3. PROJECT LOCATION: Building 100 JBSA Randolph AFB, San Antonio Texas

History: Building 100 is a three-story, eclectic Spanish Renaissance Revival/Deco style building originally constructed by Army Quartermaster Corps as a Headquarters facility in 1930 and is on the National Register of Historic Places. The facility includes Base

Theatre, east and west basements, two stories of office space above grade, two-story rotunda, a tower containing 500,000 gal water storage tank, and observation deck accessed by original 1930 elevator and spiral stair. Construction is concrete building frame in-filled with structural clay tile, stucco exterior, mission clay tile roofing/built-up roofing, and Deco style multi-lite steel casement windows. The primary entrances have original multi-light oak double doors with massive archways, and quarry tile covered exterior steps. The hipped roofs at four quadrants are of clay tile with concealed gutters.

The tower culminates in a tile covered dome. This is a renowned landmark facility and exterior features are compatible with the architectural character of the Historical District.

Proposed improvement plans should preserve or otherwise retain the character of the contributing elements of Building 100.

General: Building 100 is occupied by the following Organizations: 502 SFLSG command offices, SFLSG/JA, 12FTW, AFLOA, and Central Circuit Court.

4. GENERAL DISCRIPTION OF WORK:

Contractor to provide all labor, materials, equipment, and management to make repairs to prevent water infiltration to the building interior that is causing structural damage.

A. Contractor to replace all existing roofing, roof drains, flashing, counter flashings, parapet caps and make repairs to existing structural roofing system where damaged.

Install a new Thermoplastic Polyolefin roof (TPO). Replace all roof tiles missing and or broken. New tiles to match existing style and color with battens and other supporting elements.

B. Remove all building exterior windows from wall openings, restore window “to be fully functional”, clean, including mounting clips, hardware, paint, and place back in openings, caulk, and weather-strip. Restore all exterior doors and hardware, stain/ paint, install new thresholds, caulking and weather-stripping. Window restoration will be phased work that will displace workers in no more than 3 rooms temporarily unusable at any one time. See Phasing Plan provided with drawings.

6. PERFORMANCE SPECIFICATIONS/DETAILED SCOPE OF WORK:

6.1. Demolition: See detailed drawings provided for graphic description of work.

6.1.1. Architectural

Roofing

I. Demolition

a. On Upper Dome Roof Area remove existing roof system and insulation down to the structural decking, including flashings, cover boards, insulation, and drainage components. Dome tiles to remain in place. All roof drains to be removed.

b. On Tower Roof remove roof system including flashings, cover boards, insulation, and drainage components. All roof drains to be removed.

c. On Tower Lower Roof remove entire roof system, including flashings, cover boards, insulation, and drainage components. Replace all roof drains. Repair any damaged structural deck.

d. On Building Roof remove entire roof system, including flashings, cover boards, insulation, and drainage components. Replace all roof drains. Repair any damaged structural deck.

d. Remove all roof related flashings and any materials that might cause dissimilar metals corrosion issues with new installation.

e. Coordinate with Building Occupant’s Representative to remove any unused or abandoned plumbing, electrical, mechanical, or communications penetrations thru the roof deck and parapet walls. All holes in the parapet walls & roof deck left by these penetrations to be sealed.

f. Maintain existing access ladders between different roof sections, or provide alternate means of access between sections when existing ladders must be removed to facilitate construction. Reinstall ladders following construction in manner that will not violate or void warranty coverage of the roof system.

II. Roof Deck Structural Repair

a. Make any necessary repairs to the structural roof decking according to SDI and

ASTM recommendations with fastener spacing dictated by local wind codes. Ensure current fastening patterns comply with new wind uplift requirements. Contractor to provide 2,000 sf of deck replacement in his proposal.

b. Replace flashing on tops of parapets as noted on attached drawings. Install new flashing on top of parapets as noted on drawings.

III. Rooftop Secure Communications & Monitoring Equipment

a. Coordinate with on-site project engineer any work required to move or relocate any type of communication or monitoring equipment of any kind to facilitate installation of the roofing system. Contractor to make request through the

Contracting Officer.

b. Work to be done on these systems shall ONLY be performed by qualified personnel with appropriate technical training and security clearances as approved by building-occupying agency.

6.1.2. Structural – Contractor will notify the Contracting Officer of any required repairs related to the main roof structure members affected by damaged roof deck.

6.1.3. Mechanical

MEP Repair

a. Where required, temporarily disconnect any MEP lines to equipment to facilitate roofing demolition and reinstallation. Ensure all reconnected lines are thoroughly tested prior to equipment start-up according to ASTM, IPC, NEC, and ASHRAE requirements. Require Test and Balance testing for any air handler units that must be shut down for temporary relocation during roof Installation.

b. Replace all roof drains and collars with new-galvanized cast iron units with galvanized drain screens. Remove existing drains to include connections/ piping to the vertical drain conductor piping, install new connectors and gaskets. Additional roof drains to be added as noted on drawings.

c. Re-route any existing condensate lines from rooftop equipment currently illegally draining into roof drains, and bring them into compliance with IPC codes.

e. Contractor to use new walk pads for support of equipment, lights and pipe runs.

6.1.4. Electrical – Remove and store existing roof mounted light fixtures during the course of the roof replacement in weatherized containers. Contractor to insure light fixtures are functional before removing and functional after re-installing. Existing conduit, j-boxes, and wiring to be removed/demolished and replaced with new conduit, j-boxes and wiring when roofing is completed. Move and support all wiring and conduit on roof as needed for roof demolition and the new roof install.

Re-install stored light fixtures when all roofing is completed, install fixtures and conduit runs on new walk pads for support. All j-boxes, conduit/ whips to be painted to match exterior wall color.

6.1.5. Plumbing

All roof drains to be removed and replaced with new drains. Connectors and piping to existing conductor drain pipe to be removed.

6.1.6. Environmental – Asbestos and Lead Abatement.

All windows and door paint is lead based and to be abated as part of this contract.

All window glazing has asbestos and to be abated as part of this contract.

Hazardous Material Reports for the building are provided as an attachment with this request for proposal.

A hazardous abatement plan is required along with the phasing schedule and must be approved by the Government before beginning any work.

6.1.7. Fire Protection – Not Applicable

6.2. New Work: See Design Drawings for graphic locations of work to be done.

6.2.1. Site

Provide 6 foot high temporary fencing around the laydown area for the duration of the project.

Contractor to provide safety signs and barricades around door and window work areas.

Job Sign

Provide a 4ft x 8ft job sign/ supports and bracing at a location designated by the

Government. Sign should reflect the renovations being done, the contractor and his subs to be identified as well as JBSA Randolph AFB, and CENME. Final sign design provided to the contractor after award.

6.2.2. Architectural

I. New Roof Installation

a. New roof system to be 80 mil reinforced Thermoplastic Polyolefin (TPO) single ply roof fully adhered on mechanically fastened insulation onto existing structural decking. System should include a ½” protection board for additional hail resistance.

Membrane must be rated Class 1-90 in accordance with FM 4470. System will be designed for wind speed of 90 mph in accordance with ASCE 7-05. Manufacturer shall be tested for and in compliance with FM 4470, FM 4471, UL 790, and ASTM E

108, and any other applicable roofing standards. Acceptable manufacturers are:

Carlisle Sure-Weld , GAF, Everguard Extreme, JohnsManville: JM TPO, Firestone:

Platinum TPO.

b. Insulation substrate shall consist of 2” Polyisocyanurate rigid insulation board

(with ½” protection board at all TPO roof areas) mechanically fastened to the roof decking. Stagger joints in both directions in both layers of insulation.

c. Slope Flat Roof Areas, with tapered insulation to achieve a minimum slope of

1/4” in 20’-0” positive drainage at all areas and eliminate all ponding. Greater slopes to be provided at crickets and other special locations. Modify original tapered layout to the following requirements:

i. Install crickets at all square penetrations.

ii. Roof drains should be in the same depression, not separated.

iii. In large roof areas, drain locations should share a common valley.

iv. Use tapered insulation to contour away from pipe cluster pocket flashings to avoid ponding against them.

v. Install minor crickets at pads established for rooftop equipment and lights installation.

d. Install ½” reinforced gypsum cover board over tapered insulation system in the

Flat Roof Areas with manufacturer’s standard adhesive for additional hail resistance.

DO NOT SHAVE OFF COVERBOARD TO CORRECT SLOPES. ADJUST

TAPERED INSULATION UNDER COVERBOARD, AND THEN INSTALL

COVERBOARD INTACT.

e. Install membrane to coverboard with manufacturer’s recommended adhesive strictly following manufacturer’s installation instructions. Ensure to comply with manufacturer’s requirements for membrane roll widths in high uplift zones. (These zones: Field, Edge, and Corner, should be shown on roof plan of shop drawings with clear dimensions of each zone). Weld seams per manufacturer’s recommendations.

Use test strips to ensure correct proper welding temperature each time the welding machine is turned on. Provide three test strips to Government Quality Assurance

Personnel daily to demonstrate seam welding device was tested and operating at proper temperature during seaming process

f. Roof drains-Install roof drains per manufacturer's approved shop drawings.

Replace all roof drain collars with new galvanized cast iron units with galvanized drain screens. Drains to be medium sump cast iron dome type. Install pocket flashings with self-leveling flowable sealant compatible with manufacturer’s system at pipe clusters penetrating roof deck. Ensure all pipe insulation, if any, is correctly installed and watertight prior to application of flowable sealant.

g. Parapet flashing- Utilize existing cap flashing at Auditorium area (Approved by

SHPO) to create new cap flashing required on all parapets as shown on drawings.

Manufacturer’s details should be adjusted accordingly to utilize this type of cap flashing into their system.

h. Install manufacturer’s standard textured walk pads at all locations under concrete blocks or other load bearing supports that are required. Install walk pad system in all equipment maintenance areas, access points, and normal traffic areas to reduce wear on main roof membrane. All walk pads to be fully welded to roof membrane with no air pockets.

i. Wall flashing- to be installed as per Manufacturers approved shop details.

j. Prior to the start of construction, the contractor will submit shop drawings that have been approved by the manufacturer for construction. All shop drawings for the new roof installation must receive Government Approval.

k. Post-Installation Testing of Decking and Roof System

Provide a minimum of 72 hour notice prior to testing to allow for Government observation of testing. Perform water spray tests at selected penetrations to ensure watertight installation following completion of installation. Perform water flow tests according to IPC at all main roof drains.

l. Roof Warrantees and Documentation

a. Prior to the start of construction the contractor will submit shop drawings that have been approved by the manufacturer for construction. A set of these shop drawings must be kept on site at all times during installation. Revised Red Lined

“as-built” drawings will be submitted following construction to document any changes made during the course of the project to the Government.

b. Provide a roofing membrane roof manufacturer’s 20 year, No Dollar Limit weathertightness warranty.

i. Warranty to be provided directly to the Government and written to reflect

Federal jurisdiction and venue.

ii. Warranty will state that when the manufacturer or his approved applicator fails to perform the repairs within 72 hours of notification, emergency temporary repairs performed by others does not void the warranty.

c. Provide a 2-year System Installer Warranty for roof system.

i. Warranty to be provided directly to the government and written to reflect

Federal jurisdiction and venue.

ii. Warrant for a period of not less than two years that the roof system, as installed, is free from defects in installation workmanship, to include the roof membrane, flashing, insulation, accessories, attachments, and sheet metal installation integral to a complete watertight roof system assembly.

d. Provide maintenance manual and training for owner.

i. Cover all maintenance required by the manufacturer for continuance of all issued warranties.

ii. Cover repair techniques allowed by manufacturer and all reporting and documentation procedure required by the manufacturer in the event of a leak reported.

iii. Training to be provided by roofing manufacturer’s representative and video recorded by contractor for building owner reference.

e. Provide minimum 8-1/2 inch by 11 inch information card photoengraved 0.032 inch thick aluminum card for display at roof access point, or in the absence of a roof access point, mount card on inside face of door to mechanical room. Identify facility name and number; location; contract number; approximate roof area;

detailed roof system description, including deck type, membrane, method of application, manufacturer, insulation and cover board system and thickness, date of completion; installing contractor identification and contact information;

membrane manufacturer warranty expiration, warranty reference number, and contact information. Install card at access location as directed by the Contracting Officer and provide a paper copy to the Contracting Officer.

II. Window Door Restoration

a. Restoration of all exterior windows.

Remove all window frames from openings, openings to be temporarily secured with plywood weatherproofed to keep out air, dust and moisture. All glass in windows to be removed cleaned and placed back into window frame and re-glazed to original condition. All window frames to be sand-blasted clean, repaired, primed and repainted. Repair all windows to include mounting fins and hardware to be fully functional. All glass glazing contains asbestos and is to be abated. Window frames have many layers of paint and contains lead.

Window work to be phased work that minimally affects the occupants and office work schedule. Maximum window replacement will identify no more than three rooms at any one time. Workers to be displaced no more than two weeks in each office during window restoration. Restoration/ abatement work to begin on unoccupied dome area, and any unoccupied rooms in the building. See Phasing Plan in drawings.

Submit a phasing work schedule for approval prior to any work beginning. Prior approvals are required in order to move any room occupants. A minimum of a two week notification is required.

b. Restoration of all exterior doors.

Doors to be sanded, cleaned, repaired, primed and painted. Doors/ openings to be secured at end of each work day and should be weather tight. All thresholds and weather stripping to be replaced. All door hardware, hinges, latches to be cleaned, made functional and finished for protection.

Restoration of all Transoms above doors.

Transoms to be sanded, repaired, cleaned, stained or primed and painted. Transoms to be secured at end of each work day. All weather stripping to be replaced. All transom hardware, hinges, latches to be cleaned, made functional and finished for protection.

7. PERFORMANCE PERIOD/LIQUIDATED DAMAGES:

Period of Performance will be 284 calendar days from issuance of Notice to Proceed.

The Contracting Officer may adjust period of Performance if it is justified by the Contractor prior to award. Liquidated damages will be assessed as provided in the contract for failure to complete the work within the specified time.

8. PHASING REQUIREMENTS AND HOURS OF OPERATION/DAILY WORK HOURS:

a. Building will be occupied at all times during construction. Contractor to work with the Government and building occupants to develop a work schedule that minimally displaces and impacts occupants in office areas.

b. Contractor to provide a schedule for Government approval on roofing work.

c. Contractor to provide a Phasing/ Work Schedule for all window and door restoration work that includes floor, room location and dates. Schedule to be approved by the

Government before any work begins.

d. Normal working hours are 0730-1700 Monday through Friday.

e. The contractor will be required to schedule a service utility shut down for demolition of existing lighting and re-installation after normal hours if required.

9. GOVERNMENT FURNISHED ITEMS

10. NOTED CONTRACTOR REQUIREMENTS:

10.1. Prior to Contract Award:

10.1.1. Attend a Pre-Bid site visit to verify measurements, quantities and investigation of existing site conditions.

10.2. After Contract Award:

10.2.1. Submit work plan, schedule, and shop drawings describing the roof replacement and all aspects of the work.

10.2.2. Submit work plan and schedule for the window and door restoration that covers all aspects of the work.

10.2.3. Coordinate with Government Representative the location of project laydown and storage area.

10.2.4. Contractor to submit Monthly Progress Reports

10.2.5. Contractor is responsible for protecting furniture, covering, moving, storage and reinstallation during the historical window restoration work for each room.

10.3. Debris and Cleanup: Upon completion of the workday, the contractor shall leave the work area in a clean manner. Secure all construction materials and debris after hours and on weekends to prevent wind scattering the material and creating a hazard and foreign object debris (FOD). All project generated debris and waste shall be removed from the site and disposed of at an appropriate location off post.

10.4. Toilet Facilities are not available, contractor to provide appropriate facilities for workers.

10.5. After construction completion and prior to final payment, the contractor shall provide the following:

10.5.1. Contract Closeout per specification section 01 77 00.00 20

10.5.2. Roof Warranty documents as per specification section 01 80 00.10

10.5.3. Warranty of Construction per specification section 01 78 36.00

10.5.4. “Red Marked” As Built documents to the Government that indicate all changes made during construction that deviate from the original Design Documents.

Supplemental Solicitation Information

Specifications that are applicable are listed below and are attached at the end of the solicitation/contract:

WORKING HOURS

Work during Federal Holidays, weekends and/or after normal business hours are not permitted under this contract. Contractor may submit a waiver request to the Contracting Officer. The waiver request shall be submitted in writing at minimum 7-calendar days in advance of the proposed work.

Contractor shall ensure that all work conducted during a Federal Holiday, weekend and/or after hour is still open/exposed such that government can inspect the work. Approval of the waiver will only be provided, if the work is deemed necessary or found to be in the best interest of the government. Contractor shall proceed to schedule work during these periods only after receiving written approval of the waiver from the Contracting Officer. Normal business hours are considered to be from 0730-1700 hours. Weekends are considered to be every Saturday and Sunday. The following legal holidays are observed by the Federal Government:

NOTE: Any of the above holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday.

JBSA REQUIREMENTS

Smoking in AETC Facilities. Contractors are advised that the Commander has placed restrictions on the smoking of tobacco products in AETC facilities. AFI 40-102, Tobacco Use in the Air Force, and its AETC Supplement I, outline the procedures used by the Commander to control smoking in facilities. Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas.

Utilities Conservation. The contractor will be required to participate in government energy conservation programs. For the purpose of this contract, utilities such as water, electricity, etc., will be furnished by the government at no cost to the contractor. Long distance and Defense Switched

Network (DSN) telephone services will not be provided.

Availability of Utilities Services. Notwithstanding the provisions of the contract clause FAR

52.236-14, Availability and Use of Utility Services, all reasonable required amounts of water, gas, electricity, etc., essential to contract performance shall be made available, at no cost to the contractor, from existing outlets and supplies. All temporary connections, outlets, and distribution lines as may be required will be installed by the contractor at the contractor’s own expense.

Inspection and Acceptance. 502D Civil Engineer Squadron (CES) is designated as the office responsible for inspecting the work while the Contracting Officer (CO) is responsible for final acceptance of the work.

Cell Phone Usage. Contractors are advised that cellular telephone usage when approaching and entering any installation entry gate, driving on the installation or exiting JBSA is prohibited. The

502D Security Forces Squadron (SFS) is strictly enforcing those found in violation and are subject to be ticketed.

JBSA Traffic Code. The following Traffic Codes will be enforced and apply to all personnel operating vehicles Joint Base San Antonio (JBSA). They are extracted from Air Force Manual 31-

116, Joint Base San Antonio Supplement; 27 August 2015. For a complete listing of all JBSA

Traffic Codes and all other applicable traffic policies and procedures, please contact the

Contracting Office for a copy of Air Force Manual 31-116 entitled Air Force Motor Vehicle

Traffic Supervision.

Quiet Hours. The quiet hours on JBSA housing and dormitory areas are between 2200-0600 daily.

Quiet Zones. All motor vehicles, including automobiles, trucks, motorcycles, and off-road vehicles

(ORV) are prohibited from being operated in the on base residential areas, in such a manner as to create a disturbance of the peace. Accelerating a vehicle in such a manner as to cause a loud or unusual noise, or exhibition of speed, is prohibited. Offensive music or similar offensive audio

(cursing, racial, or sexual slurs) noise emanating from a vehicle at any distance is prohibited. The vehicle operator will be identified and AF Form 3545 will be accomplished and, if necessary, the vehicle operator will be apprehended.

Civilian traffic offenders will be issued the DD Form 1805*, except when the offender is operating a GOV.

Issuance of DD 1805, United Sated District Court Violation Notice.

Hours of Work. The normal duty hours of work on JBSA are from 07:30 a.m. to 5:00 p.m., Monday thru Friday excluding holidays. The lunch period for the contractor requiring escorts is from 11:30 a.m. to 12:30 p.m. Access to work sites may be restricted to these hours and days. For work during other than normal duty hours, the contractor shall submit in writing for the Contracting

Officer’s approval, a notice of any period of scheduled work at times other than normal duty hours for work specified above. This notice shall be submitted no less than three (3) workdays prior to each period of work scheduled at times other than normal duty hours of work including Federal

Holidays.

Fire Safety Guidance. The contractor will be required to comply with the Fire Prevention Program regulations/guidance of the military installation to be serviced under this contract. The name(s) of the installation(s), the applicable regulation/title, and the point(s) of contact where the regulations/guidance may be reviewed are listed below:

Technical Representatives. 502D CES/CEPMD is designated as the technical representative to ensure project progression, workmanship, and inspection of materials for work being performed under this contract. This clause in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms and conditions of the contract.

Recording and Preserving Historical and Archeological Finds. All items having any apparent historical and archeological interests which are discovered in the course of any construction activities shall be carefully preserved. The contractor shall leave the archeological find undisturbed and shall immediately report the find to the Contracting Officer.

Field Changes. The contractor and the government may agree to perform a no cost field change.

Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the Contracting

Officer prior to execution.

502D CES/CEV HAZMART. The awardee will be required to register prior to performance with the 502 CES/CEA HAZMART. The contractor shall obtain the contractor authorization worksheet from 502 CES HAZMART. (210-671-0333 Bldg. 5595) This is to be accomplished immediately after receipt of award or Notice of Award. The contractor shall provide an inventory and MSDS of all HAZMAT to be used or stored on JBSA prior to beginning performance. The contractor shall submit a monthly usage report for all HAZMAT consumed during the preceding month to 502

CES/CEA HAZMART by the fifth work day of the subsequent month.

The Contracting Officer (CO) is the only person authorized to approve changes or modify any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the CO. In the event the contractor effects any such changes at the direction of any person other than the CO, the change will be considered made without authority and no adjustment will be made in the contract price to cover increase in costs incurred as a result thereof.

Contractual problems, of any nature, which might occur during the life of the contract, must be handled in conformance with very specific public laws and regulations (i.e., Federal Acquisition

Regulation), and must be referred to the CO for resolution. Only the CO is authorized to formally resolve such problems. Therefore, the contractor is hereby directed to bring all such contractual problems to the immediate attention of the CO. Any request for contract changes/modification shall be submitted to the CO.

The contractor and the Government may agree to perform a no-cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated line items. An example of a field change is: rerouting planned location of a sidewalk to avoid a tree (when quantities are not changed). All field changes must be approved by the CO prior to execution. All correspondence concerning this contract, such as requests for information (RFI), explanation of terms, and contract interpretation, shall be submitted to the CO.

NOTICE TO PROCEED (NTP)

NTP is a Government notice that directs the contractor to proceed with the performance of work called for by the contract. The performance period for this project will begin upon receipt of the

Notice to Proceed. At the beginning of a project, after bonding has been submitted and approved, the Contracting Officer shall initiate a Notice to Proceed so the Contractor can submit for approval all required contractual documents and mobilize equipment. This shall not occur until after the appropriate bonds have been received by the Contracting Officer after contract award.

Consequently, if submittals or other contractual requirements are submitted prior to the established receipt date of the NTP, the contractor proceeds at their own risk until the Government provides the

NTP.

LOCAL STATEMENT

All commercial delivery vehicles are to enter and exit the South Gate of JBSA-Randolph, TX.

Entry and exit times shall be between 0600 and 1800, Monday thru Friday except Federal Holidays.

If necessary, use phone at gate for access. All contractors must log in and out with Security Forces.

All other vehicles are to enter and exit the Main Gate of JBSA-Randolph, TX. Entry and exit times shall be between 0700 and 1545, Monday thru Friday except Federal Holidays. All contractors must log in and out with Security Forces at the Visitor and Vehicle Reception Center: Pass &

Registration, Bldg. #1021 (outside the Main Gate). All contractors must have a point of contact with phone number on base prior to coming to Pass & Registration to receive a Visitor's Pass.

"SPECIAL" NOTE: Published gate operations are subject to change without prior notice during security forces responses to emergencies or other mission priorities.

All product items sold to the Government should be properly marked with manufacturer’s name and part number (Commodities Only).

DOD Policy on Elimination of Use of Class I Ozone-Depleting Substances: No DOD contract awarded on or after June 1, 1993 may include a specification or standard requiring the use of an ozone depleting chemical. The supply or service being procured by this contract has been certified as a non ODC item. If, to your knowledge, the product or service contains or will require the use of ozone depleting chemicals in the performance of this contract, you are required to notify the

Contracting Officer immediately.
