Question, Comment or Recommendation AETC BOS MAC IDIQ Team Answer

We understand the need for AETC to select the most qualified firm(s) to be selected for this important contract to provide BOS services throughout all the AETC installations. Have you considered using a best value trade-off? What factors are you going to consider for additional weight?

At this time, the Government is developing the strategy to evaluate and execute an AETC wide MAC for BOS services, in which, the Government has not yet finialized how vendors will be selected as most qualified. At the MAC level, the Government does not anticipate LPTA contracts; however, at the task order level, the Government is considering all acquisition stratigies within the best value continuim.

What are the govt goals for subcontracting with AbilityOne? USAFA contract with AbilityOne would be an example.

The Government has not yet finialized the government goals for subcontracting.

When do you anticipate releasing the draft solicitation? When do you anticipate posting the solicitation?

The Government's goal is to post a draft solicitation for industry feedback @ 3rd QTR

FY25.

Will task orders be all the service areas for each base or will the task orders be individual service in each base?

The Government does not anticipate awarding all 21 PWS service areas as part of a single task order; and therefore, Task Orders issued will be according to the individual needs at each base.

MAC selection criteria potentially not including the cost. Can govt expand on that approach?

The Governemnt does not intend to evaluate price/cost at the MAC level.

6 How many awards do you anticipate? The Government does not have an anticipated number of awardees at this time.

Will the government accept industry recommendations as they come up or should they wait for the RFIs to come out?

The Government is open to discussions with Vendors all the way up to right before Final RFP is offically released. Please send email to coordinate with Manuel Saldana (GOV PM) and Scott Springer (GOV PCO). Additionally, the Government intends to send an industry survey by the end of Sep '24.

8 Are you able to share the list of all participants in the Virtual Industry Day? Yes, the Government will share.

We noticed that Publication Management is included in the list of services sought under this industry day. Could you expand on what AETC is seeking in this area?

Publication Mgmt will be specifically addressed at the indivdual task order level;

however, in general terms, the USG anticipates the offeror will function as the POC and functional expert for the creation, analysis, design, production, revision, standardization, dissemination, and maintenance of all standard publications and forms.

Vendor X, has in-depth knowledge and expertise in ideation, requirements deliberation, and product delivery of Microsoft Power Platform products and integration with the Microsoft environment and services. Is there an intent to lay down a standardized customer engagement or intake process for some or all of these services, by which Microsoft products can support? Secondly, is there any interest in layering in meaningful voice of the customer tools, such as feedback and user testing sessions?

At this time, the Government does not specifically anticipate standardized customer engagement/intake processes or feedback/user testing sessions; however, the USG does anticipate receipt of innovative ideas that save money or increase efficiencies.

Is there any desire to integrate these services with DAF-wide platforms, such as myFSS?

At this time the Government does not anticipate integrating BOS services with DAF-wide platforms; however, the USG anticipates receipt of innovative ideas that save money or increase efficiencies.

Do you see the MAC being open/awarded as a full MAC contract? While the Government is still finalizing its acquisition strategy, currently the work being performed was competed as 100% SB set aside with one base awarded as competitive 8a.

13 Is it possible to email your slide to share with corporate management? The industry day slides will be posted to SAM.gov.

Is there an intention to have opportunities for large business? While the Government is still finalizing its acquisition strategy, currently the work being performed was competed as 100% SB set aside with one base awarded as competitive 8a.

MAC procured first; then Task Orders. Will they be done separately? Not at the same time as the MAC?

The Government anticipates award of an AETC-wide BOS MAC with a 10 year ordering period, followed by individual Task Orders issued off the MAC as requried.

Would a contractor that does not have a robust past performance in several locations be a limiting factor?

The Government does not have a set strategy for evaluating the offerors at this time.

AbilityOne language: will it be carved out in terms of percentage? Or will a specific task be carved out for AbilityOne?

The Government has not yet finialized the strategy for inclusion of Ability One.

Currently your SB set aside is limited to SB, 8A, SDVO and SDVOSB. The first two are covered by your FOUR current 8a venders. The second two are covered by your one SDVOSB awardee. The SDVOSB' value is significantly lower then the 8a. Are you considering WOSB or HubZONE requirements.

The information contained in this question is inaccurate.

While the Government is still finalizing its acquisition strategy, currently the work being performed was competed as 100% SB set aside with one base awarded as competitive 8a.

How were the bases that will be on the MAC determined? AETC HQ? JBSA Randolph? Others? Are you considering adding other bases to this MAC?

The existing BOS contracts at Maxwell AFB, Laughlin AFB, Keesler AFB, Vance AFB and Sheppard AFB will be included in the scope of this contract. Any AETC base will have the opportunity to execute a task order that is within scope of the AETC

BOS MAC.

Have you considered including Post Office, Honor Guard and Food Service The existing BOS contracts at Maxwell AFB, Laughlin AFB, Keesler AFB, Vance AFB and Sheppard AFB will be included in the scope of this contract. The existing scope of these effort does not include Post Office, Honor Guard or Food Service. The Government does not intend to extend the scope beyond these 5 existing requirements.

Would MAC be open to just AETC or would it be open to all AF and Space Force? The scope of this effort is for AETC bases only.

22 This may be a crazy question but will the election affect this program at all? The Government does not expect the election to affect this acquisition effort.

What opportunities will be bid as full and open and what opportunities will be bid as small business or 8a? You have a very small pool of opportunities here within this MAC, specifically these five bases. So I’m not sure how that would be done on a full and open standpoint versus a small business or an 8A condition.

While the Government is still finalizing its acquisition strategy, currently the work being performed was competed as 100% SB set aside with one base awarded as competitive 8a.

Can Luke AFB pick something up off the high level? Any AETC base will have the opportunity to execute a task order that is within scope of the AETC BOS MAC.

Are you looking at breaking up these task orders into smaller task orders? The Government does anticipate breaking up the existing efforts into smaller task orders.
