Performance Work Statement (PWS) (version 2, dtd 12 Sep 17) New Electronic Door Access System Building 856 and 857 Vision Statement
Remove, replace Door Access System so it is compliant Federal Information Processing Standard (FIPS) 201, a stand alone system.
1 Introduction
Air Force Security Assistance Training Squadron (AFSAT) requires new hardware FIPS complaint Electronic Door Access System Building 856 and 857.
1.1 Background on AFSAT
AFSAT is the executive agent for all USAF sponsored international training and education. The squadron implements and approves USAF-sponsored security assistance training, monitors the progress of training and the welfare of USAF-sponsored international students, and provides guidance for implementation of the Department of Defense (DoD) International Program. Each year, Air Education and Training Command (AETC) members train or facilitate training for more than 9,000 students from more than 142 nations attending flying, technical, medical and professional education and training.
1.2 Scope
AFSAT needs Electronic Door Access System Building 856 and 857 installed. The old system and cypher locks needs to be removed and taken away. Hardware required to be installed:
Programmable door controller allowing AFSAT personnel to program individual personnel access to building, set door lock and unlock times. The software to run the system (easy to operate by untrained personnel)
Panic lock down switch installed in each building to allow on demand lock down of all doors with installed systems.
CAC Card enroller to register new users
Keyboard to input required data
Computer Monitor
Battery Back Up that lasts 8 hours CAC Card Readers at 8 entrances (see attached building maps) with locks on 8 entrances with electronic latch locks that allow key override. CAC Card Readers need to have their own power supply.
Egress motion sensors on 8 entrances allowing personnel to exit the building in all modes. Must be operational during any and all emergencies.
2 General Requirements
This section describes the general requirements for this effort and the following sub-sections provide details of various considerations.
2.1 Non-Personal Services
The services performed under this contract shall be non-personal in nature. The USG will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) within 24 hours.
2.2 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3 Certification and Training
The Contractor shall comply with certification and training required by all federal, state, and local laws/regulations to execute the requirements of this contract. The Contractor shall maintain training records and certification shall be documented and provided for USG review. At a minimum, these training records shall contain all individual qualifications, the name of the individual that provided the training, the date training was conducted or completed, and the due date for recurring training. The documentation shall be submitted in electronic format within 24 hours after AFSAT TPM/COR, CO request.
2.4 Employee Potential Threat
The Contractor shall not employ a person for work on this contract if such employee is a potential threat to the health, safety, security, or general well-being of any personnel and/or the operational mission.
2.5 Contractor Manpower Reporting Application
If directed by the CO, the Contractor shall report all Contractor labor hours (including sub-contractor(s) labor hours) required for performance of services provided under this contract for services via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government Fiscal Year (FY), which runs 01 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than (NLT) 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting Application (CMRA) help desk.
3 Performance Requirements
The following section specifies the Performance Requirements, Performance Standards (STD) and Acceptable Quality Level (ACL) for the contract. These Performance Objectives are also documented in the Performance Requirement Summary (PRS) which takes the place of the Service Summary for this PWS.
3.1 Provide a new Electronic Door Access System Building 856 and 857 that is FIPS compliant
Performance Standards
a) Standard: Remove and dispose of current Electronic Door Access System Building 856 and 857.
AQL: All current support systems are removed and disposed of without damaging building 856 or 857. All loose material removed.
b) Standard: Install new Electronic Door Access System Building 856 and 857 as detailed in PWS paragraph 1.2.
AQL: All components installed as described in paragraph 1.2.
c) Standard: All hardware and software is FIPS complaint to 201 standards.
AQL: 100% Compliance.
d) Standard: Provide 1 year warrantee on all hardware and software. System shall be 99% reliable and if it breaks down it will be repaired under warrantee with in one business days of notification of failure.
AQL: In the first year, the system is 99.9% reliable.
e) Standard: Clean all packing material and or other debris from work site upon work completion.
AQL: 100% Compliance.
f) Standard: All removal and installation completed within 5 business days for each building, for a total of 10 business days from start to finish. Building operations are from Monday – Friday (Except Federal Holidays), 6:00 AM – 6:00 PM.
AQL: All actions completed within 5 business days, for a total of 10 business days.
g. Standard: Each lock will have the current USG lock core transferred to the new assembly so the USG master can lock each door after modification. All doors shall be lockable at the end of the duty day (1800 hours) during installation.
AQL: 100% Compliance.
3.2 Provide maintenance of system after warrantee.
Performance Standards
a) Standard: System shall be 99% reliable and if it breaks down it will be repaired under warrantee with in one business days of notification of failure.

4 Special Requirements
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
4.1 Security and Safety
The following section specifies the Safety and Security Elements for the contract.
4.1.1 General Security Requirements for All Contractors.
4.1.1.1 Freedom Of Information Act Program (FOIA). The Contractor shall comply with DoD Regulation 5400.7-R/Air Force Supplement, DoD Freedom Of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The Contractor shall comply with AFI 33-332, Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The Contractor shall remove or destroy official records only in accordance with AFI 33-322 Records Management, or other directives authorized in AFI 33-364, Records Disposition Procedures and Responsibilities.
4.1.1.2 Proprietary Information. Performance under this PWS may result in contact with proprietary data categorized as FOUO or protected under the Privacy Act of 1974. Contractor personnel, although recognized as Contractor employees under the complete control of the Contractor, shall be required to comply with the directives and requirements of the base commander or authorized representative as to security standards and regulations applicable to the worksite. The Contractor shall not divulge or release data or information developed or obtained under performance of this contract, except to authorize Government personnel or upon written approval of the CO and AFSAT TPM/COR. The Contractor shall not use, disclose or reproduce proprietary data that bears a restrictive legend. Other than is specified in this contract, all generated artifacts shall become the property of the Government and shall be turned over to the AFSAT TPM/COR at the completion of this contract. Contractor personnel involved in crimes and/or other incidents of misconduct may be barred from the base by the base commander. The Contractor shall inform the CO and AFSAT TPM/COR or Alternate AFSAT TPM/COR, of any information they have relating to crimes committed by the Contractor employee(s).
4.1.1.3 Confidentiality of Information. Unless otherwise specified, all financial, statistical, personnel, and/or technical data furnished, produced or made available to the Contractor during the performance of this contract is considered confidential business information and shall not be used for purposes other than performance of work under this contract. The Contractor shall not release any of the above information without prior written consent of AFSAT TPM/COR.
4.1.1.4 Reporting Requirements. The Contractor shall comply with AFI 71-101, Volume- 1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to an appropriate authority, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.
5 Deliverables
The Contractor shall provide deliverables as described in the PWS. Deliverables shall be in the contractor provided format unless defined in paragraph 3.0 of this PWS.
