11-1-042 / 21-006 AD2 - 1 ADDENDUM 2

Amendment 3 Questions and Answers for MAHG 11-1042 Bryan Hall Renovation

QUESTIONS:

1. Discipline: Contracting / General

Sheet:

Detail:

Spec: Amendment No. 0002 – Addendum No. 1 – Questions & Response; Section 01 35 26 –

Governmental Safety Requirements; Section 01 45 00.00 20 – Quality Control

Question: Please reference Question(s) and Response(s) Numbers 57, 58, 81, and 82 included with Amendment No. 0002 for context of the question below.

The Government’s response to Question Number 82 “Can the QC Manager perform a dual role? E.g. QC/Superintendent or QC/SSHO” was “No. See addendum Section 01 35 26, 1.6.1.1.1.”

Subpart 1.6.1.1.1 of Section 01 35 26 of the specifications agrees with the Government’s response by stating, “The SSHO may not serve as the Quality Control Manager” (in other words, not allowing the QC Manager to perform a dual role as per the Government’s response to the question).

However, there is a contradiction in Subpart 1.5.1.1 of Section 01 45 00.00 20 of the specifications, which states, “In addition to implementing and managing the QC program, the

QC Manager may perform the duties of Project Superintendent. It appears that the Government inadvertently included this sentence in the specifications.

Will the Government please clarify and confirm for all of the bidders that the Quality Control

Manager is required to be a separate full-time individual (i.e., not a dual role), who is assigned no other duties (i.e., cannot be the Project Superintendent and cannot be the SSHO)?

RESPONSE: The QC Manager is required to be a separate position than that of the

Project Superintendent, and the SSHO.

Please reference the revised Section 01 45 00.00 20 – Quality Control included within this addendum.

2. Discipline: Demolition / Architectural

Sheet: Amendment No. 0002

Detail:

Spec:

Question: Within Amendment No. 0002, the Government revised one of the symbols in the

Building Demolition Legend on Drawing Numbers AD101 (AD101r), AD104 (AD104r), AD105

(AD105r), and AD106 (AD106r) of the contract drawings from “Demolish Raised Access

Flooring and Topping Slab” to now state “Demolish Raised Access Flooring.”

Additionally, Keynote D04 on Drawing Numbers AD104 (AD104r), AD105 (AD105r), and AD106

(AD106r) was revised from stating “Remove existing raised computer flooring system including jacks, stair treads, stair risers, etc. Remove associated concrete fill sub-base (Typ. 2” – F.V.)

and hot-mopped felt layer beneath (typ)” to now state “Remove existing raised computer flooring system including jacks, stair treads, stair risers, etc.”

11-1-042 / 21-006 AD2 - 2 ADDENDUM 2

In essence, Amendment No. 0002 removed all references to the existing “Topping Slab” and/or

“concrete fill sub-base (Typ. 2” – F.V.) and hot-mopped felt layer beneath (typ)” located below the existing raised access floor systems.

However, the Government also provided the as-built drawings with Amendment No. 0002.

These as-built drawings (specifically, Pages 20, 21, and 22 of 74 of the .pdf file) clearly indicate that there is a 2” concrete topping slab, copper radio frequency (“RF”) screen, and a 2 -ply waterproof membrane located below the existing raised access floor systems, which is constructed above the elevation of the existing finished floor elevation. Please see three details below from the as-built drawings indicating existing concrete below the raised access floor systems.

It is unclear why the Government revised the referenced contract drawings in Amendment No.

0002 to remove all references to the existing “Topping Slab” and/or “concrete fill sub-base (Typ.

2” – F.V.) and hot-mopped felt layer beneath (typ)” located below the existing raised access f loor systems.

Please clarify if the bidders are to include the cost of demolishing and disposing of the existing

2” concrete topping slab, copper radio frequency (“RF”) screen, and a 2 -ply waterproof membrane located below the existing raised access floor systems with their bids. If not, the

11-1-042 / 21-006 AD2 - 3 ADDENDUM 2

elevation of the floors in these rooms will be approximately two inches (2 ”) too high to accommodate the new floor finishes.

RESPONSE: 2” topping slab was not found during field investigations and reference of it was removed in previous amendment.

3. Discipline: Electrical

Sheet: E-001, E-100

Detail:

Spec:

Question: Reference is made to the Government’s responses to Pre-bid Inquiry No. 62 and 97.

In the Government’s response to Pre-bid Inquiry No. 62 the Government clarif ied which portions of the medium voltage scope will be performed by City Light and Power and which portions will be completed by the Contractor. However, the response did not directly answer the question of whether the Government will contract and pay City Light and Power for their scope of work, but implies that the Government will do so. The Government’s response to Pre-bid inquiry No. 97, which follows a series of questions about temporary utilities, indicates that the “Contractor may incur expenses with City Light and Power”. Please confirm our understanding that the

Government will contract with and pay City Light and Power for the work it will perform associated with the new electrical service to the building and that the Contactor is only responsible to payment to City Light and Power for any temporary power, during construction, that is needed by the Contractor, that is not related to the existing or new permanent electrical services to the building.

RESPONSE: See revisions to previous question responses.

4. Discipline: Electrical

Sheet: E504

Detail: 2

Spec: 28 31 76

Question: Reference is made to the Government’s response to Pre-bid Inquiry No. 66. Boland sought clarif ication on the requirements for the FMNP as there was a conflict between the drawings which require a “Siemens Model Finder FMNP” and the specifications which permit any manufacturer that meet the technical requirements of the specifications. The response provided by the Government was “Provide per drawings and specifications.” The response does not provide any resolution of the conflict. Please advise whether the FMNP is to be manufactured by Siemens as indicated on the Drawings (which would also necessitate other

Siemens FA/MNS components) or whether any manufacturer meeting the requirements of the Specifications will be acceptable.

RESPONSE: Siemens is the basis of design. Any manufacturer meeting the requirements of the Specifications will be acceptable.

5. Question: Openings A110B, B115A, B119A, B120A, B136B, D209 have no hardware sets on the hardware schedule. You have opening A110A on both hardware sets 3.0 and 3.1 Open ing

D209A and was added to the revised hardware set in the previous amendment. Opening

A110A is in Hardware Set 3.0 per the revised hardware set in the previous amendment.

See this amendment for revision to Opening 1-1C. See Sheets A601, A602, and A603 for information on unequal pairs. Overall width is listed in Opening Schedule. Door Types on

A603 show that one leaf shall be 3’-0”. See previous amendment for Sheet A100 for locations of Openings D001A, D001B, D001C, D100A, D101A, D101B, and D101C.
