Question #Section ReferenceQuestionsResponse
Section C Performance Work Statement1. Amended PWS Section 4.7.2. Will the Government please clarify under which CLIN the offeror should propose the cost of providing the “CLO(s) an office with commercial office furniture, office supplies, phones with long distance/international lines, and accessible computers with access to the internet to support”? Since the course CLINs are FFP and this requirement may or may not be required by an individual task order, will the Government consider including a separate CLIN for this line item to be exercised only if required for a task order? It is not the Government's intent to identify what CLIN an offeror should propose associated costs. 1. In accordance with the Performance Work Statement, Section 4 paragraph 4.7, the CLO support will provide office space and equipment for a Country provided Liaison Officer to support the country's training requirement. Therefore, a separate CLIN will not be established.
Section C Performance Work Statement1. PWS Section C, 1.1.4.1. Will the government please clarify if instruction will be required for Blocks other than Block 50/52/60, The PWS states “Instruction for pilots flying F-16 Block 50/52 “and below” will be academic and simulation only CONUS.” This paragraph implies that the offeror could be tasked for difference training for Blocks other than for Blocks 50/52/60. This is important when pricing simulators/UTDs to complete training and the CLIN pricing structure is not Block specific. Will the government please clarify our understanding that we need to be prepared to teach Block 50/52 or Block 60 only? This contract will be in support of all blocks of F-16s up to Block 60.
The government’s Response 3 to Questions received 24 Aug 11 explained the UTD (simulator) as “Unit Training Device (UTD): A medium fidelity, squadron level flight trainer designed for basic and advanced mission training. It incorporates normal flight procedures, emergency procedures, air-to-air and air-to ground tactics and weapons (conventional/smart) employment, Lightening/LANTIRN pods, NVG, interactive threat network, and local networking capabilities for two/four-ship training. It consists of a fully populated cockpit, instructor operators' station, and a 60X78 degree field of-view visual display. The UTD is capable of simulating all conventional weapons associated with the F-16.” This type of training is more in line with IQT or MQT. For example, the offeror will not be required to conduct training utilizing two/four-ship training and interactive threat network? This is not difference training. Requiring this level of training vastly increases the cost to the client if it is required. Will the government please clarify that all capabilities as defined in the UTD will be required in conducting pilot difference training? The Government's position on the UTD has not changed. Additionally, please note PWS Section L paragraph 1.2.A.1. an offeror may submit any piece of equipment that will meet the outlined requirement.
Section B, CLIN 0008AACLIN 0008AA EGRESS Academic training (Ktr site) identifies class size of 2-10 students in crews of 2. All other 0008 sub-CLINs state class sizes of 2-12 students in crews of 2. Can we assume CLIN 0008AA should read as a class size of 2-12 students in crews of 2? Please confirm. An amendment will be issued to change CLIN 0008AA description to reflect 2-12 students in crews of 2.
Section B, CLIN 0077CLIN 0077 SOJT Fuels (Int’l site) identifies class size of 1-6 students. All other 0077 sub-CLINs (AA-AE) state class sizes of 2-6 students in crews of 2. Please confirm which is correct. An amendment will be issued to change CLIN 0077AA description to reflect 2-12 students in crews of 2.
Section B, CLIN 0093CLIN 0093 Flight Instruction (Ktr site) states that flight instruction shall be IAW PWS paragraph 1.1.4.2. The PWS states that ‟pilots flying F-16 Block 50/52 and below may include actual flight instruction if training in the customer’s country/OCONUS”. This appears to conflict with the CLIN description (e.g. Ktr site). Please clarify. An amendment will be issued to change CLINS X093 description to reflect PWS paragraph 1.1.4.3. and CLINS X094 descriptions to reflect PWS paragraphs 1.1.4.2. and 1.1.4.3.
Section B, CLIN 0096AECLIN 0096AE Courseware Change – Major has a unit of measure listed as “Horsepower Days/Air Dry M Tns”. All other Courseware CLINs use a unit of measure of hours. Can we assume the unit of measure should be hours? An amendment will be issued to reflect the unit of issue for CLIN 0096AE to hours.
PWS Paragraph 1.4.6.1. Student HousingThe PWS states “Officers shall be quartered separately in single rooms and two enlisted usually share a two bedroom apartment”. There is a cost differential between one and two bedroom apartments. How many officers and enlisted students will there be in a pricing year?An amendment will be issued to reflect a change in the Performance Work Statement paragraph 1.4.6.1.
Section L, Paragraph 1.2.A.6.The government has flowed down FAR 52.219-9 and bidders are required to reply with subcontracting plans, which in accordance with paragraph (d)(1) should include “goals, expressed in terms of percentages of total planned subcontracting dollars” for each small business category. Amendment 1 changed the wording in Section L of the RFP to state “23% of total awarded or obligated Continental United States (CONUS) dollars,” which is confusing and does not appear to be commensurate with the FAR requirements for a subcontracting plan. Specifically, the Amendment 0001 revision does not specify Small Business goals in terms of “total subcontracted dollars”. Please confirm that the government’s direction is in compliance with the FAR requirement and expects the Small Business goal to be 23% of total subcontracted dollars.FAR Clause 52.219-9 provides the offeror with a guideline for what needs to be in their subcontracting plan. Paragraph (d)(1) specifically states the offeror's subcontracting plan shall include their goals, expressed in terms of percentages of total planned subcontracting dollars. Section L paragraph 1.2.A.6.1 is stating that the government's targeted goal is 23% of the awarded obligated CONUS dollars go to a small business concern as stated in paragraph 1.2.A.6 Large Business Prime Offerors. Only work performed completely within CONUS is counted toward the stated target small business goal.
Section BIn the Government’s response to question # 44, bidders are instructed to account for any student travel other than local travel be included in CLIN 0102 Domestic Travel. CLIN 0102 states that this CLIN is for “contractor travel”. a) This direction appears to contradict the CLIN description which is Domestic “contractor travel”. Please clarify if the CLIN description will be revised to be consistent with question #44's response or if a separate CLIN will be established to account for student non-local travel. b) Also, CLIN 0102 is a non-fee bearing cost CLIN and as such is not evaluated in the TEP. Is it the government’s intent to not evaluate this offeror specific expense in the TEP and also not allow the application of fee to this cost?Amendment will revise CLINS X102 description to remove contractor travel and change it to Reimbursable CONUS travel. CLIN X102 is a cost reimbursement CLIN and has a NTE amount in the description, therefore CLIN X102 will not be evaluated in the TEP. This CLIN is not fee/profit bearing.
Section B, Instruction CLINsShould bidders assume an 8 hour day for bidding purposes for instruction CLINs with a unit of measure listed as “per day”?It is not the Government's intent to identify what is in an offerors unit of measure to meet the training requirement.
Section ICan the Government remove FAR clause 52.232-18 Availability of Funds from the solicitation? This clause is not applicable to FMS contracts.No. The Contracting Officer may incorporate this clause into solicitations and contracts if the contract will be chargeable to funds of the new fiscal year and the contract action will be initiated before the funds are available.
Attachment 3 Price ModelThe Price Model “Summary” tab appears to have mapping errors in the “Schedule B Worksheet Summary” box located at the bottom of the worksheet. The Total FFP price from the “Schedule B Worksheet Summary” does not match the Total Evaluated Price – All Contract Periods from the “Total Evaluated Price Summary” box directly above it. It appears that the total FFP price in each box should match. Please provide additional clarification. On the Summary sheet it is two different calculations. The Total Evaluated Price is a unit price calculated against the total unit of issue. The "Schedule B Worksheet Summary" is a total of all the worksheet tabs.
Section B, OCONUS Instruction CLINsPlease note that the U.S. State Department recognizes some countries and areas of the world to be more hazardous than others and allows for adjustments in contractor pay accordingly. Since the specific training locations are unknown, would the government consider a separate cost-reimbursable CLIN for hazardous duty compensation?Any additional duty compensation that is in accordance with the U.S. State Department guidelines should be considered in the international travel CLINS X103.
Section B, Max DaysSeveral CLINs reference an unusually high number of days of instruction (i.e. CLIN 009 – 540 days; CLIN 0018 – 960 days; CLIN 0020 – 700 days, and CLIN 0066 – 2,400 days). CLIN 0066 - SOJT Crew Chief (APG) (Ktr Site) has 2,400 training days per year which equates to over 6 courses run simultaneously every day of the year (based on 365 days/year). Are the MAX Quantities listed in Section B for Instruction CLINs representative of anticipated annual training effort? The total maximum quantity of the CLINS was calculated in error. Overall the maximum quantities were calculated incorrectly. An amendment will be issued to correct the maximum quantity of the CLINs.
Section B; PWS paragraph 1.4.8.5The RFP provides no specification to estimate pricing for printed student material (i.e. course duration, course syllabus, etc.). Could the Government clarify what assumptions should be used to price courseware printed material?Individual CLINS identify that Academic training includes all training costs, including but not limited to training materials and instructors per class. Course syllabi are normally forwarded to AFSAT TPM electronically; however, if need arises that would require forwarding a CD by mail, those associated costs would be attributed to Management Support.
