COMBINED SYNOPSIS/SOLICITATION
Pilot Training Transformation Device Support Services III
Joint Base San Antonio (JBSA)-Randolph TX
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice and attachments. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued.
2. Solicitation number FA300225R0010 is issued as a Request for Proposal (RFP) in accordance with FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The Government intends to award one (1) firm fixed price (FFP) contract resulting from this solicitation. This acquisition is set-aside 100% for small businesses and is being competed under FAR 13.5 Simplified Procedures for Certain Commercial Items.
3. The solicitation documents and incorporated provisions and clauses are those in effect through The Federal Acquisition Circular 2025-03, effective 17 Jan 2025.
4. This solicitation is issued as a competitive 100% Small Business Set Aside. The applicable NAICS Code is 541519 – Other Computer Related Services, with small business size standard of $34M.

The offeror shall propose and insert a whole unit price, with no decimal places, for each FFP CLIN in Atch. 6 – DSS III Price Proposal Spreadsheet. The proposed prices must be based on Service Contract Labor Standard Wage Determination(s) (WDs) IAW FAR 52.222-41. The offeror is responsible for providing labor classifications from the WD, if any, that will be used to perform the requirements of the PWS. If a classification considered necessary by the offeror for performance of the work is not listed on an applicable WD, after evaluation of proposals the offeror must initiate a request for approval of an additional classification along with the proposed wage and benefit rates for that classification IAW the guidelines identified at www.wdol.gov.
6. Description of services to be acquired:
The Contractor shall provide all services and equipment necessary to install, maintain, and support new and existing PTT devices. Devices currently fit into the following classifications:
common Immersive Training Device (cITD), enhanced Immersive Training Devices (eITD), and Helicopter Immersive Training Device (HITD). Any new classifications will need to be defined and evaluated prior to inclusion in this scope. The Contractor shall support 142 ITDs and up to 30 Instructor Operating Stations (IOS) at the following locations: Joint Base San Antonio (JBSA) – Randolph, TX; Columbus Air Force Base (AFB), MS; Laughlin AFB, TX; Vance AFB, OK, Sheppard AFB, TX; and Fort Novosel, AL. The Contractor shall maintain a common software interface to integrate current and future PTT software and hardware components as required by program goals, hardware solutions for the cockpit simulation environment, and on-premises network and data architecture hardware and support, as appropriate for deployed training systems. See Attachment 1 – Performance Work Statement (PWS), dated 13 Mar 2025.

Delivery and acceptance of services will take place at the HQ 19 Air Force, JBSA-Randolph TX.

8. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, and attached addenda apply to this acquisition. See Attachment 2 – Addenda to FAR 52.212-1, Instructions to Offerors, dated 23 Apr 2025.
9. The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, and attached addenda apply to this acquisition. See Attachment 3 – Addenda to FAR 52.212-2, Evaluation Criteria, dated 29 Apr 25.
10. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.
11. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Products and Commercial Services, applies to this acquisition.
12. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Products and Commercial Services (June 2023) applies to this acquisition.
13. The clause at FAR 52.232-18, Availability of Funds (Apr 1984) applies to this acquisition.
14. This solicitation includes FAR Provisions 52.204-24 – Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021), FAR 52.204- 25 – Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021), and FAR 52.204-26 – Covered Telecommunications Equipment or Services-Representation (Oct 2020). Carefully read and complete the fill-ins for Provision 52.204-24, paragraphs (d)(1) and (d)(2) and provide a disclosure at (e)(1) if applicable.
The Offeror will provide a disclosure as part of their proposal if the Offeror has responded “will” in their representation in paragraph (d)(1). In addition, carefully read and complete the fill-in for Provision 52.204-26, paragraph (c). See Attachment 4 for list of Provisions and Clauses that will be included in the resultant contract.
15. The Defense Priorities and Allocations System (DPAS) and ratings do not apply to this acquisition.
16. Notice to Offeror: Funds are not presently available for this effort. No award will be made under this RFP until funds are available. The Government reserves the right to cancel this RFP, either before or after the closing date for receipt of proposal. In the event the Government cancels this RFP, the Government has no obligation to reimburse the offeror for any cost.
17. Questions pertaining to the Solicitation or any of its attachments shall be submitted via email to the POC listed below NLT 4:00 PM (CST) on Friday, 16 May 2025. No other means of communicating questions will be accepted for this solicitation.
