SECTION 11-1

11.1. OPERATIONS

11.1.1. DESCRIPTION OF SERVICES: The Operations activity is responsible for providing oversight and management of facility and infrastructure operations, maintenance and repair, material control, customer service, Industrial Control Systems (ICS), custodial services, Integrated Solid Waste Management (ISWM), and facility engineering functions at Vance Air Force Base (AFB) and any attached or related properties under the control of Vance AFB to include for example Utility Privatization (UP), Housing Privatization (HP), and Enhanced Use Lease (EUL). This includes (1) Operations Management; (2) Operations; (3) Heavy Repair; (4) Infrastructure Systems; (5) Facility Systems; (6) Requirements and Optimization; and (7) Transportation and Utilities Activity Management Plans (AMPs). Broad examples of included activities are Heating Ventilation and Air Conditioning (HVAC), plumbing, electrical maintenance and repair, fire suppression maintenance, airfield maintenance, work request management, power production, elevator maintenance, minor construction, structural, and roof maintenance. This activity also maintains and operates base-wide Civil Engineering (CE) customer interface.

11.1.2. The Service Provider (SP) shall:

11.1.2.1. OPERATIONS MANAGEMENT: Manage and perform all activities and functions related to leading, managing, training, and directing people and resources dedicated to performing operations and maintenance activities for all real property, Real Property Installed Equipment (RPIE), and Real Property Similar Equipment (RPSE). Provide information and support to the Base Civil Engineer (BCE) and government designated CE representatives as required. Generate, distribute, file, and maintain records of all required inspections, testing, training, certifications, operating instructions, appointments, and policy letters. Provide the CO and COR current copies of primary and alternative emergency contact POCs. Conduct and participate in ad hoc meetings, teleconferences, Direct Connect Online (DCO) meetings, and information exchange with the base, and higher headquarters staff. Develop and implement a self-inspection program to address the areas outlined in the most current Air Force Inspector General (IG) Inspection Guidance.

11.1.2.2. OPERATIONS AND MAINTENANCE: Provide professional inspection, maintenance, repair, operations, and minor alterations in the most efficient and economical manner, taking into account total system life cycle costs and impact on the quality of service received by the customers. All services shall be accomplished in a timely manner, have standardized work methods and procedures IAW commercial practices, and be continually evaluated to improve their effectiveness. Provide priority service to facilities RPIE, RPSE, and systems designated as critical by the Government. Utilize government standardized asset data collection and analysis tools for example Builders, Pavers. Meet government standardized levels of service (LoS) and government standardized maintenance levels to real property, RPIE, and RPSE.

Develop and implement quality of life programs to improve the base living and working environment. Ensure proper coordination of all maintenance and alterations on structures listed

11-1-1 on the historic registry. Effectively utilize new technology and engineering methods to reduce cost and maximize the use of highly efficient products wherever practical and as warranted by life cycle analysis. Provide 24 hours a day, 7 days a week emergency response capability.

Perform recurring work. Plan and develop written estimates on planned work. Perform supporting work associated with the acquisition of real property or RPIE by a government procurement agency including all administrative work, document preparation, inspection, commissioning of new equipment prior to the acceptance of work, and attend operational familiarization training, walk through and related activities. Be aware of asbestos, lead based paint and Polychlorinated Biphenyls (PCBs) during construction, maintenance and repair activities and take necessary actions in coordination with the Environmental Activity. Initiate, process, and support Base Civil Engineer Work Clearance Requests. Comply with all applicable and most current Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), National Electric Code (NEC), National Plumbing Code (NPC), International Building Code, Unified Facilities Criteria, (UFC), DoD, AF, federal, state and local codes and requirements, and environmental regulations as well as higher headquarters standards and instructions. Ensure compliance with all codes, standards, licenses, certifications, and environmental standards. Populate, maintain, update, generate, and manage data and reports from government designated database(s) system to include for example Interim Work Information Management System (IWIMS), Automated Civil Engineer System (ACES), Civil Engineer Material Acquisition System (CEMAS), other data collection systems, and government designated replacement systems, for example Tririga ,as required by higher headquarters. Ensure facility and infrastructure systems changes are provided to the Operations Engineering Activity within 60 days of completion of work. Support government provided assessments, for example, Civil Engineer Maintenance Inspection and Repair Team (CEMIRT), Facility Assessment, Airfield Pavement Evaluation (APE) and related support requirements.

Provide information and support to government designated CE representatives as required.

Provide emergency response support to the installation. Establish damage assessment teams to quickly identify damage, establish repair priorities, determine and report estimated cost for securing temporary and permanent repairs to all facilities damaged from disasters. Document all damages on the Air Education and Training Command (AETC) Damage Assessment Tool database. Participate and provide support for inspections, exercises, and disaster recovery operations for example brush clearance for search and recovery teams, cutting a diversion ditch for emergency spill response team, debris clearance due to natural disasters, aircraft wreckage removal, move concrete barriers/planters, haul loads of topsoil or base course materials, provide backhoe excavation support, lift heavy objects, provide debris/dirt removal, dispose of unsatisfactory materials generated by excluding environmentally contaminated materials and other emergencies 24 hours a day, 7 days a week, including federal holidays. Provide continuous emergency support until no longer required. Support special events to include for example Federal Aviation Administration (FAA) NAVAID Flight Checks, Special Olympics, change of command, retirement ceremonies, DV visits, base clean-up/beautification projects, holiday activities and air shows. Post any Force Protection Condition (FPCON) changes to include after hours. Ensure appropriate members are present at all meetings of base activities that involve CE operations interests and when representation is requested by another base activity to include for example, Facility Board (FB), work order review committee, BCE, and other government representatives. Provide refuse collection, disposal and recycling of self-generated construction and demolition debris. Develop and maintain a Fall Protection Program. Inspect, load test, repair and certify all fall arrest systems attached to a facility. Ensure all fix ladder systems are inspected every three years.

Keep a copy of the inspection report and load test certification on file and provide a copy to the Government upon request. Maintain, inspect, repair, replace, certify, and load test all cranes, trolley rail systems, lifts and hoists; frequency shall depend on classification. Generate, distribute, file, and maintain records of all required inspections, testing, training, certifications, operating instructions, appointments, and policy letters. Advocate for all operations programs.

Maintain fully trained and qualified professionals, certifications, and licensing to perform all operation functions. Ensure worksite is clean and free of work material debris upon completion of work. Maintain a Facility Survey Program. Develop and implement a self-inspection program to address the areas outlined in the most current Air Force Inspector General (IG) Inspection Guidance. Conduct and participate in ad hoc meetings, teleconferences, Direct Connect Online (DCO) meetings, and information exchange with base and higher headquarters staff. Present the status of Scheduled Sustainment and Enhancement Work to BCE and Mission Support Group Commander or designated representative at least monthly.

11.1.2.2.1. HEAVY REPAIR: Manage and provide properly functioning and a pleasing appearance of all real property structures, interior and exterior areas at Vance AFB and all attached or related properties under the control of Vance AFB including for example facilities, pavements, roads, sidewalks, and fences. Provide grounds maintenance, landscaping, pavement clearance, pavement sustainment and signage. Provide refuse collection, disposal and recycling of self-generated construction and demolition debris. Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases, for example Tririga, as required. Gather linear segmentation data for pavements (airfields, streets, roads and parking lots) assets and provide supporting documentation.

11.1.2.2.1.1. STRUCTURES: Maintain, construct, repair, paint, and modify structural systems and wooden, masonry, metal, and concrete buildings. Fabricate and repair components of buildings to include for example, locks, utility systems, real property, and associated non-RPIE items. Establish and maintain an active roof inspection program.

11.1.2.2.1.2. GROUNDS MAINTENANCE: Manage and perform grounds maintenance in accordance with (IAW) higher headquarters Performance Work Statement (PWS) located in the Technical Library. Maintain all airfields IAW Bird Air Strike Hazard (BASH) standards.

Adhere to higher headquarters and Vance AFB Sustainable Landscape Plan(s) Guide(s).

11.1.2.2.1.3. PAVEMENT CLEARANCE: Provide removal of debris, snow, and ice from paved areas including streets, airfields, piers, walkways, parking lots, and other similar surfaces.

Sweep streets, parking lots, piers, airfield pavements, and walkways. Ensure the airfield and its adjoining assets are always capable of supporting mission aircraft, including transient aircraft, unless previously approved by airfield management or other governmental agencies. Develop and maintain a Snow and Ice Removal/Control Plan for Kegelman Auxiliary Airfield and Vance AFB. Conduct a pre and post season briefing of capabilities, preparedness, and results of snow and ice removal operations.

11.1.2.2.1.4. PAVEMENT SUSTAINMENT: Repair and maintain paved areas including streets, airfields, piers, walkways, parking lots, and other similar surfaces. Ensure the airfield and its

11-1-3 adjoining assets are always capable of supporting mission aircraft, including transient aircraft, unless previously approved by airfield management or other governmental agencies.

11.1.2.2.1.5. SIGNAGE: Install, maintain, and repair standardized signs in compliance with Vance AFB program.

11.1.2.2.2. INFRASTRUCTURE SYSTEMS: Manage and perform all activities and functions related to the Vance AFB infrastructure systems. Systems include utilities maintenance, entomology, HVAC, interior plumbing, Unaccompanied Housing (UH), liquid fuels maintenance, and Energy Management Control System (EMCS), vertical transportation equipment (elevators), and associated tasks including for example, corrosion control and cathodic protection. Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases, for example Tririga, as required. Ensure infrastructure systems comply with the most current DoD, AF, federal, state, local requirements and environmental regulations.

11.1.2.2.2.1. UTILITIES MAINTENANCE: Manage and perform all activities and functions related to electrical, water, and gas distribution systems as well as sewer/waste water (WW) systems, storm drainage systems, plant operations, and associated tasks. Maintain, locate lines, mains and repair, replace, and collect data from all utilities to include for example, water, electric and gas meters except for those utilities that have been privatized. Service Provider shall be responsible for the location of all utilities to support construction activities. Coordinate scheduled outages with the BCE and Facility Manager or their designated government representative at least 5 workdays in advance. Schedule all outages to ensure the least amount of disruption to occupants. Notify the BCE and affected occupants of expected downtime due to emergency outages. Ensure real property and RPIE is made operational immediately after utility is restored.

Gather linear segmentation data for utilities (water, sewer, storm water, gas, electric) assets and provide supporting documentation. Ensure the installation swimming pool(s) is operational, maintained, and winterized as required by the Government. Schedule and conduct annual gas line leak test IAW Air Force & DOT guidelines.

11.1.2.2.2.1.1. ELECTRICAL DISTRIBUTION SYSTEM: Maintain, repair, replace, and operate the electrical distribution systems, real property, accountable RPIE, and associated non- RPIE items. Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases as required.

11.1.2.2.2.1.2. SEWER/WASTE WATER (WW) SYSTEMS: Maintain, repair, replace, and operate the sewer/WW collection/treatment systems, real property, accountable RPIE, and associated non-RPIE items. Inventory all real property, accountable RPIE, and associated non- RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases as required.

Establish and maintain operational and maintenance log books.

11.1.2.2.2.1.3. WATER DISTRIBUTION SYSTEMS: Maintain, repair, replace, and operate the water distribution and water storage tank systems, fire hydrants, real property, accountable RPIE, and associated non-RPIE items. Establish a backflow prevention program that identifies, investigates, and documents all cross connections and ensures backflow surveys are conducted.

Perform flow tests on fire hydrants and exercise valves to ensure proper operation. Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases as required. Establish and maintain operational and maintenance log books.

11.1.2.2.2.1.4. GAS DISTRIBUTION SYSTEMS: Maintain, repair, replace, and operate the gas distribution systems, real property, accountable RPIE, and associated non-RPIE items. Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases as required.

11.1.2.2.2.1.5. PLANT OPERATIONS: Operate, maintain, conduct inspections, repair and replace plant system components. Monitor on a 24-hour, seven-day a week basis.

11.1.2.2.2.1.5.1. SEWER/WW TREATMENT: RESERVED

11.1.2.2.2.1.5.2. HEAT GENERATING: RESERVED

11.1.2.2.2.1.5.3. WATER (CHILLED WATER): Maintain, repair, and operate the chilled water system (Thermal Energy Storage).

11.1.2.2.2.1.5.4. ELECTRIC GENERATING: RESERVED

11.1.2.2.2.2. ENTOMOLOGY: Provide pest control activities to include for example domestic and wild animal control services, monitoring, response, removal, and education programs for installation personnel utilizing a government approved Integrated Pest Management Program.

Minimize or eradicate all undesirable insects, rodents and vermin from associated facilities and grounds. Trap, net, relocate, and dispose of animals. When noxious odors indicate the presence of dead rodents or other animals, locate and remove the animals and apply an effective deodorizer. Participate in the Bird Hazard Working Group and maintain the most current BASH standards. Work in coordination with and assist base United States Department of Agriculture USDA staff, if requested, in support of BASH program to include for example obtaining/maintaining numbers on the base permit. Protect installation personnel from vector borne diseases and medical pests (animals and plants that do not directly transmit disease pathogens but are medically important because of biting, stinging, or other annoyances including secondary skin infections).

11.1.2.2.2.2.1. HERBICIDES: Provide application of herbicides except where covered under a separate grounds maintenance service contract.

11.1.2.2.2.3. HEATING VENTILATION AND AIR CONDITIONING (HVAC): Maintain, repair, replace, and operate HVAC systems, real property, accountable RPIE, and associated non-RPIE and RPSE items to include for example portable emergency systems. Maintain appropriate and consistent climate control throughout the base. Ensure building temperatures are within specified ranges. Provide an industrial water treatment program designed to improve heat transfer systems by reducing biological growth and scale buildup. Maintain the installations Class I and II Halon and Refrigerant Management Plan. Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases as required.

11.1.2.2.2.4. INTERIOR PLUMBING: Maintain, repair, replace, and operate interior plumbing systems to include backflow prevention devices and fire suppression systems IAW plumbing codes.

11.1.2.2.2.5. UNACCOMPANIED HOUSING (UH) MAINTENANCE: Accomplish maintenance and repair of all UH units when the occupant moves out and before the new occupant occupies the room/suites. The maximum number of days authorized for unit downtime of UH is three (3) workdays, exclusive of material delays for change of occupancy. The 3 day maintenance downtime requirement starts when notified by dormitory staff that the occupant has vacated the quarters. Report to the Government all required maintenance work that may have been caused by abuse or negligence on the part of the current occupant.

11.1.2.2.2.6. LIQUID FUELS: Maintain, repair, and operate CE fuels systems, real property, accountable RPIE, and associated non-RPIE items.

11.1.2.2.2.7. ENERGY MANAGEMENT CONTROL SYSTEM (EMCS)/CONTROLS:

Maintain, monitor (24 hours a day 7 days a week including weekends and holidays), install, remove, operate, calibrate, and repair EMCS/controls systems and associated components.

Maintain appropriate and consistent climate control throughout the base. Monitor and perform temperature control. Ensure building temperatures are within specified ranges. Modify existing programs to accommodate changes in occupancy times. Perform load shedding as required to keep electrical cost down.

11.1.2.2.2.8. VERTCIAL TRANSPORTATION EQUIPMENT (VTE): Manage and perform elevator maintenance IAW higher headquarters PWS located in the technical library.

11.1.2.2.3. FACILITY SYSTEM: Manage and perform all activities and functions related to controls, alarms, electrical, power production, airfield lighting systems and associated tasks.

Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes. Maintain and update collected bar coding data in government designated systems and data bases, for example Tririga, as required. Ensure facility systems comply with the most current DoD, AF, federal, state, local requirements and environmental regulations.

11.1.2.2.3.1. ALARMS: Maintain, install, remove, operate, program, and repair alarm systems to include for example fire alarm and suppression and control systems, and associated components deemed part of the Real Property Records (RPR).

11.1.2.2.3.2. ELECTRICAL: Maintain, install, operate, and repair energized and de-energized facility components for example electrical circuits, distribution systems, control systems, lightning protection systems, grounding systems, and associated mechanisms.

11.1.2.2.3.3. POWER PRODUCTION: Maintain, remove, install, operate, and repair renewable and non-renewable energy electrical power generating equipment and control systems, to include for example emergency and standby generators, fire suppression pump generators, aircraft arresting systems, and associated equipment. Inventory all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes.

Maintain and update collected bar coding data in government designated systems and data bases as required.

11.1.2.2.3.4. AIRFIELD LIGHTING SYSTEMS: Maintain, repair, replace, and operate the airfield lighting systems, real property, accountable RPIE, and associated non-RPIE items.

During the time the airfield is open and the aircraft are flying, a qualified Electrician shall be present.

11.1.2.2.3.5. ENTRY GATE DENIAL BARRIERS: Maintain, operate, repair, installation’s entry gate denial barriers. Denial barriers include for example permanent, power-assisted, and manually deployed active vehicle barriers.

11.1.2.2.4. OPERATIONS ENGINEERING: Manage, train, and perform all activities and functions related to requirements and optimization, customer service, facility manager program, real property inventory, work order planning, engineering, material control, vehicle management, custodial, Integrated Solid Waste Management (ISWM)/refuse & recycling and associated tasks.

Support linear segmentation efforts, gather supporting documentation and update database with pavement and utility assets.

11.1.2.2.4.1. REQUIREMENTS AND OPTIMIZATION: Manage and execute requirements identification and prioritization, perform preventative maintenance management analysis and planning, corrective maintenance analysis and planning and support on cradle to grave contract execution. Populate, maintain, update, generate, integrate, synchronize, and manage data and reports from government designated database(s) system to include for example Interim Work Information Management System (IWIMS), Automated Civil Engineer System (ACES), Civil Engineer Material Acquisition System (CEMAS), other data collection systems, and government designated replacement systems, for example Tririga, as required by the BCE and higher headquarters.

11.1.2.2.4.1.1. CUSTOMER SERVICE (WORK CONTROL): Serve as centralized customer service focal point. Process all work requests to include after hour calls, dispatch craftsman to emergencies, write Corrective Maintenance (CM), previously known as Direct Scheduled Work (DSW). Maintain the night log with all pertinent information. Classify work utilizing the most

11-1-7 current government work classification system. Provide work request feedback to facility managers to include for example, approved priority and completion status. Activate and manage CE Command and Control Centers to include for example, Unit Control Center (UCC), and Damage Control Center (DCC). Process and control work requirements for work performed by CE work forces. Maintain accountability of resources to include for example, equipment, personnel, and facilities. Maintain facility/infrastructure condition assessment data to include RPIE inventory and condition data. Maintain data entry quality and accuracy standards based on AF policy, government designated systems and database procedures, and technical guidance.

Process all after hour calls, dispatch craftsman to emergencies, write Corrective Maintenance (CM), previously known as Direct Scheduled Work (DSW), and maintain the night log with all pertinent information. Implement CE work prioritization model allowing scarce resources to be applied in a manner that most effectively addresses life-cycle management and mission priority.

Manage and post any FPCON changes to include after hours. Coordinate government provided assessments, for example, CEMIRT, Facility Assessment, Airfield Pavement Evaluation (APE) and related support requirements. Control and issue Land Mobile Radios (LMRs), pagers, and cell phones for the accomplishment of CE assigned duties. Ensure all RPIE items over $20K are submitted for capitalization within 5 days of project close-out.

11.1.2.2.4.1.2. FACILITY MANAGER PROGRAM: Administer a customer-focused Facilities Manager's Program that ensures cost effective expenditures of resources and provides functional and serviceable facilities. Establish and maintain a working relationship with facility managers.

Provide training to include for example, work requirements, identification of facility abuse/misuse, key/lock control, recycling programs, energy conservation, how to identify abnormal or alarm conditions and timely identification of facility damage, outages, and failures.

Newly assigned Facility Managers must be trained within 30 days of their appointment.

11.1.2.2.4.1.3. REAL PROPERTY AND ACCOUNTABLE REAL PROPERTY INSTALLED

EQUIPMENT INVENTORY: Manage inventory of all real property, accountable RPIE, and associated non-RPIE items using higher headquarters directed bar coding tools and processes.

Maintain and update collected bar coding data in government designated systems and data bases as required. Perform cost analysis on each critical ($10K or more) asset to evaluate the long-term costs associated with repair compared to the replacement costs.

11.1.2.2.4.1.4. WORK ORDER PLANNING: Coordinate with other operation engineering personnel, develop written estimates on work to be performed, and provide recommendations for review at staff meetings, the Work Request Review Board (WRRB) also known as Work Order Review Board (WORB) and facility board (FB). Prioritize maintenance of facilities and systems based on mission criticality urgency of repair with respect to safety, and best return on investment. In-house work will generally fall into one of three broad categories based on scope, complexity of the requirement, man-hours, and cost threshold as established by the Government to separate work categories. Work that exceeds scope of CM or SP’s delegated approval authority shall be routed through the WRRB/WORB and the Government to determine method of completion. The Government will review, approve/disapprove, and make a final determination on which work requests are to be performed by in-house capabilities for planned work and which will be accomplished as engineering projects. Activities shall be based on sound life-cycle cost management practices. Coordinate with Engineering Activity for inclusion

11.1.2.2.4.1.5. OPERATIONS AND MAINTENANCE ENGINEERING: Establish an Operations and Maintenance Engineering capability. Work closely with other Operations personnel to provide analysis of built and natural infrastructure asset data. Apply an asset lifecycle approach to continually measure the performance of assets with respect to predicted lifecycle performance and use that analysis to ensure the CE's investment plans minimize risk to the mission and maximize the Air Force's return on investment. The Government will review and approve/disapprove all long range plans. Work with the Engineering Activity to align and de-conflict all investments for example, preventative maintenance, in-house repair or replacement, and renovation/replacement by contract investments. Ensure facility and infrastructure systems changes are updated to as-built drawings within 60 days of transfer and acceptance of DoD real property. Review SOWs, contract specifications, request for proposal and material submittals for construction/repair projects to ensure the Government receives mission capable/high performing/warranted products. Provide on-demand engineering expertise to quality assurance evaluators for any contract project. Attend and coordinate attendance at project turn-over meetings to ensure operations and maintenance (O&M) training is complete and proper documentation is kept on file. Ensure all O&M manuals are kept on file, accessible to other CE personnel, and divested of at the appropriate times. Analyze customer work orders with respect to planned investments on assets to validate the requirement and inform investment timing. Conduct site visits and customer meetings to validate work requirements and estimate work order man-hour/material. Ensure appropriate coordination on planned in-house work orders.

11.1.2.2.4.1.5.1. CIVIL PROGRAMS: Develop a cost effective, long-range (FYDP+2) preventative maintenance, repair, and improvement civil program plan to include for example, airfield pavements, base pavements, roofs, water system, sanitary sewer/waste water system, storm drainage systems, and signage.

11.1.2.2.4.1.5.2. MECHANICAL PROGRAMS: Develop a cost effective, long-range (FYDP+2) preventative maintenance, repair, and improvement mechanical program plan to include for example, Heating Ventilation & Air Conditioning (HVAC) systems, refrigerant management, liquid fuels systems, natural gas distribution system, and fire protection systems.

11.1.2.2.4.1.5.3. ELECTRICAL PROGRAMS: Develop a cost effective, long-range (FYDP+2) preventative maintenance, repair, and improvement electrical program plan to include for example electrical distribution, emergency power, airfield lighting, and corrosion control.

11.1.2.2.4.1.5.4. TRAFFIC MANAGEMENT PROGRAM: Manage base roadways, streets, troop and sidewalks for traffic flow, signage, markings, and signaling devices (including time flow analysis). Coordinate with local base agencies, local municipal traffic planners, and Oklahoma State Department of Transportation. Develop and maintain base parking plans and traffic control.

Conduct base traffic counts as required. Resolve base parking and traffic sign problems.

11.1.2.2.4.1.5.5. WARRANTY: Develop and manage the warranty process so that shops can validate calls and contractors are held accountable for warranty issues. Ensure all warranty information is catalogued according to the unit warranty tracking system and government designated database(s) system procedures. Ensure that warranties are not voided for lack of maintenance, due to action or inactions.

11.1.2.2.4.1.5.6. PREVENTATIVE MAINTENANCE (PM)/RECURRING WORK PROGRAM

(RWP): Structure government standardized PM approach to the RWP for maximum efficiency and cost benefit. Perform annual PM vs. breakdown maintenance analysis on each critical ($10K or more) asset to evaluate the long-term costs associated with PM schedules compared to the replacement costs of not performing maintenance and resulting breakdown. Perform annual validation of PM actions required, ensure PM actions are scheduled in government designated database(s) system, and ensure all new items as a result of acquisition or construction are included in the PM program. 11.1.2.2.4.1.5.7. TRANSPORTATION AND UTILITIES ACTIVITY MANAGEMENT PLAN

(AMP): Manage Transportation and Utilities AMPs to ensure all recommendations/decisions from the transportation and utilities AMP working group are vetted upward through the CE asset management structure. Implement AF standards for linear segmentation, validate and refine timing and prioritization of investments, align/de-conflict requirements/projects across all methods of execution for example in-house, indefinite delivery/indefinite quantity (IDIQ), Simplified Acquisition of Base Engineering Requirements (SABER), and Military Construction (MILCON). Develop and maintain a process to ensure all physical feature, cost accounting, asset performance, and lifecycle programming data is accurately associated with those specific segmented assets. ACTIVITY MANAGEMENT PLANS (SUB AMPs): Coordinate with AMP Managers and AMP Integrators to ensure all issues, over arching systems, and process problems are well defined and logged in government designated data system. Maintain ICS to ensure the Information Assurance (IA) compliance meets the technical guidance and criteria for IA of CE ICS that utilize any means of connectivity to connect devices and points to panels and any central monitoring workstations, to include for example the local area network (LAN) based, radio frequency (RF), twisted pair, phone, fiber optic, and wireless methods.

11.1.2.2.4.1.5.11. FACILITY CONDITION ASSESSMENT: Conduct condition assessment on category A and B facilities for six systems, using Uniformat II nomenclature, IAW the Builder Sustainment Management System (SMS) 9-point direct rating method. SECTION 11-3

11.3. General Information

11.3.1. INSTALLATION MANAGEMENT, HOUSING MANAGEMENT

11.3.1.1. Officer Dorm Rooms: Vance AFB has 200 unaccompanied officer quarters. Within a

52 week period, 100 percent of these quarters will turn over. Pilot graduations occur every 3 weeks with 11 to 30 pilots graduating and presumably leaving Vance AFB.

11.3.1.2. Enlisted Dorm Rooms: There are a total of 108 unaccompanied enlisted quarters for permanent party personnel (ranks normally E1-E4) whose stay will be approximately 2 to 4 years. Vance’s First Sergeants routinely use four (4) designated rooms for personnel undergoing hardship situations. The Service Provider (SP) is also responsible for weekly linen replacement for these four rooms. One (1) room is also utilized for the Chapel Outreach Program, but may become bed space if needed. The SP will maintain special inventory accountability for all five

(5) rooms.

11.3.2. INSTALLATION MANAGEMENT, ENVIRONMENTAL

11.3.2.1. Installation Restoration Program: The management of restoration requirements will remain inherently governmental. The Installation Restoration Program will require interface between the SP, Higher Headquarters, and the Army Corps of Engineers (USACE).

11.3.2.2. Archaeological/Historical/Cultural Resources: Include Tribal Consultation, consultation with the State Historic Preservation Office, the Advisory Council on Historic Preservation, and where applicable, the National Park Service. The SP cannot reach agreement with the parties named above with regard to the National Register of Historic Places eligibility of historical or archeological resources.

11.3.2.3. Conservation of Natural Resources: Includes criminal investigations, prosecutions, and other judicial functions; management of Government programs requiring value judgments, as in direction of the national defense; management and direction of the Armed Services; activities performed exclusively by military personnel who are subject to deployment in a combat, combat support, or combat services support role; conduct of foreign relations; selection or program priorities; direction of Federal employees; regulation of the use of space, oceans, navigable rivers, and other natural resources. Monetary transactions and entitlements, such as tax collection and revenue disbursements; control of the treasury accounts and money supply; and the administration of public trusts are also considered governmental functions. When it is not practicable to utilize DoD personnel to perform natural resources management duties, priority will be given to obtaining these services from federal or state agencies having responsibilities for the conservation and management of natural resources. Document the effort to obtain federal or state services in writing before seeking non-governmental assistance.

11.3.2.4. Designated Wetlands: The installation has 3.4 acres of jurisdictional wetlands located at Kegelman Auxiliary Field.

11.3.2.5. Air Quality: Vance is currently within levels for air quality and is "permit exempt".

The facility is responsible for complying with applicable state, federal, and local rules and regulations. Per OAC 252:100-7-2(b)(2), permit exempt facilities remain subject to all other applicable air quality control rules except Permitting Requirements, Annual Emissions

Inventory, and Annual Operating Fees.

11.3.2.6. Permit Requirements and Designations: Vance AFB conducts mission activities that produce pollution. Although it would be advantageous to eliminate all pollution, this will never be possible. To quantify and standardize the amount of pollution allowances, regulatory bodies establish permits and place designations on polluting activities that are enforceable under federal, state and local environmental statutes.

11.3.2.7. Air Permit: Oklahoma Department of Environmental Quality (ODEQ) governs air quality at Vance AFB.

11.3.2.8. Treatment, Storage, and Disposal Facility (TSDF) Permit: Vance AFB operates one conforming storage facility HW Permit # - O2570024164.

11.3.2.9. Hazardous Waste Generator Designation: Vance AFB is designated as a small quantity generator and has EPA # O2570024164.

11.3.2.10. The General National Pollutant Discharge Elimination System (OPDES) Storm Water

Permit: Vance AFB Storm Water Permit is #MSR001362 and covers the industrial areas of the base. This program is managed by the ODEQ under the delegation rules in the Clean Water Act.

11.3.2.11. Environmental Databases: Vance AFB maintains a significant amount of information in the form of reports and databases. This information can include a management system that may be used to store historical records and requires addition of new data or may be used to maintain a level of environmental risk below an established/statutory limit.

11.3.2.12. Air Installation Capability Use Zone (AICUZ): The AICUZ report, which generates safety zones and noise contours for air operations data requires annual reviews and updates every five years or when significant changes in flight operations occur.

11.3.2.13. Asbestos-Containing Materials and Lead-Based Paint Database: A PC based database, shall be maintained by the SP, which contains past sampling results and facility drawings with identification of sampling location. This database used several assumptions that require confirmation sampling upon actual facility renovation or disposal and should only be used as a tool to determine sampling requirements and not an official document. Updates occur as new sampling results are taken.

11.3.3. OPERATIONS

11.3.3.1. Critical Assets: Certain base assets may be designated as critical assets: The desired number of unscheduled outages, duration, and impact to these assets are always zero. Critical assets are defined as assets for which failure to operate properly creates, or threatens to create, one or more of the following conditions:

11.3.3.1.1. Personal safety or public health hazards

11.3.3.1.2. Inability of aircraft to take off and/or land safely at any time

11.3.3.1.3. Inability of emergency vehicles to respond to emergencies on the base

11.3.3.1.4. Large-scale property damage or data loss for any base organization

11.3.3.1.5. Near-total loss of work productivity for personnel or mission capability for longer than 24 hours, with no substitute or backup system available

11.3.3.1.6. Disruption of scheduled sorties

11.3.3.1.7. An installation-wide loss of a widely used service

11.3.3.1.8. Security breaches

11.3.3.2. Energy Monitoring and Control System (EMCS): The EMCS monitoring system is located in Bldg 288.

11.3.3.3. Thermal Energy Storage: There is one chilled water plant that utilizes two 460 ton, 480

VAC chillers to provide chilled water for air conditioning at seven buildings around Bldg 672, Operations Group.

11.3.4.Utilities:

11.3.4.1. Vance AFB maintains its own water distribution system, and receives water from the

City of Enid, OK. Kegelman AAF receives its water from the town of Jet, OK. Vance AFB water supply is stored in one (1) elevated storage tower and one (1) ground water storage tower which serve the entire base.

11.3.4.2. Vance AFB sends all wastewater to the city of Enid, OK.

11.3.4.3. Vance AFB uses natural gas supplied to the base through a 4” steel main owned by

Oklahoma Natural Gas. The main and feeders run approximately 13 miles and supplies natural gas to the base boundary at approximately 200 psi through the master entry meter. It is then regulated at 15 psi to the loop mains within the base distribution system. The majority of the base system is the original cathodically protected black steel pipe. Approximately 30 feet of the black steel pipe have been replaced by polyethylene pipe.

11.3.4.4. Vance AFB obtains electricity through the Oklahoma Gas and Electric (OG&E) distribution lines coming into the main sub-station which is owned and maintained by OG&E.

There is a lower capacity secondary feed line coming from the east which provides some back-up capability to the base.
