Question #Section ReferenceQuestionsResponse
94Section L, Attachment 1 – Subcontracting Plan ChecklistCan the government confirm whether line 1 of the Subcontracting Plan Checklist (Section L, Attachment 1) should be amended to reflect total obligated CONUS Contract Dollar Value to be consistent with the response to Q67? For example: From: Attachment 1 – line 1(Include basic period plus all option years) To: Attachment 1 – line 1 1. Enter Total Obligated CONUS Contract Dollar Value (Include basic period plus all option years)An amendment will be issued to revise Attachment 1 Subcontracting Plan Checklist to read "Total awarded or obligated Continental United States (CONUS) dollars."
95PWS 1.4.8.5 and 5.1The government’s response to question # 74 did not address the issue of the lack of information required by offerors to estimate the cost of printed student materials. PWS sections 1.4.8.5 and 5.1 require that the contractor “provide one (1) paper and (1) electronic copy of student training materials…to each student during course presentation.” Since the government has not provided either information regarding academic course durations or information regarding the amount of courseware that will be required per course, offerors have no data to base cost estimates on for printed material. Furthermore, this printing cost is included in CLINs that are priced per day. The actual cost of printed material can vary greatly depending on the number of students per class, which the government has provided a wide range of potential participation (2-12). Could the government clarify what assumptions should be made by offerors regarding course/courseware length (number of pages) and number of students per day for each course in order estimate these costs? Also, can the government please specify if black & white or color printing is required? The contract type is an Indefinite Delivery Indefinite Quantity because the actual quantity of requirements are unknown. It is not the Government's intent to identify to the offeror's how to propose on the requirements of the solicitation. All schematics that are in color on the Technical Orders shall be in color and all other printed material shall be in black and white in the training materials.
96Section B, CLINs X093 and X094 – Flight Instruction; PWS para 1.1.4.2, 1.1.4.3, 3.5Based on the government’s response to question #75, please verify that the Government will permit the flow down of DFARS 252.228-7001 Ground and Flight Risk to subcontractors. Additionally, considering the unknown OCONUS locations that could be supported by this contract, can the government identify an appropriate level of liability insurance that offerors must obtain in order to satisfy the F-16 in flight training requirements of this solicitation? For pricing purposes, can the government identify a provider or resource that offers F-16 in flight training insurance in various OCONUS locations (e.g. Baghdad, Iraq or Islamabad, Pakistan)?1) Implementation of the requirements of DFARS 252.228-7001 (June 2010) in subcontracts is required in accordance with DFARS 252.228-7001(m) (June 2010). Pursuant to DFARS 252.228-7001(g), " The Contractor shall not be relieved from liability for damage, loss, or destruction of aircraft while such aircraft is in the possession or control of its subcontractors, except to the extent that the subcontract, with the written approval of the Contracting Officer, provides for relief from each liability. In the absence of approval, the subcontract shall contain provisions requiring the return of aircraft in as good condition as when received, except for reasonable wear and tear or for the utilization of the property in accordance with the provisions of this contract."

2) The level of insurance depends on the circumstances as set forth in DFARS 252.228-7001. If a total loss occurred under an exclusion from the Government's assumption of risk, a contractor would be liable for the entire loss.

3) It is the responsibility of offerors to indentify insurance providers to satisfy the requirement. The Government's experience with insurance providers is limited since the Government normally self insures.

97CLIN 106Could the government consider changing the local student transportation CLINs to CPFF? There is high risk and concern regarding the variability of fuel costs over a ten year period. Concerns over this fuel price volatility will in turn force offerors to bid higher rates to cover the risk of this being a fixed price CLIN over a ten year period. We feel it may be in the government’s best interest to pay the cost as CPFF to ensure greater affordability.Commodity price projections does exists. An example is the Annual Energy Outlook 2011 with Projections to 2035, U.S. Energy Information Administration, Department of Energy, DOE/EIA-0383(2011), April 2011. Without recommending or endorsing the findings/ projections in the report, it is noted that the report does contain price projections for diesel, motor gasoline, and natural gas through 2035. FAR 16.301-2(a) states: “The contracting officer shall use cost-reimbursement contracts only when— (1) Circumstances do not allow the agency to define its requirements sufficiently to allow for a fixed-price type contract (see 7.105); or (2) Uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.” In the instant case, the government’s specifications have not been challenged as being vague or ambiguous. Additionally, as demonstrated by the Annual Energy Outlook 2011 with Projections to 2035, it is possible to project fuel costs in the out years. Further, if the offeror discovers in the out years that they have underestimated fuel costs for a specific transportation fuel, the offeror has the potential to mitigate any error by switching to an alternate transportation fuel or leveraging technology. Since the preconditions for the use of a cost-reimbursement contract in FAR 16.301-2 have not been met, the Student Local Transportation CLIN will not be converted from a fixed price to a cost reimbursable CLIN.
98Section BThe government’s response to Q63 did not seem adequately answer the question. The original question asked to clarify the discrepancy in training class size between CLIN 0077 (class size of 1-6 students) and CLINs 0077 AA, AB, AC, AD, and AE (training class size ranging from 2-6 students in crews of 2. Q63 response stated “An amendment will be issued to change CLIN 0077AA description to reflect 2-12 students in crews of 2.” This is inconsistent with CLINs 0077AB, AC, AD, & AE. Please confirm that all CLIN 0077 training class sizes will read “ranging from 2-6 students in crews of 2”.Amendment 0002 revised CLIN 0077 to reflect the class size of 2-6. Q63 had a typo that should have read 2-6 based on the class. Amendment 0004 reads 2-6 students.
99Attachment 3 – Price ModelThe government’s response to Q71 did not address the potential error identified in Attachment 3. The original question identified a potential error in the summary tables shown at the bottom of the “Summary” tab of Attachment 3.
More specifically, should the “Total Evaluated Price – All Contract Periods (line 123, cells C123:D123, “Total Evaluated Price Summary” box) agree with “Total Firm Fixed Price” (line 139, cells G139:H139, “Schedule B Worksheet Summary” box)? The Price Model provided with Amendment 0001 does not yield matching total FFP prices between the two summary boxes.Cell CD123 calculates the unit price from each CLIN on the period worksheets against the estimated quantity for all periods found from each Period's Schedule B. Cell GH139 calculates only the total of the each period's worksheet. The worksheets provide support for the unit price found on the Period Sch B. Cell CD123 will be used to evaluate the Total Evaluated Price. Because cell CD 123 is calculating the TEP and GH 139 is calculating the total of all unit prices derived from the worksheets. GH139 does not calculate the estimated quantities.
100Section B, OCONUS Instruction CLINsThe response to Q72 suggesting that “additional duty compensation that is in accordance with U.S. State Department guidelines be considered in the international travel CLINs X103” appears to conflict with the definition of travel expenses as defined in the DoD Joint Travel Regulations and FAR part 31. Travel expense includes allowable transportation, lodging, meals, and incidental expenses. Can the government please clarify their response and explain how a labor cost such as additional duty compensation be recovered under international travel CLINs X103?CLIN X103 will cover TDY and Post Hardship Differential. TDY costs are governed by the Joint Travel Regulation. Post Hardship Differential are covered by the US State Department Standard Regulation (DSSR). The International Travel CLIX X103 description states these contractor expenses will be in accordance with the US State Department Regulations, The Joint Travel Regulation and the Federal Acquisition Regulation part 31. These allowances will remain cost reimbursement due to the fact that at any given time the allowances can be changed due to world events.
101Section BCould the government clarify if the Travel CLIN X102 would also cover travel expenses (flight, per diem, etc) required to transport any part time instructors from their residence to the offeror’s facility? No. The cost of transporting an instructor from their residence to the offeror's training facility should be amortized over applicable CLIN or CLINS that pertain to these cost.
102GeneralThe IDIQ minimum has been set by the government at $25K. Can the government clarify if there will be any minimum level of funding per year for the contractor to maintain a minimal staff and/or facilities if no work is available for award?Amendment 0001 changed the minimum dollars to $2,500. An IDIQ contract type does not have funding on the basic contract. Funding will be put on each task order when a requirement has been identified. The guaranteed minimum of $2,500 is only for the base period. There is no guaranteed minimum for the options periods if exercised.
Revised 44Section CSection C.1.4.6.2.4 (p. 469). This paragraph states that “If air transportation is needed for movement of students between contractor training locations the contractor shall arrange and provide commercial air transportation.” Since CLINs X085 are for Student Local Transportation, where should the offeror include potential commercial air transportation costs in its bid price? It is currently unknown whether there will be a requirement for such transportation as individual task order requirements, and therefore training locations based upon location of available aircraft, are unknown. Would the Government consider including a cost reimbursable CLIN with a not to exceed value for this cost line item? Please disregard the previous answer to question 44. The Government reiterates that cost associated with ferrying a SOJT aircraft will be the responsibility of the Government. The cost of transporting a student(s) between contractor training facilities in the United States is the responsibility of the offeror and should be amortized over applicable CLIN or CLINS that pertain to this cost.
Revised 90Section CWould the government consider creating a specific “Non-local Student Travel CLIN” to account for student travel between contractor training locations? By placing these costs under an unevaluated cost Travel CLIN, the government is not evaluating what could be a significant direct cost to the contract. As an example: Offeror “A” could propose their entire training located in one single facility, while Offeror “B” could propose their academic facility in Maine, their simulation classroom in Georgia, and their SOJT facility in California. In this scenario, the government will pay significantly more in student travel costs for Offeror “B” than Offeror “A”, but this would not be evaluated in the TEP.Please disregard the previous answer to question 90.
