T Para 2.1.2.12 Para 2.1.2.13 Workload would improve offerors' pricing. Would appreciate some workload data for Safety Management and Security Management
No established workload factors exist for security management program.
Many variables exist, such as offerors own safety/security incident rates.
Contractor shall implement their own safety/security program.
PKC037 02 - All Services
T Para 2.1.2.23 Very hard to determine manpower demands for the various exercises. It would be very helpful for the gov't to provide a list of personnel by position expected to be assigned to the Exercise Evaluation Teams and the various disaster response teams (spill response, EOC, etc.,)
Offeror must refer to the requirements stated in each PWS section, workload data and pertinent publications to estimate staffing requirements.
PKC038 02 - All Services
T Para 2.1.2.26.4 Adding a annual NTE amount to this paragraph would improve clarity. Replacement of GFE is capped at $150K per item, yet there is no annual limit identified for this reimbursable cost.

ADPE listing to add acquired date will be available in the resulting RFP.
PKC044 11 - Ops Mgmt T 11.1.2.2.25 As an example, "operating" a military service station is not normally a CE task.
"LIQUID FUELS: Maintain, repair, modify, and operate CE and Defense Logistics Agency fuels systems, real property, accountable RPIE, and associated non-RPIE items to include for example, but not limited to: liquid fuel systems, tanks, valves, pumps, pipelines, military service stations, fill-stands, Programmable Logic Control (PLC), and other system components." It is our understanding some of these tasks (e.g. "operate") are performed by an LRS Fuels Flight or by DLA.
Please be as specific as possible outlining the Service Provider's requirements/responsbilities.
Updated PWS section 11.1.2.2.2.5. to reflect requirements and responsibilities for liquid fuels will be available in the resulting RFP.
PKC045 11 - Ops Mgmt T 11.1.2.2.9 It is not clear if UH Management is in the scope of this contract. All other Housing tasks are included but we don't see a discussion about UH Management.
"UNACCOMPANIED HOUSING (UH) MAINTENANCE: Accomplish inspections, maintenance, and repair of all UH units…" Please clarify UH Management responsibilities.
Unaccompanied Housing (UH) management is not part of this contract.
Updated PWS 10.1.2.4.4 will be available in the resulting RFP.
PKC046 11 - Ops Mgmt T 11.1.2.2.3.6 Additional workload data would improve quality of offeror' pricing. "CLEAN AND MAINTAIN INDOOR FIRING RANGE: Manage and direct the cleaning and maintenance of the Keesler Indoor Firing Range, the ventilation system, and associated components IAW with all state and federal regulations and range equipment manufacturers specifications." Please provide workload data for the firing range and also documents associated with range equipment manufacturers specifications.
Updated/input 11-B-36 in CE Workload for the firing range will be available in the resulting RFP.
PKC047 11 - Ops Mgmt T 11.1.2.2.4.1.5.6 Does this mean the SP shall execute a cost/benefit approach to PM/RWP?
Are not PM/RWP required activities?
"PREVENTATIVE MAINTENANCE (PM)/RECURRING WORK
PROGRAM (RWP): Develop Preventive Maintenance Plans and Programs. Structure the PM approach to maximize efficiency and cost benefits."
The contractor shall execute a cost/benefit approach to PM/RWP and they are required activities. Operations Engineering utilizes various cost / risk tools to prioritize the work task, compare costs, and identify the level of risk when evaluating maintenance actions.
PKC048 11 - Ops Mgmt T Para 11.3.3 Missing Critical Assets and a discussion following colon: Critical Assets: Certain base assets may be designated as critical assets:
The desired number of unscheduled outages, duration, and impact to these assets are always zero. Critical assets are defined as assets for which failure to operate properly creates, or threatens to create, one or more of the following conditions:
Critical Assets: Personal safety or public health hazards, Inability of aircraft to take off and/or land safely, Inability of emergency vehicles to respond to emergencies on the base, Large-scale property damage or data loss for any base organization, Near-total loss of work productivity for personnel or mission capability for longer than 24 hours, Security breaches. Updated PWS Sect 11.3.3 will be available in the resulting RFP.

11..3.8.1 and 2.1.2.222.5, Fines for ES&H Violations
To avoid disputes about pre-existing environmental conditions during the base year, it would seem desirable to have an independent environmental baseline survey conducted during the transition phase.
Will the Government conduct an independent (third-party) environmental baseline survey during the transition phase? If that is not the plan, how does the Government plan to resolve or arbitrate disputes about pre-existing environmental conditions?
No, the Government will not conduct an independent (third-party) environmental baseline survey during the transition phase. It will be up to the current contractor to arbitrate disputes about pre-existing environmental conditions.

11.3.11 Cited Tables 1 and 2, illustrating points of demarcation, seem to be missing
Please include those tables in the Final PWS This section will be marked RESERVED until privitazation occurs and will be available in the resulting RFP.
PKC079 11 - Ops Mgmt T Appendix 11A Pubs It seems that the list of mandatory pubs includes several obsolete or rescinded documents. More current references include Air Force Instruction 63-101/20-101.
