Q1. Should the first reference to Section M in Section L 2.8.2 actually be referencing Section L instead M?

Section L 2.8.2 states:

“Additionally, to the extent the matrix discloses details as to the manner the Government intends to evaluate the offeror’s proposals for award, Section M references in the matrix are for informational purposes only and the Government shall be obligated to evaluate proposals based solely in conformance with Section M of the solicitation.”

Should it instead read?

“Additionally, to the extent the matrix discloses details as to the manner the Government intends to evaluate the offeror’s proposals for award, Section L references in the matrix are for informational purposes only and the Government shall be obligated to evaluate proposals based solely in conformance with Section M of the solicitation.”

A1. Yes, the RFP now reflects Section “L” instead of Section “M”

Q2. Request clarification of whether the Cross-reference matrix for the entire proposal is expected to be added to the Table of Contents for each volume or only the portion of the Cross-reference matrix that is applicable to that volume? Additionally the language in Section L.2.8.2 conflicts with the example in Section L.4.2.

Section L.2.8.2 says:

“The offeror shall fill out the cross-reference matrix Section L, Attachment 1……..The matrix shall be added to the table of contents under each applicable volume.”

Section L.4.2 Volume Organization shows:

The Cross Reference Matrix as a stand-alone at the end of the volume.

A2. Section L.2.8.2 now states: “The matrix shall be added to the table of contents under the Technical volume. Information required for proposal evaluation which is not found or referenced and is not indicated on the cross-reference matrix, will be assumed to have been omitted from the proposal.”

Q3. Per the PWS Section 4.2.2. The contractor shall have a Saudi business license or maintain a sponsorship/teaming arrangement effort with a Saudi company. Nitaqat compliance must remain in Green/Excellent status throughout the contract.

To ensure the interpretation of the requirement is understood correctly is this statement correct?

“The company with the Saudi business license is responsible for maintaining Nitiqat compliance that continuously meets Green/Excellent through the contractual period of performance”.

A3. Only the company with the Saudi Business License can maintain the Nitiqat compliance but ultimately if this is a different company than the Prime Contractor then it will be the responsibility of the Prime to change companies if the compliance falls below Green/Excellent.

Q4. On Attachment 7, Notional Org Chart, can the boxes be changed to reflect our plan for best use of allowable FTEs, or are they fixed for specifically those items? The Org Chart is designated as Notional, but the Pricing Schedule instructions forbid any changes.

A4. Boxes can be added to reflect what the offerors plan is and if there is a box that is not utilized then no number would be associated. Additional lines are added in the Price Model under CLINS X004 through X007 for any additional personnel/boxes added.

Q5. On Attachment 7, Org Chart, there is a box for “Alternate Contract Manager” on the first page but there is no mention of an “Alternate Contract Manager” in the UGT Contract Manpower Summary pages, the CLINs in the RFP, or the PWS.

A5. The first page of RFP Atch 7 Sec L Atch 2 Notional Org Chart has been changed to reflect the correct titles of Contract Management and Contract Administration both reflective of CLIN X003.

Q6. On Attachment 7, Org Chart, there are boxes for Transportation Drivers. Are these for local general-purpose drivers that are normally in the ODCs? Student Transportation has its own

CLIN.

A6. CLIN X038 student transportation is for the costs associated with the vehicles (buses) only.

However, the transportation drivers are in CLIN X006 Logistics Support.

Q7. Attachment E, Estimated Cross Flow End Strength, shows 1,995 personnel (presumably over the 5-year contract period) but the note below it says: “Note: Beginning in 2016 cross flow student flow is projected as 700 technicians per year throughout the life of the contract.”

Depending on how you look at it, 700 per year would be 3,500 for five years or 4,200 if you include 2016 which is outside the POP of the UGT contract, both of which are significantly more than 1,995. Please clarify.

A7. Total crossflow numbers are estimated to be approximately 1,900 personnel. Beginning in 2017, estimated population would be approximately 380 persons annually. PWS Attachment E has been revised.

Q8. Starting on page 118 of the RFP under Delivery Information, the period of performances for the first pricing period (CLINs 00XX) are shown as 01-JAN-2017 TO 31-AUG-2017 (8 months).

The MAX QUANTITY for all CLIN 00XX appear to be in multiples of 12 months. The RFP_Atch_8_Sec_L_Atch_3_Price_Model Excel file also shows Estimated Quantities for the 00XX CLIN showing in multiples of 12 on Tab “Sec B-PP 1”, Pricing Period 1, creating a total evaluated price for a full year vice 8 months. Should the TEP represent a price for 8 months (POP) or 12 months (Max Est Quantity)?

A8. The instructor CLINS will remain the same quantities as this is an ID/IQ and we would only issue the amounts needed at time of the task order. However, CLINS 0001- 0007 and 0033 - 0035 now reflect 8 months.

Q9. Is the prime contractor still required to create a business relationship for a subcontractor within the PPI tool even if none of their past performance will be submitted within the proposal?

A9. Yes, the business relationship is still required. If the subcontractor …will perform major or critical aspects of the requirement – then the business relationship is required, however the offeror will decide if past performance information will be submitted.

Q10. Is a consent letter still required for a subcontractor even if they are not submitting past performance within the proposal?

A10. In reference to L.6.5. Subcontractor Letter of Consent – “Proposals must include a Subcontractor Letter of Consent executed by each subcontractor, teaming partner, and/or joint venture partner, that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor. ”

If the subcontractor …will perform major or critical aspects of the requirement – then the consent letter is required even if the offeror is not submitting past performance information within the proposal.

Q11. The UGT Manpower Summary Sheet in Atch 7 has 4 sections for instructors: 5-level, PQT, 7-level, Crossflow. Putting instructor numbers in these columns is only notional…..any snapshot in time will require a different solution based on student flow. Would you consider dropping this Summary?

A11. Removed the summary sheets.

Q12. PWS paras 3.3.5, 3.5.6, and 3.7.1 require a Weapons Safety Management Course be provided. Is it possible that you meant an Explosives Safety Course? Weapons Safety Management is a focused, specialized course for a smaller audience.

A12. PWS paras 3.3.5, 3.5.6, 3.7.1 and CRDL Table have been corrected to “Explosive Safety Course”.

Q13. Base Year Pricing: 8 months vs. 12 months. Understand that 12 months includes mobilization period but there are separate CLINs for the mobilization period. Should the base year be 8 months?

A13. Base year pricing was corrected to 8 months. Reference Q&A 8.

Q14. Section L 4.7 requires technical approach for accomplishing work requirements of the PWS with skills, quantities, aircraft type, etc. Are you expecting to see the technical solution for the “work” here, or just the staffing solution?

A14. Technical solution for delivering training.

Q15. Concerning the cost elements on the tabs for CLINs 39 and 40, why is it based on unburdened labor rates? If the employee’s position has been funded via task order, their labor would already be paid for either through the FFP Unit price or the OH applied to that position.

What costs are these CLINs attempting to recover? All non-labor cost for mobilization are covered by CLIN X042 for Visa Processing, CLIN X044 for travel, CLIN X0043 for housing, etc. Additionally, the spreadsheet asks for a daily rate but pulls the unburdened hourly rate into it.

A15. The link has been corrected to pull the fully burdened labor rate.

Q16. Per the PWS Section 4.2.2. The contractor shall have a Saudi business license or maintain a sponsorship/teaming arrangement effort with a Saudi company. Nitaqat compliance must remain in Green/Excellent status throughout the contract. To ensure the interpretation of the requirement is understood correctly, is this statement correct? “The company with the Saudi business license is responsible for maintaining Nitiqat compliance that continuously meets Green/Excellent through the contractual period of performance”.

A16. Reference Q&A 3 above.

Q17. PWS 4.2.2 and RFP L.4.4.1 – Saudi Business License

Is it the government’s intent that the Prime Contractor must possess a Saudi Business License and NITAQAT compliance, or may one of the Sub-Contractor teammates possess the business license?

A17. Reference PWS 4.2.2. and RFP L.4.4.1. bolded word. “L.4.4.1. Saudi Business License.

The Offeror shall provide documentation of their current Saudi Business License or the sponsorship/teaming companies Saudi Business License in English and Arabic (Arabic copy does not count against the Technical Volume page count).”

PWS 4.2.2. “. The contractor shall have a Saudi business license or maintain a sponsorship/teaming arrangement effort with a Saudi company. Nitaqat compliance must remain in Green/Excellent status throughout the contract. Contractor shall provide nitaqat status as part of the proposal and as requested after award to the CO.”

Q18. PWS Sections 4.1 and 4.2 IAW PWS Sections 4.1 and 4.2, the Transition/Mobilization Plan is defined as a 120-day period. However, the Phase-In Period in Section 4.2 is not defined.

Does the Phase-In Period come after the Transition/Mobilization Period, and how long is the Phase-In Period defined?

A18. Reference the bolded words in PWS Section 4.1 Transition/Mobilization Plan. “The contractor shall develop and follow a 120-day initial transition/mobilization plan submitted to the CO as part of the proposal and keep the USG fully informed of status throughout the transition period. The CO/COR will provide this information to the RSAF. The contractor shall begin phase-in after award and IAW the requirements contained in the submitted transition/mobilization plan. The contractor is expected to be at full performance at the completion of the 120-day transition/mobilization period. Additional Task Orders will have a transition/mobilization period of 90 days after notification unless otherwise approved in writing/directed in advance by the CO. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would affect the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods.

Q19. PWS Attachments D, E, and F. IAW PWS Attachments D, E and F, can the government confirm that those “end strength” numbers correspond with the total expected number of students/trainees over the life of the contract, and not a number that reflects number of students/trainees per year? For example, the Estimated Officer Training Requirement in Attachment F does not state “end strength”.

A19. Total end strength over the life of the contract. PWS Attachment F now states “end strength”.

Q20. Please explain how to reconcile the differences if we do our organizational chart how we would prefer how do we translate that to the Manpower Summary in Attachment 7, and Schedule B? Should we fill out the MS and SB with just the limits in the CLIN structure?

A20. Reference Q&A 4.

Q21. We would like clarification as to why this request for proposal would contain a NTE $495,000,000?

A21. This is an ID/IQ and a contract minimum and maximum must be stated.

Q22. GOSI is calculated by totaling the monthly salary and monthly housing for an employee.

This is an annual payment paid in the month of hire and each January thereafter.

The price spreadsheet calculates it as a percentage of labor rate. This is not an accurate calculation for GOSI, how do we proceed?

A22. The GOSI formula has been removed from the Price Model spreadsheet. Offeror shall provide hourly price per instructions in the price model.

Q23. EOS is calculated differently for each individual based on reason for leaving the company and years of service with company. Entering one percentage based on the labor rate does not calculate EOS correctly, how do we proceed?

A23. The EOS formula has been removed from the Price Model spreadsheet. Offeror shall provide hourly price per instructions in the price model.

Q24. Does an employee’s seniority date with the program count for the EOS calculation or is it only the amount of time they have been with our company only?

A24. Refer to Royal Embassy of Saudi Arabia, Washington DC – Labor and Workmen Law.

Q25. The GOSI and EOS calculate incorrectly in the "U.S. Labor Pricing Period 1" starting on line 16. Can this be fixed?

A25. The GOSI and EOS formulas have been removed from the Price Model spreadsheet.

Offeror shall provide hourly prices per instructions in the price model.

Q26. Are direct fringe benefits included in the "Indirect Expenses + Profit" column? *The loaded rate is being multiplied by 2080, so nonproductive time will not be calculated in the fully loaded rate.

A26. Yes, any benefits above and beyond the unburdened hourly labor rate should be included.

Q27. Are the "Saudi Rate" tabs in the Price Model sheet for the Saudi National employees only?

Is this to be priced in SAR or USD?

A27. The “Saudi Rate” tabs apply to anyone not a US citizen. Price in USD.

Q28. CLIN 39 and CLIN 40 tabs (columns C, I, and O) have a header "daily labor rate" but it is linked to the hourly labor rate. Can this be updated to reflect a daily labor cost?

A28. Reference Q&A 15.

Q29. CLIN 36 in the pricing file asks for CW materials as units per student. The TEP is calculating CW materials based on the total cost for one student (Section B provides a quantity of 5,000). Will this be multiplied by the number of students for the final CLIN amount?

A29. Corrected formula in Price Model Sec B – PP 1-5

Q30. Section B of the RFP defines the Base period as 1/1/17 through 8/31/17 (8 months). The base period in the pricing file uses 2080 (12 months). Can this be fixed?

A30. Reference Q&A 8.
