SECTION 20-1
20.1. TRANSIENT MAINTENANCE SERVICES
20.1.1. DESCRIPTION OF SERVICES: Transient Maintenance Section provides aircraft ground handling services for transient aircraft and maintenance support for all assigned powered and non-powered aircraft ground support equipment (SE). Transient Maintenance provides service to a wide variety of aircraft, fixed and rotary wing, flown by DoD, NASA, Coast Guard, courier contract, civilian aircraft on Air Force official business, and National and Foreign dignitaries’ aircraft. Transient Maintenance also provides the capability to respond to crash damaged aircraft both on and off base, and aircraft declaring an In-Flight Emergency (IFE). Transient Maintenance will provide services in accordance with (IAW) applicable directives listed in Appendix 20A.
20.1.2. SERVICES TO BE PROVIDED:
20.1.2.1. TRANSIENT Maintenance MANAGEMENT:
20.1.2.1.1. Initiate and complete AF IMT 861, Base/Transient Job Control Number Register, for transient aircraft.
20.1.2.1.2. Initiate and complete AF IMT 726, Transient Aircraft Service Record, when other than normal servicing is performed.
20.1.2.1.3. Coordinate aircraft parking locations with Base Operations.
20.1.2.1.4. Dispatch personnel to prepare for aircraft arrival.
20.1.2.1.5. Coordinate with Petroleum Oil Lubricants (POL) and arrange for fuel delivery.
20.1.2.1.6. Notify Base Operations when aircraft are ready for flight crew.
20.1.2.1.7. Remove foreign objects (FO) from Transient Maintenance parking and work area(s).
20.1.2.1.8. Ensure an effective tool control program.
20.1.2.1.9. Maintain a custodial equipment accountability file.
20.1.2.1.10. Obtain necessary parts for transient aircraft through host supply activity.
20.1.2.1.11. Pick up and return additional aircraft ground SE (Equipment that is not available on Maxwell AFB).
20.1.2.1.12. Maintain records of safety briefings and comply with safety directives.
20.1.2.1.13. Maintain Technical Order (TO) and Publication files.
20.1.2.2. ARRIVAL SERVICES:
20.1.2.2.1. Meet transient aircraft upon arrival in a "Follow Me" vehicle at the designated taxiway.
20.1.2.2.2. Preposition fire extinguishers, ladders, chocks, boarding ramps, ground wires, powered and non-powered SE required for aircraft arrival prior to engine shutdown.
20.1.2.2.3. Check for hot brakes. On applicable aircraft, check for hydrazine leaks.
20.1.2.2.4. Install gear lock pins.
20.1.2.2.5. Install safing pins.
20.1.2.2.6. Insert wheel chocks before the aircraft commander departs the cockpit.
20.1.2.2.7. Ground/bond aircraft IAW TO 00-25-172, Ground Servicing of Aircraft and Static Grounding/Bonding, and aircraft specific TO requirements.
20.1.2.2.8. Debrief the aircraft commander for aircraft status and servicing requirements.
20.1.2.2.9. Retrieve deployed aircraft deceleration chutes and assist aircrew in storing on aircraft. Install replacement chutes if provided by aircrew.
20.1.2.2.10. Connect and operate support equipment.
20.1.2.2.11. Install Pitot/Inlet/Intake/Duct covers. Inspect for FOs prior to installing Inlet/Duct covers.
20.1.2.3. PROCESSING SERVICES:
20.1.2.3.1. Check and service engine oil, and take oil samples as required.
20.1.2.3.2. Deliver oil samples to Dannely ANG NDI lab for analysis as required
20.1.2.3.3. Refuel or defuel aircraft as required.
20.1.2.3.4. Check and service oxygen, hydraulics, fuel, oils, and other systems as required.
20.1.2.3.5. Perform overall visual inspection of airframe and components. Check for and identify fluid leaks, damage and safety of flight discrepancies.
20.1.2.3.6. Check AFTO 781 series forms, make required entries and clear aircraft forms as applicable.
20.1.2.3.7. Tow aircraft as required.
20.1.2.3.8. Secure aircraft that remain overnight.
20.1.2.3.9. Remove snow from aircraft and under aircraft as required. De-ice aircraft as required. Initiate proper documentation for reimbursement if applicable.
20.1.2.3.10. Check tires and struts for condition and service. Assist with changing wheel and tire assemblies as required.
20.1.2.3.11. Check canopy(s) and windscreens for condition. Clean as required.
20.1.2.3.12. Perform operational checks and minor maintenance as required.
20.1.2.3.13. Verify and clear "Red X" discrepancies as required.
20.1.2.3.14. Properly inspect, obtain, position, connect and operate powered and non-powered SE, as required.
20.1.2.3.15. Provide fleet service as required.
20.1.2.4. DEPARTURE SERVICES:
20.1.2.4.1. On all departing aircraft carrying a DV Code 4 (Lieutenant General or equivalent) or higher, ensure two (2) people provide departure services.
20.1.2.4.2. Brief the aircraft commander on aircraft status.
20.1.2.4.3. Remove ground wires and Pitot/Inlet/Intake/Duct covers. Perform Inlet/Intake inspection as required.
20.1.2.4.4. Connect and operate necessary powered and nonpowered SE.
20.1.2.4.5. Assist crewmembers in accomplishing Preflight and Engine Start Checklists.
20.1.2.4.6. Disconnect and remove all SE.
20.1.2.4.7. Remove or confirm gear locks and pins are removed. Confirm with aircrew the removal of safing devices from areas containing explosive devices needed for flight. Ensure aircraft panels and covers are properly fastened and secured for flight.
20.1.2.4.8. Perform last chance (modified End-of-Runway) inspection in the parking spot on all fighter aircraft prior to aircraft taxiing.
20.1.2.4.9. Remove chocks.
20.1.2.4.10. Marshal aircraft from parking area. Provide Follow-Me service from aircraft parking spot to any runway via taxiways as requested/directed by Base Operations.
20.1.2.4.11. Inspect parking/work area(s) for FO and remove SE.
20.1.2.5. ALTERNATE FIELD OPERATIONS: Provide Transient Maintenance operations at an alternate location, within a 25 mile radius, as required by Maxwell-Gunter AFB’s Base Operations.
20.1.2.6. DANNELLY MUNICIPAL AIRPORT OPERATIONS: Provide aircraft ground handling services at Dannelly Municipal airport, as required by Base Operations, as a result of runway repair, insufficient runway length, or conditions when aircraft landing is unsafe.
20.1.2.7. EMERGENCY SERVICES:
20.1.2.7.1. Support disaster preparedness exercises/operations.
20.1.2.7.2. Fulfill the requirements of the Maintenance Representative as a Follow-On-Force (FOF) member to the Disaster Control Group (DCG).
20.1.2.7.3. Develop and maintain procedures to prevent/respond to hijack/theft of aircraft.
20.1.2.7.4. Provide the capability for recovering crash damaged aircraft within the area of responsibility of Maxwell AFB.
20.1.2.7.5. Respond immediately to all precautionary, In-Flight and aircraft ground emergencies.
20.1.2.7.6. Respond to disabled aircraft on active runways and taxiways within 15 minutes.
20.1.2.7.7. Secure aircraft during severe weather warnings.
20.1.2.8. EQUIPMENT MAINTENANCE:
20.1.2.8.1. Perform cleaning, adjusting, ordinary lubrications, tightening of nuts and bolts, and preventive maintenance actions recommended by the manufacturer.
20.1.2.8.2. Perform periodic/phase inspections on SE IAW the applicable TO.
20.1.2.8.3. Maintain and document SE maintenance records.
20.1.2.8.4. Perform all equipment Time Compliance Technical Orders (TCTOs) on SE.
20.1.2.8.5. Maintain an active record of all support equipment discrepancies that are delayed due to maintenance or a lack of parts.
20.1.2.8.6. Establish and implement a corrosion control program for support equipment IAW the applicable TO.
20.1.2.8.7. Repair inoperable equipment; replace components, parts, filters, handles, hinges, gaskets, etc.
20.1.2.8.8. Complete documentation associated with the requisition or turn-in of supply items, preparation of items for shipment prior to turn-in, and equipment historical records.
20.1.2.8.9. Requisition and replace SE parts to achieve the expected service life.
20.1.2.8.10. Comply with the expenditure limits contained in TOs 00-20-3, Maintenance Processing of Reparable Property and the Repair Cycle Asset Control System, 00-25-240, Uniform Repair/Replacement Criteria For Selected USAF Support Equipment (SE) and 35-1-26, General Instr--AF Economic Repair/Repl Criteria for Selected WR/ALC Managed Support Eqpt (SE) FSG 6100.
20.1.2.8.11. Maintain SE in a mission capable condition.
20.1.2.8.12. Maintain records of fuel and oil used in operation of Aerospace Ground Equipment (AGE).
20.1.2.8.13. Establish and maintain a program to collect, segregate, reclaim and dispose of all fuels, oils, paints, and chemicals.
20.1.2.8.14. Assume responsibility and clean up any minor chemical or hazardous waste material spill IAW the Maxwell-Gunter AFB Spill Plan.
20.1.2.8.15. Transport Test Measurement and Diagnostic Equipment (TMDE) to and from Precision Measurement Equipment Laboratory (PMEL) for calibration/repair.
20.1.2.9. AUTOMATED SYSTEMS:
20.1.2.9.1. Input and maintain accurate data in Integrated Maintenance Data System-Central Data Base (IMDS-CDB).
20.1.2.9.2. Operate Automated Technical Order Management System (ATOMS).
20.1.2.10. MAINTENANCE OF OTHER THAN TRANSIENT MAINTENANCE ASSIGNED GROUND SUPPORT EQUIPMENT: Perform maintenance services for ground SE borrowed from other organizations or obtained to support other operations at Maxwell-Gunter AFB to return it to the condition that it was originally received.

20B.1. WORKLOAD DATA
20B.1.1. Transient Maintenance will service an average of 250 aircraft each month. Generally, workload is parking the aircraft and assisting aircrews with pre-flight and post-flight requirements. Levels of service depend on requests from pilots. Requirements can be higher depending on Air University missions and world events. AGE maintains forty-five pieces of powered and non-powered ground support equipment.
