Q&As #2 – RFP Atch 8 Sec L Atch 3 Price Model
Q1. Mobilization CLINs 39 & 40. The formula is pulling an hourly wrap rate, however this is being priced by the number of days. Can contractors update this formula to multiply the hourly rate by 8 hours to get a true daily rate as the column header suggests?
A1. Yes, the formula now multiplies the hourly rate by 8 hours.
Q2. CLIN 35 - New Courseware - for the modified courseware requirements, did the government take into account the modified New Lesson Equivalent (NLE) percentage in their total hour calculation of 920 hours? 920 total hours seems to be overstated.
A2. CLIN 0035 New Courses – modified NLE percentages have been added and highlighted in
RED.
Q3. Other error - In the TEP tab, the total column for CLIN 36 - Courseware Materials (cell G8) is not linked to the correct cells in the spreadsheet.
A3. Correct find. The TEP tab now has the correct formula for the “Total” column.
Q4. In Amendment 0001 Q/As, Q15/A15 & Q28/A28; The formulas are pulling from the fully burdened hourly rate now, but the header still reads as a daily rate. The total of number of days and the Total cost is calculating a Fully Burdened Hourly Rate X number of days = total cost. It appears the time x amount calculations are producing an incorrect total. Maybe the Daily Labor Rate column needs a times 8 to represent a daily rate?
A4. Reference Q&A 1
Q5. Sec B-PP 1; Rows 9 & 10 are the same numbers throwing off all calculations below.
A5. Sec B-PP1 formulas have been corrected starting with Row 9 and below.
Q6. Sec B-PP 1; All modified estimated quanties (8 months) are being calculated using 2080 hours. This is producing a higher unit/monthly price.
A6. Sec B-PP 1 now reflects 1280 hours in the calculation.
Q7. Sec B-PP 1; CLIN 0003 has an estimated quantity of 16 months, 2 FTE. The amendment 1 doc is only showing 8 months, 1 FTE.
A7. Amendment 0001 is correct the Price Model has been changed to 8 months, 1 FTE and is highlighted in yellow.
Q8. In Amendment 0001 Q/As, Q26/A26; All labor pricing tabs are using 2080 hours… The fringe hours need to be removed and included in the indirect column. If not, all unit prices will be overstated.
A8. The labor pricing tabs now reflect Labor Pricing Period 1and Saudi Labor Pricing Period 1 is reflective of 1280 hours and Labor Pricing Periods 2-5 and Saudi Labor Pricing Period 2-5 are reflective of 1920 hours.
Q9. CLIN X037 & X038; all the totals are being multiplied by a factor of 5
A9. CLIN X037 & X038 have been corrected to pull the “Cost per Year” and the “Total” formula that was being multiplied by 5 has been removed.
Q10. With CLIN X040 how should the pricing be proposed since there is an unknown of when the F-15SA will go out to other bases? Is there a specific mix the USG is looking for?
A10. For evaluation of TEP purpose, the Price Model CLIN X040 Ordering Periods 1 through 5 now accounts for one (1) FTE per CLIN at 90 days. Contractor is no longer required to complete worksheet CLIN X040. If required in the future, the USG has each Offerors fixed daily rate that has been included in the TEP for issuing a Task Order at the time for the labor mix and quantities required for deployment. Additional description has been added in RFP Section B CLIN X040 description. The Price Model Instructions have been revised in RED.
