1. During the site visit it was mentioned that there is a switch over valve that selects the chiller and pump system. The scope of work does not mention or include this valve. Is it desired to replace the switch over valve?
a. See amendment to paragraph 1.3.2 issued.
2. When the system transfers to the backup chiller and pump, is the other primary chiller, pump, and accessories (including expansion tank, air separator, make up water, etc), completely isolated from the backup system?
a. Other primary chiller, pump, and accessories, should be isolated, however, this should be addressed during the design phase.
3. What type of valve was located just above the pump on the exterior wall? 2 way, 3 way, bypass valve, isolation?
a. Valve at discharge of pump (immediately above pump) appears to be a balancing valve. The intent of the SOW is for the contractor to design and install a replacement backup chiller system. Incidental components such as balancing valves shall be specified in the design.
4. What type of control valves are installed on the AHUs that will be served by the new chiller (i.e.
2 way or 3 way)?
a. Constant volume system three way valve.
5. Are as-built drawings available and will they be provided for the solicitation?
a. Available as-built drawings will be available to the contractor at the start of the design.
6. Solicitation cover page Section 11 indicates that the project has a Period of Performance of 330 calendar days. RFP document Section B “Supplies or Services and Prices” indicates for Item 0001 a Period of Performance of 90 days and Item 0002 Chiller Replacement/Construction has a Period of Performance of 210 days or a total of 300 days. Section F “Deliveries or Performance” also indicates a 300-day Period of Performance. Please advise whether the Period of Performance for the contract is 300 or 330 days.
a. The period of performance is 330 days. Design 90 days, construction 210, and closeout 30 days.
7. Section 01 33 16 Design After Award indicates that the government will have 14 calendar days for review of all packages. Typically, the review period from 100% Corrected Final to Issued for Construction is only 7 calendar days as at this point it is only backcheck of the design. Please advise if it is acceptable to reduce that package review to 7 calendar days.
a. At this time no.
8. Section 01 35 35 Environmental Protection includes a significant number of Abatement submission requirements. There is no mention in the Statement of Work of any hazardous materials that will require abatement. Many of these elements are also indicated on the provided Submittal Register included in Amendment 001. Please confirm that no abatement is included in this project and that the submittal requirements in Section 01 35 35 pertaining to Abatement are not applicable. If Abatement is required and quoted as part of the project a hazardous material report or quantities to include will need to be provided by the Government as part of the scope of work.
a. The "G" has been removed on Section 01 35 35 from the
Submittal Register, see attached.
9. Are there any specific commissioning requirements? None appear to be listed in the RFP documents.
a. Commissioning is required and commissioning specifications required in the design.
10. Is the outdoor chilled water piping to be electrically heat traced for freeze protection?
a. Yes, this should be part of the design.
11. What is the required extent of flushing out the existing chilled water piping to remain?
a. Requirements to be included in the design specifications by the contractor.
12. Will the Government be responsible for water treatment after the new chilled water piping is filled with water?
a. Yes, the Government shall be responsible for water treatment.
13. What is the extent of the chilled water pump piping replacement within the Mechanical Room?
Are the chilled water pump valves to be replaced?
a. Chilled water piping to be replaced as needed as required by paragraph 1.3.2 of the
SOW.
14. In the event bidder Q&A’s are not responded to by Thursday April 26 we request an extension to ensure at least 10 business days are provided for submission of bids. As this is a Design Build requirement, the responses to questions are critical inputs to our design solution and need adequate time to create pricing documents and allow subcontractors time for pricing
a. No time extension is needed due to the answers being provided with adequate time to allow contractors to submit their bid".
15. The existing chilled water piping to the chiller includes a pair of valved branch lines for what appears to be for connecting an emergency temporary chiller. Is this still a requirement?
16. Yes, provided in the amendment to the SOW Is the new chiller required to be furnished with any options/accessories that the existing chiller does not have - vibration isolators, hail guards (louvers), sound attenuation, etc.?
a. Additional options to be determined as part of the design phase.
17. The existing chilled water pump does not have vibration isolators, an inertia base, a drip pan, or flexible pipe connectors. Will the new chilled water pump require these?
a. See Item 1 above.
18. How often and how much load is demanded from the existing backup chiller and pump system that we are replacing? RFP states to minimize downtime, but we assume this chiller is not in use.
a. Chiller is not in use.
