M.5.4. Relevancy Assessment. Relevant performance includes performance of efforts involving requirements that are essentially the same, similar, or greater in scope, magnitude, and complexity (including contract type) to the effort described in the solicitation requirements. In a single contract or in a combination of up to six (6) contracts, scope, magnitude of effort, and complexity will be determined by the similarity to the Offerors’ experience in the following functional areas: Civil Engineering, Logistics, Communications and Information Technology, Community Services, Local Purchase, and Visual Information Services.
DISCUSSION:
The PWS areas mentioned here in M, as well as in L, are not all inclusive of the PWS areas covered within the scope of this contract and/or addressed with a different title. Specifically, Publishing, Installation Management, Operations and Maintenance, Installation Engineering, Fire Department, Lodging, Supply and Transportation are not mentioned within the L and M criteria but clearly addressed in the PWS. Were these PWS areas excluded as an oversight and if not an oversight could the Government please provide the rationale for not including all of the PWS elements into the relevancy of the stated evaluation criteria?
| Given the critical nature of the not included PWS elements (such as the Fire Department), to not include the entire PWS into the evaluation criteria for past performance purposes places significant operational risk onto the Government as well as undermining relevancy evaluations for well qualified bidders who can provide past performance/experience in all PWS areas. | Although the languange in Section M.5.4. Relevancy assessment mentioned only six functional areas, the first sentence of Section M.5.4 allows the Government to evaluate the effort described in the solicitation requirements which includes the PWS. Please bear in mind that Past Performance evaluation is on acceptable or unacceptable basis only. Offerors will not get a rating higher than acceptable. | ||||
| C-024 | PAGE 240 PARAGRAPH M.5.5, Table A-3 | Reference RFP Section M.5.5, Table A-3, Pgs 24-241. The note to Table A-3 states that an Offeror with “unknown past performance” will be considered “Acceptable”, in the context of a LPTA award. If this is the case, what is the benefit for any offeror to submit any past performance, when the best rating they can achieve is “Acceptable”, which can also be achieved with no Past Performance (or unknown Past Performance)? | Past performance shall be used as an evaluation factor within the LPTA process (see FAR 15.304(c)(3)(i), unless waived by the PCO in accordance with FAR 15.101-2(b). The only document that we found was from the DRAFT RFP, WBS Example. Does the Government want the WBS form from the DRAFT RFP to be used? | Some of the attachments were not listed on the right side of the page of FBO Notice Details, however, if you look at the middle portion of the Notice Details and scroll down to “Solicitation 1” posted on November 6, 2014, you will see all the posted attachments, to include “WBS – Example – 18 Jul 14”. It is the last attachment for Attachment 13. You will also find the rest of the RFP attachments, Attachments 14 thru 17. | ||
| M-001 | L.2.5.1 and L.2.5.2 | In order to facilitate the government’s verification of compliance with page limitations, we respectfully request that offeror’s be allowed to page number sequentially within each section of each volume. For example, in the Technical Volume, pages in Section 1 would be numbered sequentially beginning with page 1-1, and pages for Section 2 would be numbered sequentially beginning with page 2-1. Also, for ease of verification by the government, we request being able to put sections excluded from the page count (such as the WBS) at the end of the section as an Attachment. | The government does not instruct the offerors how to number their proposals. | M-002 | Attachment 10 | Identifying overhead labor, indirect labor, and lapse manyears is appropriate for a cost plus type contract. We recognize that the government needs the direct labor staff levels for people doing the work, but this additional information should not be needed for a fixed price contract. We request that the government remove the requirement to provide this data, or explain why this information is required so that we can correctly provide the information. | The Government would like to clarify that the Attachment 10 is a technical document and there should not be any cost data on this attachment. The Manpower Matrix, Attachment 10 provides a uniform format which is used to validate the man-hours proposed in relationship to the PWS requirements and the potential Offeror’s technical approach. The identification of overhead and indirect labor and lapse manyears is for labor classification and man hours which equates to FTE count to assure our mission is covered. | ||
| M-003 | Attachment 10 | Can the government please provide some insight as to what they are looking for in the Workforce Matrix Attachment 10 (labeled Attachment 13) as far as Indirect Labor, Lapse Manyears, and Overhead Labor?The labor definitions provided in the Workforce Matrix for the Indirect and overhead labor seem to also be Direct Labor since the final cost objective is identifiable. Is the Government just providing these titles and definitions in order to assess the FTEs satisfying these direct labor responsibilities? Clarification is required because FAR definition of direct and indirect labor seem to be different from the definitions provided, and from an indirect (as defined in FAR 2.0) perspective would not seem to be applicable in a fixed price proposal effort since cost elements are not assessed. | The Government would like to clarify that the Attachment 10 is a technical document and there should not be any cost data on this attachment. Attachment 10 is the Manpower Matrix and Attachment 13 is the WBS these are two different documents. The Government is only looking for labor classifications and man hours that you will utilize to perform the indirect labor, lapse man year and overhead labor requirement.The Attachment 10, Manpower Matrix provides a uniform format which is used to validate the man-hours proposed in relationship to the PWS requirements and the potential Offeror’s technical approach. The Attachment 13, WBS further details how your man hours tie to the PWS and man hours in the Attachment 10, Manpower Matrix. FAR 2.0 references “indirect” cost, Attachment 10 and 13, are requesting manpower and FTEs not cost data. | ||

| T-016 | PWS Section 28.1.18.4, page 28-1-10 | In PWS Section 28.1.18.4, page 28-1-10, the Government states that the service provider will “Ensure Outdoor Recreation financial objectives are NIAD 10-25 %.” The Offeror cannot find a reference definition for NIAD in the solicitation documents, would the Government please provide a definition for the acronym “NIAD”? | NIAD is an acronym for “Net Income Adjusted for Depreciation” The depreciation of certain NAF items is added back in to the income to calculate the NIAD. Examples of such items are: bulk equipment, fixed asset furniture/equipment or fixed asset facilities/improvements. | ||

Additionally, can the Government provide any historical commercial sponsorship financial figures? All NAF events are budgeted for quarterly with projected commercial sponsorship included. If the Government marketing office is able to secure commercial sponsorship, it saves NAF funds for the Morale, Welfare and Recreation Fund (MWRF). If commercial sponsorship is not secured the entire event is funded from the MWRF. The Service Provider’s requirement here is to request commercial sponsorship during the planning phase of events. There is no required or intended percentage level provided by volunteers. Volunteers are used to assist the execution of large/basewide NAF events such as “Fall Fest” (See Appendix 28B). | ||

This has been removed from the current PWS due to an AFI that prevents custodial service. Building 345 Bowling Alley does not appear to be listed on the most recent PWS.
