SECTION 13-1
13.1. SITE MAINTENANCE
13.1.1 DESCRIPTION OF SERVICES: Site maintenance is a service dedicated to providing proper function and pleasing appearance of all exterior areas of Maxwell-Gunter including facilities, pavements, roads, sidewalks, and fences. This also includes providing integrated pest management services. The airfield, which is the operational heart of Maxwell-Gunter and its adjoining assets, must be kept in proper condition 24 hours a day. The appearance of sites and routes plays a major role in shaping lasting perceptions of the base; therefore, it is very important that the maintenance of routes reflect a high level of professionalism at all times. Ensure quality work performance in accordance with the priority service levels identified later in the section and with applicable standards and guidelines listed in appendix 13A.
13.1.2. SERVICES to be PROVIDEd:
13.1.2.1. Repair and maintain airfield pavements to ensure safe functional facilities capable of supporting mission aircraft, including transient aircraft.
13.1.2.2 Ensure airfield is free of debris that may cause foreign object damage (FOD).
13.1.2.3 Ensure uninhibited operation of airfield when performing sweeping, repair, and maintenance operations on airfield pavements. Coordinate airfield maintenance activities with the airfield manager. Provide special attention and coordination to maintenance activities that unavoidably conflict with airfield operations.
13.1.2.4. Regularly grade unpaved roads and parking areas to support intended traffic.
13.1.2.5. Repair and maintain paved and unpaved roads and parking lots to ensure safe and functional facilities capable of supporting base traffic.
13.1.2.6. Maintain and repair fences to ensure the safety and security of Air Force personnel and property.
13.1.2.7. Landscape grounds to maintain the professional image of the base after digs and other landscape disturbing projects.
13.1.2.8. Maintain signs throughout Maxwell-Gunter that are legible and professional in appearance to ensure safe, secure, and efficient operations.
13.1.2.9. Use herbicides and pesticides minimally in accordance with Air Force and local directives as listed in appendix 13A.
13.1.2.10. Support training exercises and disaster recovery operations. An example is providing heavy equipment operation to clear the way for a search or recovery team to reach a remote crash site. Respond immediately to emergencies that develop after normal duty hours. An example of emergencies may include pavement sweeping (airfield), water line breaks, and storm damage.
13.1.3. INTERGRATED PEST MANAGEMENT SERVICES:
13.1.3.1. Conduct integrated pest management for all pests interior and exterior to facilities. Priority concerns are food service facilities, Commissary area, medical facilities, living quarters and child development centers, and airfield. Provide structural pest management and tree, shrub, turf, and ornamental pest control. Utilize mechanical and cultural methods of pest control in medical facilities and child development centers whenever possible. Use or approve all insecticide baits, sprays, etc., in accordance to labeled instructions. In no instance shall baits be accessible or visible. Keep outside grounds free from fire ants using only approved chemicals according to label instructions. Ensure personnel are kept off these areas until treatments of affected areas are complete. Coordinate with customer representative to ensure notification of personnel. Coordinate with military public health (MPH) when treating the food handling, childcare and, medical facilities.
13.1.3.2. Provide emergency response to reported health threats. An example of an emergency is bees or wasps in a facility, a snake in a facility, and a dead or live animal on airfield pavements.
13.1.3.3. Inspect military family housing quarters prior to each change of occupancy, and treat areas as necessary.
13.1.3.4. Conduct a pest management survey annually for the presence of wood destroying pests. Complete a DD Form 1070 for each building inspected, and keep on file for three years after the removal of the building.
13.1.3.5. Perform mosquito fogging whenever the mosquito count exceeds MPH threshold.
13.1.3.6. Capture stray animals in coordination with security forces. Nuisance pests that pose no health or safety threat may be relocated and released. Large animals near the flight line shall be dealt with immediately. In addition, remove and dispose of animal carcasses.
13.1.3.7. Employ bird control procedures as necessary for safe, healthy working, flying and living conditions in accordance with state and federal laws. Also, maintain Bird Air Strike Hazard (BASH) standards (see ABW 91-1, Annex W).
13.1.3.8. Schedule weed control using selective and non-selective herbicides. Use selective herbicides to control broad leaf weeds in turf as required. Apply herbicides on undesirable weeds on the airfield and in fences including perimeter fences and fences around ball fields and security areas. Maintain joints and cracks in pavements, including airfield pavements, roads, sidewalks, storage, and parking areas free of vegetation. Maintain the entire area inside electrical transformer stations and petroleum oil lubricant areas.
13.1.3.9. Remove and take action to prevent return of vegetation on airfield pavements, roads, sidewalks and playgrounds.
13.1.3.10. Pesticide application will be performed only by individuals with current state or DoD pesticide applicator certificate.
