MEMORANDUM FOR PROSPECTIVE OFFERORS
FROM: 338 SCONS/PKC

SUBJECT: Request For Proposal (RFP) No. FA3002-13-R-0011, Vance Base Operations Support (BOS), Vance AFB, OK.
1. Enclosed is the subject RFP (consisting of 19 documents/files, including this transmittal letter) for the Vance Base Operations Support (BOS), Vance AFB, OK.
2. This requirement will be solicited with the issuance of a Request for Proposal using competitive procedures as a Total Small Business set-aside. Proposals are required to ensure Offerors’ full understanding of the contract requirements and to determine technical acceptability. The evaluation approach for this requirement will be a Lowest Price Technically Acceptable (LPTA) Source Selection Process. The best value to the Government is expected to result from selection of the technically acceptable proposal with an acceptable past performance and lowest evaluated price. The factors to be evaluated are Price, Technical and Past Performance. The resulting award will be a Firm-Fixed-Price (FFP) contract. The proposed contract performance period will consist of a one-year basic period that includes a 2 month mobilization period, plus 4 one-year option periods.
3. Please read the RFP package carefully and complete all documents in accordance with the provided instructions in Section L. Submit the Past Performance volume by 04 Dec Nov 11 at 3:00PM Central Time (CT).
4. Your proposal shall be submitted and received no later than 18 Dec 14 (CT). Late receipt of your proposal shall be handled in accordance with FAR Provision 52.215 paragraph (c). The proposal shall be mailed or delivered to the Contracting Officer, Ms. Gloria Marshall, 338 SCONS/PKC, 2021 First Street West, JBSA Randolph, TX 78150-4302.
5. Offerors are reminded to carefully review their compliance status before submitting their proposals. Ensure that any teaming arrangements or subcontractor agreements with large businesses will not result in the loss of the prime contractor’s small business status.
Misrepresentation or false certification can lead to criminal liability and adverse administrative actions. Please consult the Small Business Administration for further guidance on eligibility requirements.
6. The issuance of the RFP constitutes the initiation of the source selection process. The Procuring Contracting Officer (PCO) and the Contract Specialist are the only point of contacts (POCs) for this acquisition. Any questions, clarifications, or concerns regarding this solicitation shall be addressed in writing by mail or e-mail(e-mail is the preferred method of communication) to the PCO, Ms. Gloria Marshall e-mail gloria.marshall@us.af.mil and Ms. Mariel Cortezano e-mail maelena.cortezano@us.af.mil.
