The project involves constructing a troop walk with specific requirements including concrete work, Armed Forces logo installation, and geotextile fabric use. Key details include: the project period of performance has been changed to 150 days, the concrete for logos will have a smooth finish, and logos will be sealed. Contractors must obtain a dig permit, and no on-site testing of geotextile fabric is required. MAHG22-1063: Construct Troop Walk

Pre-Bid Site Visit Questions and Answers

1. Can you please provide an updated scale for the drawings?

Drawings are properly scaled. The scale for the drawings is 1” = 200”.

2. Can you provide a full drawing of the area to be seal coated, with an updated scale?

Sheet C-405 and C-411 show the area that needs to have the seal coat applied. Drawings are scaled properly.

3. Can the Project duration be extended to Either 150 or 180 Days to allow sufficient Cure Time for the Concrete prior to installing painted Armed Forces Logos?

The POP has been changed to 150 days to ensure enough time for concrete curing process and painting. This is reflected in SOW version 3..

4. Can the concrete within the circles that form the Armed Forces Logos be finished smooth as opposed to the broom finish called for in the specification sheet?

Smooth finish is preferred for the logos.

5. Do you require the Armed Forces Logos paintings to be sealed?

Yes.

6. Does it matter whether we being at the south or northern ends of the project?

No.

7. Where along this job site will we be able to lay down materials?

Lay down area will be determined at pre-construction conference.

8. Who is responsible for marking existing utilities on Base?

The Contractor is responsible for obtaining a dig permit. Call 811.

9. Are there any temporary spoil areas for re-use of good topsoil that is excavated?

No.

10. Is a company safety officer required to be on site at all times?

No, unless the Superintendent is also the safety officer. (See Question 19.)

11. Will Layout and Elevation control information be provided ? Other than on the South End where we meet or align with existing construction there is no clear way to establish exact sidewalk start, end and turning points in the field.

Dimensions on the drawings provide the length of runs for the concrete. A scale is provided on the drawings to determine where the Troop Walk will begin.

12. Can we get a better spec for the Geotextile Fabric? Either Manufacturer and product info or an ASTM # will work.

In the specifications provided for Geotextile Fabric, the ASTMs that it must meet are all referenced.

13. Will On-site Testing of Geotextile Fabric as per Spec Section 31 05 19.13 Geotextile Fabric - 1.1.1.10 ASTM D6241 (2014) Standard Test Method for the Static Puncture Strength of Geotextiles and Geotextile- Related Products Using a 50-mm Probe 1.1.2 U.S. ARMY CORPS OF ENGINEERS (USACE) Be Required ?

No, we will require a submittal to be approved for Geotextile Fabric. No on-site testing is required for this.

14. The Demo Plans call for approximately 20 Trees to be removed and the Stumps to be ground down. We do not think we will be able to get 95% compaction on the existing soils as required by Detail 1 on Dwg C-301 in the areas of these stumps and would recommend removal of Stumps completely and importing fill.

Stumps cannot be fully removed, and the compaction can be evaluated site by site.

15. Does Detail 4 on C 301 Control Joint Detail apply to all control Joints or only where the New Troop Walk meets an Existing Section of the Troop walk?

Control joints are only where new sidewalk will meet the existing sidewalk.

16. Spec Section 32 16 19 Concrete Curbs, gutters, sidewalks States “3.10 DETECTABLE WARNING SYSTEM 3.10.1 Install Detectable Warning Systems required by Contract plans in accordance with ICC A117.1, Section 705, and by manufacturers' installation instructions.” No Detectable warning strips are shown on the plans, will these be required? Spec Section 03 30 00.

No, they are not stated in the plans to install.

17. Cast In Place Concrete states: Para.1.6.4.1 Slab Finish Sample 1.6.4.1.1 Install a minimum of 10 foot by 10-foot slab. Slab finish sample must not be part of the final project. Finish as required by specification.

A sample slab is not required for this project. Addendum 1 has been issued to reflect this change in the Specifications.

18. Does the Sample Panel Need to have Geotextile Fabric and Stone Base or the sample to review the Surface Finish only.

A sample slab is not required for this project. Addendum 1 has been issued to reflect this change in the Specifications.

19. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

No, the Superintendent cannot fill all 3 roles. The Super and Safety Officer may be one individual, but the Quality Manager needs to be a separate individual. The Safety and Quality Control roles may be the same person.
