MAHG FA301023R0001 Bryan Hall Clarifications and Questions/Answers 20230405
QUESTIONS:
1. Siemens Fire Finder is the only acceptable system (note 66). Edwards EST 3 is widely used on the base. The largest fire alarm system by far on the base is the Medical Center and it has an EST 3 installed. Please verify that Edwards and Notifier are not acceptable as equals to Siemens. The UFC Code changed so as not to require a fire alarm & a mass notification strobe. It is now only one device with "Alert" markings on it. Have to have clarification on this.
RESPONSE: Provide Fire Alarm and Mass Notification System (MNS) as specified, or equal. System shall be equal to Siemens and Monaco BTX system, and compatible with Monaco BTX. In lieu of Amber Strobes, clear or white strobes shall be used marked with the word 'ALERT' for the Mass Notification System per UFC 4-021-01.
LED type test signs shall be installed for MNS and Fire Alarm system if present.
2. Are the ATS switches required to have Maintenance Bypass on the Bryan Hall project?
RESPONSE: A Maintenance Bypass Switch is to be required. See Specifications Attachment 14.
3. By the lighting drawings for this project the half shade light fixture symbols on the drawings are required to have a Bodine GTD in each light fixtures. The Bodine GTD device requires a circuit form the normal power panel and the emergency (generator) panelboard. According to the NEC electrical code emergency power and normal power cannot be in the same raceway. Is the contractor going to be required to install a separate raceway with the emergency power conductors to each of the light fixtures with the Bodine GTD devices? Is a separate lighting whip going to require to be installed for the emergency power conductors to these light fixtures?
RESPONSE: Install the emergency power system in accordance with NEC Article 700.10.
4. Will the light fixtures Bodine GTD require emergency relay power with nLIGHT
Emergency RPP20 D 24v G2 (RE symbol on the drawing) relay pack in the rooms and corridors?
RESPONSE: The drawings are correct as shown. Provide per Contract Documents.
5. The CYBERSECURITY FOR FACILITY-RELATED CONTROL SYSTEMS 25 05 11 part 3 is requiring testing. What is the testing requirement for the light control for CYBERSECURITY FOR FACILITY-RELATED CONTROL SYSTEMS? The specification is not clear on how to test or what the testing requirements are for lighting controls.
RESPONSE: Specification section does not note a testing requirement for the lighting systems, only the other systems as stated therein. We provide a data drop at the lighting control panel to facilitate remote programming of the lighting control system, however, a network connection to this system is not required for the system to operate. The Government does not allow Bluetooth capabilities for the control panel.
6. The CYBERSECURITY FOR FACILITY-RELATED CONTROL SYSTEMS25 05 11-part 3 paragraph 3.16 cybersecurity training for this project. What is the training requirement for cybersecurity for this project?
RESPONSE: Provide in accordance with the requirements stated in Section 25 05 11 Paragraph 3.16.
7. Does the government have a point of contact from a previous project it can provided for the cost to provide CYBERSECURITY FOR FACILITY-RELATED CONTROL SYSTEMS 25 05 11?
RESPONSE: POC: Mr. Rob Baker, CES, 228-376-8419, email: robert.baker.56@us.af.mil.
8. Per the specification seismic bracing is required for Seismic Design Category "D" but Drawing SOOO shows Seismic Design Category "C" - See Below.
RESPONSE: See Addendum – Category “C” requirements should be followed.
9. Discipline: Architectural Sheet: I402
Detail:
Spec: Section 08 71 10 r – Door Hardware Sets
Author: GKH mailto:robert.baker.56@us.af.mil
Question: The Lobby – South Interior Elevation 5 on Drawing Number I402 includes a note that points to the left side of the interior side of the aluminum frame and door entrance (Door 1-0A) and states, “ADA Door Push Button.”
However, no information about this “ADA Door Push Button” is included anywhere else in the contract drawings or specifications. Additionally, Door Hardware Set 6.0 does not include any requirement for an “ADA Door Push Button.” Further, there is no electrical power indicated on the electrical drawings to be provided at this location.
Will the Government please confirm that this “ADA Door Push Button” was erroneously included on the Lobby – South Interior Elevation 5 on Drawing Number I402 and is not required?
If the “ADA Door Push Button” is required, please clarify what specifically is required?
For example, is there only a push button on the inside of the entrance or also on the outside?
What does the “ADA Door Push Button” operate? (There are no other devices, such an automatic door operator at this door.) Does the “ADA Door Push Button” operate one of the two door leaves?
RESPONSE: Door “1-0A” does not require an ADA pushbutton.
10. Discipline: HVAC Sheet: M111 to M120

Question: The ductwork layout drawings included on Drawing Numbers M111 to M120 of the contract drawings include many locations where the new ductwork is indicated to be routed through existing cast-in-place concrete walls.
According to the original construction documents (as-built drawings) provided with
Amendment No. 0002, these cast-in-place concrete walls appear as though they may be structural walls.
There are no design details included on the structural drawings for this project regarding how to construct new openings within the existing cast-in-place concrete walls.
Will the Government please clarify if any structural reinforcement is required to be provided at the new ductwork openings in the existing cast-in-place concrete walls, or if the bidders are to assume the new openings can be simply cut into the existing cast-in-place concrete walls (without structural reinforcement) as currently shown on the contract drawings?
RESPONSE: The concrete wall structure alternates with gyp bd and metal stud infill.
The contractor is to route the ductwork (and piping, conduits, etc.) between the concrete panels, not through the concrete panels.
CHANGES TO PROJECT MANUAL:
1. 21 13 13 – Wet Pipe Sprinkler Systems, Fire Protection: Paragraph 2.3.3; Change the Seismic Design Category from “D” to “C”.
