 2.5, “As a result of the recency, relevance and quality assessments of the references provided, offerors will receive an Integrated

Performance Confidence Assessment Rating”.

68. Question: Is the Attachment 17 Past Performance Information Sheet (posted to betaSAM on 3/27/20) that provided space to identify three reference contacts per project no longer to be used or include in

Offeror proposals?

Answer: The PPI sheet is the required deliverable for the quality assessment. Offerors shall provide customer points of contact for evaluators to contact for the quality assessment.

69. Question: Section L 3.3.3.c states that “The Government will use the PPIs to coordinate the completion of a Past Performance Questionnaire (PPQ) with each reference (see Section J, Attachment

18).” Does this mean that the Government, not the Offeror, will send out the PPQ? Please clarify.

Answer: Yes, the Government will coordinate PPQ responses directly with the references.

70. Question: Does the Government accept delivery of proposals via FEDEX? If so, is it the same address as that presented in Section L for “mail” delivery?

Answer: The Government does accept delivery of proposals via FEDEX. The address for FEDEX is the same as the address in Section L para 2.1 of the solicitation.

71. Question: Would the Government consider a Primavera P6 or Microsoft Project Schedule in lieu of the AF3064? This request is only for the proposal schedule. Once the project is awarded, we would certainly comply with the Scheduling requirements as outlined in the contract, by using the AF 3064. The reasoning for this request is that the AF3064 will require development of the final cost estimate in advance. Because the final cost is often dependent on subcontractor pricing which can be delayed, this would allow Offerors to complete a detailed schedule incorporating critical path and a timeline of when each line item is to be completed without having to wait on the final price.

Answer: Per Section G para 3 a detailed project schedule is required for submission. Additionally, Attachment 1 Base Contract Specifications Div 01 32 01.00 10 para 3.3.1 states, “Use of the AF IMT

3064 or equal will be the normal requirement for contractor construction schedules for most of the task orders issued under this contract and shall include the required items, submittals, level of detail and contract requirements listed below for critical path method activities (Work Elements), in this paragraph

C. through F and as detailed in theInstructions to Contractors on the reverse side of the AF IMT 3064, Form.

Offerors may submit a detailed project schedule using the AF 3064 or equal.

72. Question: Attachment +17+-+Past+Performance+Information+Sheet+(PPI) posted on 17 March

2020:

This Present/Past Performance Information Sheet (Attachment 17) requests that “the offeror complete a separate FACTS Sheet” for each relevant contract.”

Which is the FACTS Sheet? We do not see any Attachments labeled “FACTS Sheet”.

Answer: The required PPI Sheet is a template pulled for this acquisition. The “Facts Sheet” is NOT required.

73. Question: What is the purpose of the “Present/Past Performance Information Sheet”? Is this Sheet to be completed by the Offeror or is it just an instruction sheet and the information to be included on separate Offeror provided pages?

Answer: The required PPI Sheet is a template pulled for this acquisition. The PPI sheet is required for offerors to provide past performance information and customer contact information so the NC2 Program evaluators can reach past performance references.

74. Question: How to access the interested vendors list?

Answer: Offerors must log into beta.sam.gov to view the interested vendors list.

75. Question: The seed project is listed as $500 - $1 Million. Can we expect the projects which are issued to be in this range or larger? Will there be a minimum project size identified?

Answer: Per RFP FAR clause 52.216-19 Order Limitations, “Order Limitations (Oct 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) Maximum order. The Contractor is not obligated to honor-

(1) Any order for a single item in excess of $5,000,000.00;

(2) Any order for a combination of items in excess of $8,000,000.00; or

(3) A series of orders from the same ordering office within 30 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.

76. Question: I am a little confused on how we are to submit pricing for the lines listed in the solicitation and how we can give a FFP on an IDIQ of this nature. I do understand there is a seed project as well but am looking more for what is expected for the CLIN numbers in the solicitation. Any clarity would be appreciated.

Answer: Offerors are not required to fill in Section B CLINs. The applicable CLIN values will be the

IDIQ ceiling. Block 17 amount will also remain blank. Offerors will need to sign blocks 30a-c.

77. Question: Can you please clarify what exterior signage is to be removed and stored for future installation? The drawings and virtual tour were not clear about size, condition, or quantity.

Answer: Refer to the site picture files in PDF file and B2792 Dimension Drawing for exterior signage quantity, size and condition. The file will be provided on Amendment 3.

78. Question: Is a hard copy still required? Are we only utilizing the DoD SAFE website only for uploading proposals?

Answer: The requirement for 1 hard copy will not be waived.

79. Question: If we are uploading our proposal to the Safe website do we also need to send hard copies?

Answer: The requirement for 1 hard copy will not be waived. See Section L para 2.1 for proposal submission instructions.

80. Question: I understand that we must have an aggregate bonding capacity of 8MM, and that a bid guarantee of between 500,000 to 1M is also required. Could you please tell me exactly who to make the bid bond payable to?

Answer: Offerors shall follow the instructions listed in Section L para 3.1.1 (b). A specific task order number has not been assigned for the seed project.
