Questions from Industry 3.
Questions & answers to re-compete PWS
1. P.2, para 1.8, should it read S-V89-A as opposed to S-89-A?
Ans: Yes
2. P. 3, para 2.1, discusses Task Orders under the contract. Will there be separate Task Orders issued under this contract, or is this intended to be a stand-alone contract?
Ans: Intended to be a stand-alone contract.
3. P 3, para 2. states: “The primary courses currently taught under this contract are S-V80-A
(para 1.1), and S-V88-AL (para 1.11), however, instruction and courseware/curriculum development of all courses offered or managed by the USAF SERE School (336 TRG, FAFB
WA) are within the scope of this contract regardless of location. Are we correct in assuming that the majority of the workload involves instruction, whereas courseware /curriculum development is required as needed?
Ans: Correct.
4. P 3, para 2.2.1. With regard to the contractor being required to provide role player costumes for 3 different captivity environments:
a. Can you clarify what the scenarios for those environments are so we obtain the correct costumes?
Ans: Peacetime, wartime and hostage environments. See Appendix D.
b. Also, will we need to buy new costumes when scenarios change, and if so, how frequently and when might that occur so we can figure costing properly?
Ans: Yes. Infrequently.
5. P 3, para 2.2.1. When it refers to Appendix B and says the contractor must provide for 50% of the student production requirements for Resistance Training and 10% for Field Training, can you translate that into the required number of instructors, or does it mean something else that the contractor is required to compute?
Ans: See Appendix A, Workload Estimate and compare to student through-put listed in
Appendix B, Number of Students Workload Matrix.
6. P 3, para 2.2.2. states the contractor personnel provide their own rations in the field. For planning purposes, will instructors be able to purchase rations locally and still conduct the class properly or should they bring their rations with them?
Ans: They’ll need to bring their rations/field chow with them.
7. P 3 and elsewhere. The term operational training is used throughout the draft PWS. Could you clarify what it means and distinguish from other training?
Ans: Operational training essentially equates to training conducted in a field or outdoor environment.

Questions from Industry 3.
8. P 5, para 2.4. states: “Contractor personnel shall assist in pre-trip coordination and planning, post-trip debriefs and after action reports.” What trips can the contractor expect to execute and for what purposes?
Ans: Trips in support of Field Training rotations.
9. P 5, para 3. Mentions no more than a specified number of deficiencies tied to specific paragraphs in the draft PWS. Can you clarify what constitutes a deficiency and what are the penalties?
Ans: See the Services Summary. Compare the Performance Objective, PWS Paragraph and Performance Threshold columns to determine deficiencies. Unacceptable contractor performance “penalties” range from immediate removal of the contractor from the work setting to answering/rectifying valid customer complaints to a poor CPARS rating.
10. P 8, para 5.7 states that the contractor shall submit its QCP with its proposal. Would it not be possible for the contractor to address its quality control and risk mitigation principles in the proposal, then submit its contract specific QCP within 30 days of contract award?
Ans: No. The Quality Control Program is the driver for service quality and will be evaluated during the source selection process.
11. P 9, para 5.7.1 addresses the requirement for drug testing and annual flu shots. Questions:
a. Are there any other physical medical tests/screens that are required such as blood borne pathogen testing, HIV testing, etc?
Ans: There are no other requirements directing additional tests in the PWS. Contractors must comply with OSHA and other regulatory agencies.
b. Is the contractor required to pay for all medical (non-psychological) tests?
Ans: Yes.
12. P 11, para 6.5 states” The contractor will ensure personnel meet all instructional requirements listed in AETCI 26-2604 to the extent they are applicable to performance of this contract.” Should the reference be AETCI 36-2604?
Ans: Yes.
