About this file

This is an Amendment of Solicitation (Standard Form 30, Amendment 0002) issued by the U.S. Air Force on February 11, 2026, for solicitation FA301026Q0006, originally dated January 23, 2026. The amendment extends the proposal submission deadline from February 13, 2026 to February 18, 2026 at 10:00 CST. The contracting activity is the 81st Contracting Squadron at Keesler Air Force Base, Mississippi, with primary point of contact SrA Joshua Brown. Offerors must acknowledge receipt of this amendment prior to submission or risk rejection of their offer.

The amendment updates the Performance Work Statement (PWS) for Airfield Management dated February 11, 2026, and modifies federal contract clauses 52.212-1, 52.212-2, and 52.222-42. The solicitation requires an SBA-certified Service Disabled Veteran Owned Small Business (SDVOSB) to provide airfield management services at Keesler AFB. Evaluation criteria prioritize past performance significantly over price, with compliance as a threshold requirement. The government requires submission of SF 1449, pricing for all contract line items, and past performance information on up to three relevant federal or commercial contracts from the past three years. An organized site visit is scheduled for February 2, 2026 at 9:30 AM CST (limited to two representatives per company, requiring pre-registration by January 30, 2026), and written questions must be submitted by February 5, 2026 at 12:00 PM CST. Equivalent wage rates for federal employees range from $25.26 to $36.64 per hour with a 36.25 percent fringe benefit factor.

Evaluation Factors for Award

Additional Regulation or Supplemental Clauses Incorporated by Full Text

The following Clause modifications were made:

52.212-2 Evaluation-Commercial Products and Commercial Services. Nov 2021 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services. (Tailored) (Nov 2021)

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor(s) shall be used to evaluate offers:

(1) Compliance with solicitation requirements

(2) Past Performance

(3) Price

Past performance is significantly more important than price when being evaluated. Compliance with solicitation requirements will be evaluated as either acceptable or unacceptable. The evaluation process shall proceed as follows:

b. By submission of its quote, the offeror agrees to comply with all solicitation requirements, including terms and conditions and representations and certifications. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

Quotes will be evaluated for compliance. Quotes submitted must be complete and include all required documents specified in the solicitation instructions to be rated as complaint. Quotes that fail to provide all the required documents and/or are incomplete will be rated as "non-complaint".

c. An offeror's proposed quote will be determined by multiplying the quantities identified in the Pricing Schedule by the unit price for each item to confirm the extended amount of each. Copies of the Pricing Schedule will be necessary in order to submit a quote for each Option Year. The total evaluated price includes the total price for base year and all option years to include pricing for FAR 52.217-8 option. The Government will evaluate the pricing for FAR 52.217-8 option based on the final period of performance in the award, but that the pricing utilized at the time of execution will align with whatever period of performance present.

Evaluation of options shall not obligate the Government to exercise the option(s). Quotes with option prices that are significantly unbalanced will be evaluated as noncompliant. Quotes that fail to price each line item will be evaluated as noncompliant. A quote using a sliding price scale or subject to escalation based on a contingency will be evaluated as noncompliant. Other than firm fixed-price offers will be evaluated as noncompliant. The price evaluation will document the reasonableness of the proposed total evaluated price for the apparent successful offeror.

For the purposes of identifying the order past performance evaluations will be conducted, offers shall be put in order according to price, from lowest to highest.

d. Using questionnaires and CPARS, the contracting officer shall seek relevant performance information on all offerors based on (1) the past and present efforts provided by the offeror and (2) data independently obtained from other government and commercial sources. For this solicitation, recent contracts are defined as those on which some portion of performance occurred during the last three (3) years from date of receipt of quote. Relevant performance includes present/past performance effort involving similar scope and magnitude of effort as this solicitation. Relevancy ratings are defined in Table 1 below. In evaluating past

FA301026Q00060002

https://www.sam.gov performance, greater consideration may be given to information on those contracts deemed most relevant to the effort described in this solicitation. The purpose of the past performance evaluation is to allow the government to assess the offeror's ability to perform the effort described in this RFQ, based on the offeror's demonstrated present and past performance. The assessment process will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Neutral Confidence as defined in Table 2 below. Offerors with no relevant past or present performance history or with a performance record so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Neutral Confidence, "meaning the rating is treated neither favorably nor unfavorably.

Table 1. Past Performance Relevancy Ratings

Rating Definition Present/past performance effort involved essentially the same scope and magnitude of effort as this solicitationVery Relevant

Relevant Present/past performance effort involved similar scope and magnitude of effort as this solicitation.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort as this solicitation.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort as this solicitation.

Table 2. Performance Confidence Assessment Ratings:

Rating Description Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully Substantial Confidence perform the required effort.

Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will Satisfactory Confidence successfully perform the required effort.

No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence Neutral Confidence assessment rating can be reasonably assigned.

Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the Limited Confidence required effort.

Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform No Confidence the required effort.

e. Offerors may be asked to clarify certain aspects of their proposal and respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.

f. If the lowest priced evaluated offer is judged to have a Substantial Confidence performance assessment, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.

g. If the lowest priced offeror is not judged to have a Substantial Confidence performance confidence assessment, the next lowest priced offeror will be evaluated, and the process will continue (in order by price) until an offeror is judged to have a Substantial Confidence performance confidence assessment or until all offerors are evaluated. The Contracting Officer shall then make an integrated assessment best value award decision.

h. Clarifications and communications, as defined in FAR 15.306, do not constitute discussions. The government intends to evaluate proposals and make award without discussions. However, the government may determine it is necessary to conduct discussions.

i. After evaluation of quotes, the Government will furnish an offer to the successful offeror. An offer by the Government may be accepted, rejected, or countered by the offeror. An acceptance of the Government's offer shall result in a binding contract without further action by either party, unless a written notice of withdrawal is received before award.
