C-00-001 Page 236 para L.3.3.3.1 The government requests in L.3.3.3.1. Quality and Satisfaction Rating for Contracts Completed in the Past Three (3) Years: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contracts. Would the government allow for an Attachment to Volume III that is excluded from page count to allow the offerors to provide the requested materials?

No. Ensure supporting documentation are available when requested for validation.

C-00-002 Page 245, para M.5.2.2 In Section M.5.2.2 of the DRFP the government states, “In a single contract or in a combination of up to four (4) contracts, scope, magnitude of effort, and complexity will be determined by the similarity to the Offerors’ experience in the following functional areas: Civil Engineering, Logistics, Communications and Information Technology, Community Services, Local Purchase, and Visual Information Service.n order to provide past performance that covers the diverse set of functional areas identified in M.5.2.2, it is requested the maximum number of citations be increased to six.

Maximum number of contracts will be increased from four to six.

C-00-003 Section I Clauses There was no Indemnification clause contained in the Draft RFP. Do you believe there isn’t a need to include it for the work to be performed?

See Appendix 26A.1. Publications of the PWS. Applicable Paragraph DFARS Para 211.503(b).

C-00-004 Page 232, Para L.2.5.1 Line spacing is stipulated to be at least 1.5. May text within Tables and Figures be exempted from this requirement?

Line spacing of text within Tables and Figures shall not be less than 1.

C-00-005 Page 239, Para L.3.4.1.6 The Small Business Administration has instituted a process whereby contractors’ size status is established through entry of company information and self-certification in the System for Award Management (SAM) database. Please describe the process for obtaining an SBA letter demonstrating proof of small business status and the required form/content of the letter required in L.3.4.1.6.

Paragraph L.3.4.1.6. deleted. Self-certification in SAM database shall suffice. Eligibility for award will be verified from SBA prior to award.

M-00-001 Page 202 of 246, Para H-

H-9 states “This advisement is to allow SPs to prepare for these possible eventualities, by making appropriate cost based decisions, as proposals are being developed, in an effort to reduce the negative impact on the successful SP at some time in the future.” Can you give more specific examples of the type of “cost based decisions” we should anticipate? Will each such change allow for discussion and negotiation of impact to the awarded contract?

The Government’s intent of the H-Clause is to advise potential bidders, because of the Enterprise-Wide Civil Engineer Transformation (CET), there is a potential for changes in contract requirements and/or workload. There are no specific cost based decisions;

however, the overall contact cost may change. Any changes to the contract will be handled through the normal modification processes. The H-Clause will be revised as follows: H-9. IMPLEMENTATION OF ENTERPRISE-WIDE CIVIL ENGINEER

TRANSFORMATION (CET)

The Air Force has initiated changes throughout the Civil Engineering community to support the Implementation of the Enterprise-Wide Civil Engineer Transformation (CET).

Civil Engineering processes, procedures and total workload requirements across the Air Force are currently under revision. During the life of this contract, these requirements will be revised to comply with higher headquarters mandated transformation. Processes and governance across the Air Force will be standardized to the maximum extent possible while accounting for mission needs and availability of manpower. The Air Force reserves the right to re-define these requirements when the Enterprise-Wide Civil Engineer Transformation (CET) is completed.

M-00-002 Page 203 of 246, H-11© H-11 states “The SP shall provide replacement of government-furnished commercial design general-purpose, special-purpose, base maintenance, and material handling vehicles necessary for contract performance by either purchase or lease. The SP shall bid those costs in their c.” What will be used as the basis for replacement for all GFE? Will the Government provide direction on replacement criteria so that all offerors use the same basis for their cost proposal? If offerors do not know the real condition of existing GFE nor can predict the future failure or life expectancy, many different assumptions will be used leading to incomparable cost proposals.

The quantity of vehicles with year make and model has been provided to industry in the PWS section 25 FF. Industry will also have the opportunity to see vehicles during a scheduled site visit day. Replacement of GFE vehicles will be at the sole discretion of the SP based on the SP’s determination of best business practices to meet PWS requirements.

M-00-003 Page 229 of 246, L.2 The Technical Proposal requirements are very extensive for a LPTA evaluation. Recommend the Government consider reducing the 2.1 Section requirements to address every PWS element in the technical proposal. With many higher level discussions on management processes and approaches, this requirement can lead to many pages of minutia that don’t necessarily reflect the technical capability of the offeror.

Perhaps a more focused proposal requirement with smaller page count is more appropriate?

Subfactor 1 paragraph L.3.2.2.1., which addresses L.2, will evaluate the service provider’s approach that addresses the understanding of the Government’s requirement.

Because this is a LPTA the Government wants to be assured that all potential bidders understand the requirement. Approaches to management will be evaluated under subfactor 3. The 150 page count is for all subfactors listed in the technical section of L & M. Paragraphs L3.2.2.2 and L.3.2.2.3 under subfactor 1, to include subfactor 2 and 3 will require potential bidders to address their overall approach to the requirement as stated in section L&M.

M-00-004 Page 218, Para I 252.237-7024(b)

RFP states: “The Offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in Attachment L5, Mission Essential Contractor Services dated 16 October 2013”. Is it the Government’s intention to have this plan submitted with the Proposal? If so, is it to be included as an attachment to the Technical Volume, and is it out of the page limitations set forth for the Volume?

L.3.2.2.3. asks the Offeror to provide an approach in their proposal that describes how to ensure continued support of critical Vance mission assets during natural or manmade disasters and/or wartime. The written plan will be provided at the time of pre-performance conference.

M-00-005 Page 230, Para L.2.1;, PWS L3.2.2.1, M4.1.1.1

The proposal section titles in section L.2.1 are inconsistent with the names in the PWS, Section L.3.2.2.1 and M.4.1.1. Recommend correcting the titles in sections L.2.1, L3.2.2.1, and M.4.1.1.1 to be the same as the PWS

The titles in sections L.2.1, L.3.2.2.1, and M.4.1.1.1 will be corrected to reflect what is stated in the PWS.

M-00-006 Page 231, Para L.2.1, L.2.5.3

The Notes section at the end of the table in section L.2.1 and section L.2.5.3 both refer to "cross reference matrix" and "postion qualifications/descriptions", but there is no subsequent reference to content or need of these documents anywhere else in Section L or M. It is not clear what is required or desired for these documents. Please clarify what content is required for these documents and under which section each one is desired

Section L&M have both been corrected.

M-00-007 Page 229, Para L.2.1 The instructions for the Technical proposal do not mention a need for a compliance matrix with the PWS.

IS there a requirement for one? Please clarify if a PWS Compliance Matrix is required and if it is included in the page count restrictions

The RFP does not require a Compliance Matrix.

M-00-008 Pgae 232, Para L.2.5.3, L.2.5.5

Section L.2.5.3 states "When both sides of a sheet display printed material (e.g. text, foldouts), it shall be counted as 2 pages." IF a foldout has information on only 1 side of the sheet, does it count as only 1 page?

Please clarify page count restrictions for foldouts.

M-00-009 Page 200, Para H.5(a) Is this clause intended to inform the SP that it will be entitled to an equitable adjustment for costs related to environmental liability or regulator imposed sanctions resulting from conditions existing prior to commencement of contract performance? If not, then please explain the intended effect of this clause.

The intent of this clause is to make the service provider aware as it is stated in H (b) Fines for Environmental/Safety/Occupational Health Violations: The service provider shall reimburse the Government for the cost of any environmental restoration undertaken by the Government to clean up releases caused by activities of the SP or any of its subcontractors. Further, the SP shall reimburse the Government for any civil or criminal fines or penalties levied against the Government for any environmental/safety/occupational health infraction caused by activities of the SP or any of its subcontractors. The SP is responsible for paying any fines levied against it by a regulatory agency (EPA, OSHA or NRC, etc.) that are a result of contract operations.

M-00-010 Page 201, H.6 (a)(1)(iv) Is the SP allowed to use subcontractors to perform specified portions of Wing Non-recurring Tasks? If so, what is the intent of the reference to subcontractors in H.6(a)(1)(iv)? If the use of subcontractors for this purpose is prohibited, please explain.

If the service provider has established subcontractors that perform recurring work under the contract those subcontractors would be considered, “Service Provider Personnel” and could perform Wing Non-recurring tasks.

M-00-011 Page 203, H.11 (c), H.11(d) and (e)

The language of H.11(c) indicates the SP is to include in its bid the cost of replacing government furnished vehicles. H.11 (d) and (e) state that replacement of government furnished equipment requires CO approval and may be reimbursed by the government. Please clarify what replacement equipment the SP should include in its bid and what replacement equipment will be reimbursed by the government.

(H.11(c) As stated in appendix 25FF, paragraph number 1” Government Furnished Property and Services-AS051E Vehicles. The following vehicles will be initially provided as Government Furnished Equipment (GFE) but will not be replaced by the government during the life of the contract. The service provider will replace selected GFE vehicles with suitable service provider furnished vehicles to meet mission requirements using best business practice/replacement criteria IAW TO 36-1-191. "The contractor(s) will assume sole responsibility for all associated utilization costs of GFE vehicles, including: operations, maintenance and repair, and replacement.” Please note: Per discussion above, the service provider is responsible for all cost (for example, but not limited to, tires, batteries, oil changes, repairs (engines and transmissions), etc. associated with the use of GFE vehicles.” Please refer to appendix 25FF to see that list of vehicles.

Replacement of GFE vehicles will be at the sole discretion of the SP based on the SP’s determination of best business practices to meet PWS requirements.

H.11(d) This item will be funded by the ACO as needed IAW the procedures in PWS Section 26-1. Cost Reimbursable.

H.11(e) Because the Service Provide will be reimbursed for their purchase of GFE, they will be required to account for that equipment. As stated “ Annually, the SP shall provide to the contracting officer a replacement schedule of all government-furnished property. The replacement schedule shall identify all government-furnished property by nomenclature, age, estimated useful life, estimated replacement date, estimated replacement value, salvage value, and any projected cost savings from replacement. Any property purchased by the SP and reimbursed by the Government shall become Government property.”

T-10-001 PWS Section 10 para 10.1.2.4.1

Is PWS paragraph 10.1.2.4 and its subparagraphs still applicable to this contract since Lodging has been removed from the PWS and on base housing is privatized?

The intent of H 6(a)(1)(iv) is that it is determined either not practicable or economic for requirement to be performed by Non-Service Provider Personnel based on specifics of task.

T-11-002 PWS Section 11, Para 11.1.2.2

Paragraph 11.1.2.2 addresses requirement to complete work orders for Urgent and Routine work within time frames that do not include consideration for delays due to procurement actions for materials.

Reference document AFI 32-1001 includes consideration for these delays. Will these time frame start dates begin with the receipt of materials should procurement actions be required? Note: Service Summary Table 1 and Table 2 identify a performance standard for both Urgent and Routine work that also does not consider delays for procurement of materials.

PWS section 11-1, paragraph 11.1.2.2 will be modified to address material delays.

T-11-003 11B-9 - 11B-11 On page 11B-9, there is a statement that says: “the following historical workload data is provided in the event the government directs performance of routine and planned work.” The table below this statement shows “routine # of/ hrs” and “work order # of/ hrs” for workload. Is it correct to assume this workload will not be included in the FFP?

The workload in question will not be included in the FFP.

T-11-004 11B-6 - 11B-11 Does the workload in 11B.2 Operations for “RWP Hours, Routine Hours, Emergency Hours, and Urgent Hours” include indirect hours such as travel time, training etc.?

T-11-005 11B-6 - 11 B-11 Does the workload in 11B.2 Operations for “RWP Hours, Routine Hours, Emergency Hours, and Urgent Hours” include any Management time?

Workload in 11B.2 Operations for “RWP Hours, Routine Hours, Emergency Hours, and Urgent Hours” does not include Management time.

T-02-006 Para 2.1.17 Will an NDA suffice for the managing BOS server administrator to maintain the FOS server? Or should a second server be provided by the government (therefore causing FOS to maintain a server administrator)?

An NDA would be required and this would also be addressed in the Memorandum of Agreement between the BOS and FOS contractors.

T-02-007 Para 2.1.17 The incumbent QMIS Programmer is the only person who understands this system. How does the gov’t ensure new contractor gets proper programming training from current contractor? Does new contractor subcontract the current contractor for training support?

The offeror is not required to use QMIS they can propose the use of a different system. If the offeror does choose to use QMIS it is the responsibility of the offeror to arrange training with the incumbent. The Government will not provide QMIS training.
